Teachers Union Treasurer Sentenced In Theft Scheme

SNOW HILL -- An Ocean Pines woman was sentenced this week to five years in jail, all but two suspended, and ordered to pay restitution after absconding with well over $400,000 from the Worcester County’s Teachers Association (WCTA).

In August, Denise Inez Owens, 58, was charged with two counts of theft over $500 and one count of theft scheme over $500 for alleging bilking the WCTA out of $433,784 while acting in the capacity of the association’s treasurer. In February 2012, Worcester County Bureau of Investigations (WCBI) detectives began an investigation into theft involving the WCTA.

On Tuesday, Owens in court admitted taking the money to cover her long-time gambling addiction. She pleaded guilty to one count of theft scheme over $500 and was sentenced to five years with all but two suspended. She was also ordered to pay $211,545 in restitution to the National Union Fire Insurance Company.

  5. How come we get all the details about this woman and the Hebron bank was embezzled out of $800,000 and we hear nothing even though the perpetrator was supposed to be sentenced on Feb 7th? I remember that you broke the HSB story Joe, I just can't figure out why no one has reported on the sentence that she got. She pleaded guilty and was to be sentenced but that was the last thing reported and that was in the MSM. I know that she got no jail time and maybe that is why everyone wants to keep it quiet. Looks like another coverup possibly.

  7. While she is utimately to blame where were the president of the association? The members need to hold the board accountable for not having a yearly audit done.
    Anytime something like this happens it's because of a Board that is run half a$$ed. Members are also at fault for handing over their money and not keeping an eye on it. I keep saying this to everyone concerning pension funds. Most have no idea what goes on with them and how easily they can be lost.

  10. She sure does look happy! I wonder if she buried the $433k somewhere???

    She'll only serve approximately 18 months is prison with good behavior and will have free room and board during that time. If she was only fined $211k, she'll be $222k richer so no wonder she looks happy in the photo! She's probably day-dreaming about how she's going to spend all of her $$S when she gets out of prison.

    I think others would be happy with that deal too!

  12. Like she's really going to pay back the $200,000 plus she stole.
    But who is ultimately to blame is every single member of the WCTA.
    It's called you snooze and you lose. They have no one to blame but themselves for trusting others with their hard earned money. This is the perfect example of how complacent people have become in not doing their due diligence and watching "the till." These thieves also include politicians who are spending quicker than it's coming in.

    That's exactly what happened to Ray Lewis when he got busted for stealing from Wicomico County. He made a big profit and only had to do a little bit of time.

  14. Heck, Hebron savings bank lost $800,000 and the person that stole it admitted it and they haven't seen the inside of a jail cell and probably won't and that was a federal crime. This woman shouldn't go to jail either if the bank embezzler doesn't

    1. 3:43 is right, I heard something about it. The perps name was Ray Lewis, same as the Ravens linebacker, guy was involved in some big scam.
