STATE POLICE ARREST WICOMICO COUNTY MAN ON CHILD ABUSE CHARGES

(Salisbury, MD) - Maryland State Police arrested a Wicomico County man on child abuse charges. The accused is identified as Kendall Elmer West, 44, of the 6000 block of Oxbridge Drive in Salisbury, Maryland. West was charged with fourth degree sex offense and second degree assault, among other charges. On Monday, December 10, 2012, West was indicted by a Wicomico County Grand Jury. He is currently being held at the Wicomico County Detention Center on a $100,000 bond

The victim will remain anonymous. It is the policy of the Maryland State Police to withhold the identity of victims of sex crimes.

The investigation began last week after the Maryland State Police received a request from the Wicomico County Sheriff’s Office to conduct the investigation. At the time of the alleged incident, West was employed as a Sheriff’s Deputy at the Wicomico County Sheriff’s Office.

Investigators learned the juvenile victim had allegedly become acquainted with West about thirteen years ago. Further information revealed the relationship consisted of several sexually oriented incidents in various locations throughout Maryland. Police also learned the victim was a fifteen year old student attending a high school in Salisbury at the time of the incident.

Although there is no indication at this time of other victims, police urge anyone who may have information relevant to this case to please contact state police investigators at 443-783-0444. The investigation continues…

  10. Many times victims of these sort of cases don't come forward for years out of fear. I agree let it be tried in court. This was NOT his child but he does have children that do NOT need to be subjected to this crap.

  13. They met while Kenny was assigned to Parkside High as the deputy. A dialog began to take place. This particular student was extremely mature and experienced for her age and the relationship, which “might” have become physical when she reached 17, grew stronger and more noticeable with the school staff. Word got to the Sheriff’s Administration of a possible relationship. Phone messages were exchanged between Kenny and the girl and all who read them believed something had taken place between the two, or was about too. Kenny was transferred out of the schools and in to something else. From top to the bottom of the Sheriff’s Administration knew about this incident and kept it was quiet, as much as possible, within the ranks.

    They called me an alcoholic, and even a drunk. I only drank off duty and with friends (now, not at all) and all the time and energy I put in to the School Resource Officer program no one can accuse me of being a Perv. or a Chester. I was forced to leave after a mistake, but keep the liars, thieves, pervs, and ROD’s (retired on duty). Good luck to you all because a couple of counties over, we have our ducks in a row.

  14. 212 I do believe in due process and innocent until proven guilty! But i am a person that believes if the state police arrested him and hes in jail on 100000bond !that theres reason for it ! A very good Reason ! I also feel very bad for his family its so sad and if he is innocent my mistake!but i ll give 4 to 5odds his guilty as sin!!!!

  17. He was just a very friendly guy, like the guy that ran Cellcom Mobil on the plaza a few years ago, he was very friendly to the young girls! They both liked to have the girls sit on their laps, listen to them talk about their problems, tickle them and give them a friendly hug. ALL examples of abnormal behavior in an adult, parents watch out for this, please!!!

  18. To be honest i am related to the accuser and all the signs were there 13and years ago while we were attending high school. Consensual or not kenny should have been the one to not let it happen. How many 15 year olds would have thought this was the kool thing to do to be with any older person who held a high rank. ALOT!!!! Maybe now 13u years later this person has gotten help with their issues and has come clean. But i forgot you all have it all figured out

    To be honest just because you are related to the accuser and just because "the signs were there" 13 years ago isn't enough evidence to prove anything in a court of law.

  27. An administrator, like a teacher, is required to report child abuse to social services. Forfeiture of MD license/professional certificate can be the penalty for educators who suspect child abuse or child neglect and fail to report it. I'm sure whoever was in charge of Parkside would have known that.

    If she was 17 I am sure she was a willing participant. It's a know fact that most high school students have already had sex and more than likely since middle school. Instead of the BOE teaching abstinence they are teaching safe sex.

  41. The student may deny it, but questions about the relationship are to come from social services investigators, not from principals or teachers. It is made very clear during in service presentations on the topic that the role of the educator is not to investigate, it is to report suspicion of child abuse or neglect. Social services then conducts the interviews necessary to investigate the report.

  58. 5:29am. As a native who has been living off the shore for the past 25 years in a metropolitan area, I think what you are seeing is not "Redneck" but rather small town living. I have found that in the "city"', folks are just as judgemental but hide it better. Four years ago, we bought a small place in a small town on the shore where we spend our weekends and hope to retire. I now realize just how much I missed the shore. Not just for the gossip but because the up side of small town living where everyone knows your business is that you also develop true friendships where neighbors actually care about your well being and are always ready to help. Yes. Small towns breed gossip but also a huge sense of community. I do not think that .this is "Redneck". You take the good woth the bad and shore life is much more full of the good.

He said that if she would "spend time" with him, he wouldn't give her a ticket. She took the ticket! Seems like he's always been inappropriate. About time he got caught!

She claims to be such a victim but I remember how she would almost boast about it many many times and if you we're a shorebirds player who stayed at her mother and step dads house I would be very nervous because when she's done playing the victim here you will probably be next. I'm in no way saying what happened was right at all. But the fact is she is a scumbag who cheated on her husband several times and every time time she got caught cheating it was because of alcohol or this or that. She is a professional victim who is looking for attention wherever and whenever she can get it. The real shame of it is her kids (who she has nothing to do with by the way) and soon to be ex-husband will be associated with this mess

  73. You all are missing the point here... regardless of who the victim has become as an adult, this happened when she was 15. It doesn't matter if she consented. He was a police officer at her school and he took advantage of his position. Under the law, this is Child Abuse and there is no statute of limitations with Child Abuse.
