Location:  Capitol Park Community Center Parking Lot, 2 North Capitol Drive, Dover, DE

Date of Occurrence:   Monday January 13, 2014 at approximately 11:00 p.m.

Defendant, Charges, and Bond Information:

  • Kishai A. Sylvester, 20, Dover, DE  (Photo Attached)
Ø      Carrying a Concealed Deadly Weapon (2 counts)
Ø      Possession of a Weapon with an Obliterated Serial Number
Ø      Possession of a Firearm While Under the Influence
Ø      Underage Consumption of Alcohol
Ø      Drunk on the Highway

Arraigned at JP7 and released on $6,002.00 unsecured bond.

Dover, DE- The Delaware State Police Kent County Governor's Task Force (GTF) arrested a 20 year old Dover man after he was observed walking erratically on a roadway and in possession of illegal weapons.

Troopers assigned to GTF were on patrol in the Capitol Park Development located south of DoverMonday evening around 11:00 p.m. when they observed a young male walking with a degree of difficulty crossing Presidents Drive.  The male was then observed walking across the parking lot of the Capitol Park Community Center and into an unlit section.  Troopers made contact with Kishai A. Sylvester who appeared to be under the influence of alcohol and were soon informed that he was only 20 years old.  While conducting a pat-down search of Sylvester, troopers located a fully loaded .32 caliber handgun with the serial number obliterated in the front pocket of his coat and a butterfly knife with a blade measuring over three inches in length in his pants pocket.

Kishai Sylvester was transported back to Troop 3 where he was arrested for two counts of Carrying a Concealed Deadly Weapon, Possession of a Weapon with an Obliterated Serial Number, Possession of a Firearm While Under the Influence, Underage Consumption of Alcohol, and Drunk on the Highway.  He was arraigned at JP7 and released on $6,002.00 unsecured bail.

  3. What an idiot.drunk in public with ilegal weapons..but i have a problem with ANYONE who supports being able to die for your country but cant drink!!!

  4. 3:37-Sadly for you he won't stay in prison for very long,judging from the tiny amount required to get him out.
