Mayor James Ireton, Jr. announced today, on behalf of City taxpayers, that new Wicomico County leaders must address, in FY16, the fiscal inequalities which have rested on the shoulders of City taxpayers for far too long. Mayor Ireton will advance County Executive Bob Culver and County Council President John Cannon requests regarding the following fiscal issues:
1.) Tax differential for Salisbury, Delmar and Fruitland. An April, 2014 Municipal and Financial Services Group (MFSG) study estimates that Wicomico County owes the three municipalities the following for FY 2015:
a.) City of Salisbury - $1,051,909
b.) Town of Fruitland - $98,394
c.) Town of Delmar - $55,015
c.) Town of Delmar - $55,015
The study assumes a base rate of $.955/per $100 of assessable real property without differential countywide, and calculates the following tax rates with tax differential for FY2015:
2.) Fire Service Agreement 2015. Data from the County G.I.S. and 911 Computer Aided Dispatch System indicates:
a.) The City responds to 62.95% of the total fire calls in the County
a.) The City responds to 62.95% of the total fire calls in the County
b.) The City responds to 66.71% of all EMS calls in the County
c.) The City serves 56.58% of the County population
d.) The City serves 58.38% of the County’s assessed valuation
e.) The City received only 23.87% of the County’s total funding for fire and EMS in FY14.
“City taxpayers are being unfairly forced to pay for the majority of the costs for county fire service. The county must adopt a Fire Service Agreement which pays for provided services. We as a city don’t give away septic service, we don’t give away water service, and we’re done giving away fire service. The county must pay for the services it uses,” said Mayor Ireton.
These inequities amount to $2.22 Million dollars of Salisbury fire service provided to County residents that they do not pay for. County residents get three times more fire service than they are paying for. Mayor Ireton and all 5 City Council members have formally asked the county to adopt an assessable base option for fire and EMS in Wicomico County. The assessable base model is used to provide for the costs for protecting/responding to calls for service demanded by, and directly related to, the amount of real properties and residents in a given fire district.
Mayor Ireton added, “City residents are bearing the unfair tax burden of providing County residents fire service for free. We want City taxpayers to have their County taxes decreased to balance the subsidy the City is giving the County.

“As Mayor, I am delighted that Delegate-Elect Carl Anderton (R-38) has said that the first bill he will introduce in the legislature is one that will address the tax differential inequity. His bill, to amend sections 6-305 and 6-306 of the Annotated Code of Maryland, will move Wicomico County from the “May” list of counties that provide tax offsets to municipalities in Maryland, to the “Shall” list of applicable counties. This legislation would help solve the over-taxation of municipal residents in Wicomico County, and I will be watching its progress closely.”
How about the City prohibit fire trucks from going on medical calls and lunch runs? That would probably save $2.2m alone. Instead of asking for more money, look at your spending and save it there.

The rest of us in the county make out just fine with our volunteers. SFD has run all the volunteers off because they threatened the jobs of the paid babies. Suck it up Ireton you are stuck with the bill now. Oh and by the way. I believe that GRANTS that you got were from the taxes I PAY to the federal government and the state government. Let's take all the money paid to the state and fed government by those not in the city and make sure it ONLY for the county and the city will only get grants from money collected from city residents.

If the City of Salisbury Fire Department wants to run fire and ambulance calls in the County for free then stop billing us for those over inflated ambulance bills. The Salisbury Fire Department is being compensated by the County already to run calls in the County. They are also in turn billing the county residents. Stop charging ambulance bills if you think it is free.

I believe that the fire service subsidies (tax differential) being argued would prove to be miniscule in comparison to the Wicomico County Board of Education's funding of the illegals. And another thing - why isn't the BOE disclosing the actual number of foreigners being educated in Wicomico/Salisbury's school system. Fredricksen should be required to publically disclose this information and all of our Delegates including County officials should be made aware of the numbers.

11:58, Slow down there! To IMPLY that the Zoo gets any sort of substantial funding through the Hotel/Motel taxes is just out of line. The City Taxpayers get very little relief from that money and so you know those taxes also go to other departments as well, it's divided. To give you an example, 10 years ago, (or so) the entire Zoo ran on a budget of somewhere around $350,000.00. Again, those taxes paid very little towards that overall budget. NOW the Zoo runs on around a $3,000,000.00 a year budget. Now imagine just how small a percentage of those taxes help the taxpayers. It's minute.

Fire equipment is not priced from the manufacturer by call volume, so what does it matter that SFD claims to run 62.95% of the fire runs in the county. How many of those runs are fire alarms and self dispatched medical assists, which the city bills the insurance company and business owner for creating additional revenue. Firefighting equipment costs about the same for each department in the county, so why should any one department take from another reducing the service that each department can provide. Firefighter and citizen safety should not be reduced based on funding by call volume.

I believe the city runs the majority of it's call volume with 3 pieces of apparatus while the other 8 or so apparatus sit in the firehouses. As for education - isn't there quite a few schools that are located in the Salisbury City limits. Who subsidizes these schools - Wicomico taxpayers. If the City of Salisbury was more money for the firefighters - then it is only fair for the City residents to ante up with the County residents for reimbursement of subsidies to the schools. How about Prince Street, how about West Salisbury, or Bennett, or Parkside. Aren't these located in the City limits?

Only 2 counties refuse to offer municipal residents for duplicate services and Wicomico is one of them. Republicans in western Maryland and Southern Maryland and the rest of the Eastern Shore have no problem with this. It's not a liberal policy.

ReplyDeleteI know it is repetitious but what is the dollar amount on ; lunch breaks all over town when there is a very modern kitchen at the firehouse. Why do 8 or more have to go out to lunch when they can call for delivery or one goes and gets the order, since they are on call while on duty? Why are there several pieces of equipment always riding around Salisbury instead of at the firehouse waiting on calls? Because of very poor planning on firehouse planning for full county coverage and paying the "GOOD OLE BOYS" for an old dump. Why do Why do three pieces of equipment respond to every call instead of one where needed? Why do fire trucks respond to doctors office. Why do EMS and Fire trucks ride around SU campus and housing areas when semester is in? I have more expense questions dealing with poor management and misuse of vehicles when they provide this list of occurred expenses in Dollars. Hoppes and Ireton wants to complain then provide these answers or request a forensic audit on the FIRE DEPT. for the Tax Payers review. This will justify their request or show wasteful expenditures. Until justified no changes to the Fire Dept. budget. Remember See, Gordy and Hoppes destroyed our Volunteers in the Salisbury Fire Dept. which did an excellent job.

No Bunky you are wrong. The County snow plow drivers have no idea where the city/county boundaries are so how can they lift the plows. It would be time consuming so they just play right through. I know that for a fact. This city is so cut up because of all the screwed up annexations from the Barry Tilmon Adminsitration that they forgot to put up "You are entering City Limits" signs which cuts up the county roads so much.

You are absolutely correct.
The City does get a large compensatory sum from the County Council for their so call special operations and they in turn bill the county for that run. The best thing the entire volunteer fire service in Wicomico County could do is stand up against this raping of tax papers from these paid bullies. Rick Hoppes want the Salisbury Fire Department to get more county funding and the volunteer companies in the county to get less because Salisbury runs on more calls.

You are correct and the fools on the County Council allowed them to have that free use of the GOB for a $1. I say kick the bums out. Give them 6 months to find their own Government Office Building. The County needs that office space anyway.
I think the County should take over the parking lots and take over the meters as well.
Please do tell us more of what do you do know.
If Carl Anderton introduces this legislation then that will be political suicide on his part. First he is part of the Republican Club who supported his election. The majority of the County Council members are Republican Club members so I don't think they would be very receptive of Anderton doing this. It might be political suicide on his part.

An even better solution would be to dissolve the city charter.

As a matter of fact A county wide fire department should be in order. Every County Executive form of Government has a County ran fire department with the exception of Wicomico County. County Executive Bob Culver get so balls and change this.

However, it's not to late to recruit and retain new volunteers to fill those rolls lost. It takes volunteers in numbers and the leadership of the Salisbury Fire Department needs to be relieved of their duties and authority and replaced.

Oh, and the zoo gets a small portion of the 4% entertainment tax as a pass through from the county ($200k). Many of the employees are paid by the zoo commission with salaries funded through events and fundraisers. The ENTIRE budget for the zoo is just over $1M - not $3M. Do you have any idea how much money the zoo contributes to the local economy in return? Of course not. Try about 17 times that much, as concluded by several conservative estimates.
ReplyDeleteSpeaking of the new Mulit-million dollar fire station on Brown Street. It's a mini me of Station 16 on Cypress Street.
ReplyDeleteThe Fire Station #16 on Cypress Street was used as a landfill. With that said large pockets of gas and toxic fumes delayed the construction and cost millions. They also found car parts as they were digging.
The foundation is sitting on large pilings and the floor is cracking with cracks come seepage of toxic fumes. But!! But supposedly a rubber cover was put down to prevent these toxic fumes from seeping through. We know what happens to rubber eventually. Those toxic fumes are going to cause cancer so I wouldn't want to be an employee in that building.
There is a Terror Trail and it leads to David See, Rick Hoppes and the Notorious Bill Gordy. You know the guy who is now the general contractor of the new Salisbury Fire Station on Brown Street.

What you want to call it, their primary function is fire protection and enforcement. It is their job and primary function is Fire Inspection and Code Enforcement. It is the job of the Wicomico County Fire Protection Division in Wicomico County to do Fire Inspections and Code Enforcement, not the Salisbury Fire Departments.

No the GOB is owned by the County and loaned the the city for $1 and that can change very quickly smart mouth. The land is also County land used by the City.
I say it's time to dissolve the city charters within the County and let the County Council run the entire county. No need for municipalities.

The manner that the city has annexed over the years makes it impossible for city residents to not rely on County Sheriffs, County Roads, Assistance from Fire Departments outside of Salisbury, and the biggest thing is the County Schools that suck up over 50 percent of the revenue. So again, what is a City resident paying to the county that they are not getting a benefit from?
ReplyDeleteThe 23 percent of the County funding to the Fire Departments in the City would probably equal 50 percent of the funding if it weren't for bad decisions. The city makes decisions to grow in such a manner to reach for that new tax dollar that it costs the county money.

I cannot and will not argue this point at all! Just look at the warranty free sixty some million dollar WWTP the City bought that failed causing continued EPA fines. The giveaway of the old firehouse for pennies on the dollar, I could go on.
It's the SPENDING, folks that is out of control. Fire trucks going to the old folks home to back up for an ambulance to transport a corpse. WHY?
Ambulance chasing for no reason on all calls. Those are salaries that can go away.

The big difference is that the City (or Cities) have opted, on their own, to duplicate some of these services. Well, if I decide to buy 2 pair of shoes instead of the 1 pair that I need, then that extra cost should be mine alone, not my neighbor's. Only Obama and his left wingers think that way. Normal people expect to pay for ALL the services they have OPTED to have, even if some are duplicated. This is not a difficult to understand situation. If you, Mayor, want a differential, then add more duplicated services and your citizens will pay more.....or delete some of these duplicated services and the cost to your residents will go down. It's the "KISS" method....Keep It Simple Stupid.

And as for City residents feeling as though they are having to pay their unfair share of County taxes - you should be. It was your choice to have City services like central sewer & water, trash collection, City building inspector, City Police, City Board of Zoning, etc. Then if the City residents want a County tax credit - my advise would be to consolidate, both, the City and County and forfeit the hundreds of city vehicles, lay-off your municipal inspectors, and/or City Police.

As a city resident and tax payer this is exactly how I feel. Several years ago there was a referendum put on the ballot for the city residents to vote on. This was to see if the voters wanted to consolidate with the County. It was a very close vote and only a straw poll.
Put it on the ballot now to see what the voters want. Better yet let the property owners vote on it and I guarantee you that you will see the property owners wanting to dissolve the city charter. Let's do it.
The problem with that is the majority of rentals are low income subsidized housing ask John Cannon aka slum lord.

The only unfair burden in Salisbury is the City of Salisbury itself. Salisbury has put a massive burden on the tax payers in Wicomico County. We as tax payers have to pay for the crime that is committed by the thugs in Salisbury.
