State seeks $700,000 in penalties from massage parlor owner

The Delaware Department of Justice is seeking $700,000 in civil penalties from a massage parlor owner who pleaded guilty to permitting prostitution in his businesses, including Relaxed Spa in Rehoboth.

Da Zhong Wang, 51, was charged in 2014 after undercover police were solicited for sexual acts following massages at Wang's massage parlors in Middletown, Smyrna, Dover and Rehoboth Beach. Wang pleaded guilty in August 2015 and was sentenced to one year of probation. He was fined $352 to pay for the cost of prosecution, said Carl Kanefsky, spokesman for the Department of Justice.

At Relaxed Spa, which operated on Rehoboth Avenue before closing, court records state, an undercover Delaware State Police Trooper purchased a massage, and the masseuse then solicited him for an act of prostitution.

Meizhu Zhang was charged with prostitution, and she pleaded guilty in Sussex County Court of Common Pleas in December 2014.

  2. Mr Wang's businesses provided a needed service to the community. Collect his taxes and allow him to carry on. His mistake was getting behind in his quarterly bribes to an office in Dover.

  8. 1:45 Just because someone allows you to abuse them doesnt make it ok on your part. Paying women for sex is abuse.

  9. 3:10 PM Paying a woman for sex is not abuse if she consents. It's called "The World's Oldest Profession" for a reason.

Ever buy dinner and movie tickets for a date and expect something in return? Why not remove the questions and contract for the specific desired service?
