11 Year Old Sarah Foxwell Murdered





In a Press Conference held at 6 PM tonight, Sheriff Lewis announced the murder of the 11 year old Sarah Foxwell. Her body was found on Hampton Court, off Melson Road.

While we do have additional detailed information on this case, it was announced that it is an ongoing investigation and that information will not be exposed, probably until a 6:00 PM or 11:00 PM Press conference can be held so the MSM can share in the knowledge of such said information without working for it.

To Sarah's Family, may she rest in peace. My heart is absolutely broken, I'm tired and I'm taking a day or two off.

Thank You for doing such a great job in keeping us posted...I am so heart broken that she wasn't found alive...I am thankful she was found and that is the important thing..Now we all can have the peace of mind that was found and have that closure. My heart goes out to everyone who worked hard to find her and her family..My family has every candle lit up in the house for her..

  14. The "Good People" of Delmarva all need to rest tonight. Thanks for all you have done. The hard work is in front of us, still yet. We need to rid Delmarva of this evil. We need to pull together and stop all of this wrong doing. Rest in peace.

    Anger is not the right emotion right now. Tears, yes, but we need to gain strength and stop this evilness in our home town,NOW. Tomorrow is another day for us. Sarah is in good hands now with God and he will protect her. Let's not ever let this happen again to anyone.

    The judicial system must be held accountable for their sentences of people like Leggs. The law enforcement can catch them, the judges have to keep them where they belong.

  18. Joe & your moderators, thanks for keeping us up to date on what has been going on. This is so sad and so tragic. This did not need to happen.
    Sarah, you have Jesus to hug and keep you safe. May you RIP! I never knew you, but you have opened up many hearts and brought a community together more than ever. I hope one good thing comes of this, and that is, all parents will be more aware of who their children are around. Take the time to know who is listed on these sites.     God Bless all the friends of Sarah who are dealing with her loss. They will need guidance to deal with something so tragic. God bless her siblings especially the 6yr. old who was last with her.

I am brought to my knees in tears about this tragedy but in a strange sense I feel this has been one of Wicomico County's finest moments when people put aside their differences, their vocations, their economic status, their religious beliefs, their personal feelings - to step up on the years number one holiday and Christiandom's most holy day - to try to make a difference and help.

    Whether it was anger, frustration with the system, a moral sense of outrage, a sense of being fed up because of the never ending crime going on, whether as fallout due to the Delaware pediatrician or WHATEVER - people were briefly united as a community to try to make a difference and I am proud of every one of you who had any kind of role in this.

    To Sheriff Mike Lewis - Mike, I have known you for many years and I am truly sorry you had to endure this but there could not have been a more effective leader to come forth in a tragedy such as this and the entire region owes you a thanks and an enduring debt of gratitude.

    To all the volunteers - we love you and thank you for your efforts.

    I truly believe we have a unique chance here - but it is only a small window of opportunity - to use this situation to make a change in our laws, our politics, our judicial system - especially since (like it or not) 2010 is a MAJOR election year. Think about it - this tragedy has a chance for someone to step up and change our child abuse laws - hell, make it ONE strike and you're done - locked away for mandatory life without parole. I don't know the answers but I truly believe we do have a unique chance here to correct an injustice.

    To the family of Sarah - please know there are hundreds of thousands of people praying for your comfort and for your suffering. I am so sorry you had to go through this.

  30. I know this has been a long 3 days for Mike Lewis, Davis Ruark and the entire team of law enforcement professionals and the thousands of volunteers. And even though it didn't turn out the way we were all praying it would, there are a lot of people in this community that are very proud of all of you for the tremendous job you did in finding this little girl and bringing her home.

    Now is the time to band together as a community and DEMAND that our elected officials introduce legislation to enact mandatory minimum sentences for these monsters that attack the innocent.

    BTW I didn't hear a peep from Kratovil or Mikulski..pretty sad as we are their constituents. Somebody correct me if I am wrong.

    You conducted yourself with such journalistic professionalism that when concerned family and friends from New York to Ft. Lauderdale asked me how things were going I shared your blog with them. I just wanted to say to everyone that the Christmas Miracle was the fact that 3000+ people were able to set aside their differences for the sake of one little girl. I witnessed lawyers, doctors, mechanics, farmers, engineers, cops, and ex-cons working side by side with one thing in mind, finding the little girl in the photo, Sarah Foxwell. How many times in one lifetime can someone say that they saw such collaboration among such a diverse swarm of people? From me, my family, and friends, I say that you ALL are the Christmas Miracle.

  34. The laws need to change! Stop giving drug dealers so much time! Start giving the child molesters and rapists the 25 year bits! Hell they need to be given life sentences. Because you can not rehabilitate a sexual predator. Drug dealers are selling things to people who choose to buy their product. The victims of the sexual offenders did not choose to be violated. Their lives are forever messed up and their innocence has been taken away! What will it take for the judicial system to do an overhaul and change the laws? I think this situation is enough for the laws to be changed. Let's make this happen!

  36. We heard about the Amber alert last Wednesday and we were hoping and praying that the search will have a happy ending.

    I am a mother to a young girl. I feel so much grief for Sarah.

    I just want to say that both me and my wife, and friends went to volunteer this morning. I just want to say how proud I was to see all the people who came to help in the search for this little angel.It just goes to show you how many people really care in this day and time. And to you Joe, your coverage of the whole story was the only real and true coverage that was being done. And to Mike Lewis and to all of the police and fire officials that worked tirelessly to bring this to close I commend you and thank you for your service. my heart goes out to all of Sarah's family and relatives in this senceless tradedy.I only hope that piece of useless air gets all that is owed to him.

  44. The problem with these cases is that they did enact laws requiring mandatory minimum sentences, but guess what? This law was aimed at stranger abduction not domestic cases. The reasons these guys keep getting off is because to convict them, children are forced to testify, and no one wants this, so they cut deals. Not really a way around this.

  48. Has anyone gone to Maryland Judiciary Case Search? Leggs, with the exception of his divorce has had 19 charges filed against him since 1998 including many criminal, since June 09 he has 4 active cases opened against him. Dropped charges and deal making, this makes no sense.

  52. I have to say. I have been one of those watching tirelessly for every update that has been released regarding this tragedy. I am, like every one else, broken hearted and devastated by this.

    I do have to say, in all honesty, not being from here originally, I have said some negative things about Salisbury. But today, this week, I am proud to be a part of this community. It is so very rare that you hear of thousands- literally THOUSANDS- of people gather together, particularly on Christmas, volunteering their own personal time for someone else. In many cases, for a complete stranger. I think this "hits home" for many of us who hold the belief that Salisbury is indeed a "not in my backyard" town. It is devastating. Absolutely devastating. But the spirit, support, and love that this community has shown has also been uplifting and overwhelming. I am PROUD to be a part of this, and I hope that everyone else is too.

  53. why has no one mentioned the December 2nd post from 2008 entitled " A MOTHERS WORST FEAR'... this ARTICLE is very disturbing from LEGGS EX WIFE!she tells her whole story of her marriage with Leggs... this men was CLEARLY A sick individual .. this COMMENT can be viewed by all on this website.. she describes her marriage with Leggs.. she describes knowing about numerous encounters with underage girls .. one of the times Leggs tries to say he was set up.. all along Leggs denied his encounters just like he did with police.. people who are intrigued by this story should read the December 2nd post by Leggs former wife

I was truly blessed to have Sarah in my life as well as her brothers and sisters I loved her as if she was my own I watched her grow up and I was honored to be called aunt carrie i already miss her terrible and i hope this sorry excuse for a man gets what he deserves he may have taken her physically but he cant take her from my heart and my soul she will always be my haley bug i love you sunshine and i will see you again in heaven

As I sit here with some family of Sarah aka Lil Haley Bug the sadness and silence falls all among us.The family is so amazed with the out pouring of love this community has give.And as we read some comments on Facebook pages gives us comfort words like this God took you to ease your pain yet she left us crying but now the right thing to do is think about all the great memories we had with you words from people like that gives us strength. God bless everyone in their efforts to find our lil bug but now she is resting in the arms of Jesus and no longer laying cold and alone. Welcome to your new home our Christmas angel we will miss you..

  59. To all let me say this undetaking was the biggest crimnal investigation since the loss of Edward Plank. I worked that and I worked on this one as well. I am proud to say that my brothers and sisters of Law Enforcement came out in full force.

    To Sheriff Lewis, Chief Baker, Capt Elliott, Lts. Wilson,Richarson, and Roberts. 1st.Sgt.Robinson. Maryland State Police Command, D.N.R. Command. F.B.I. and W.B.I. and The C.A.C. the men women that kept the wheels rolling the info coming in. Stratigicly seeting up search grids. Nourishing and caring for the troops. This was one of my proudest moments to serve under you men. A special thanks to those P.C.O.s who worked extra duty to ensure all info. was sent to the right sources.

    To the foot troops and Man Trackers from all departments on the shore and abroad just let me say God Bless each and everyone of you that worked so tirelessly in such trying conditions. I was with men and women that did not stop for the last three days. They left thier famlies at Christmas for one of Wicomico's. I was honored and proud to be with you. All of you. I saw Chiefs in search gear side by side with foot troops doing what they could in the field.

    The local Fire departments did an amazing job. To the ICE Divers may God watch over you guys you are special indeed.

    The men women that traveled from Va. and West Va. schooled in search and rescue were amazing.

    One may think that you can prepare yourself for this type of case but we never really can until tasked with it. This is by far the most heart breaking case in my 23 years.

    Joe you and the public showed so much support it made me feel the community does care and we still have the respect of those good people left in our community.

    As the men and women of multiple agencies search I witnessed strangers offering coffe, shelter, encouragement, and information.

    As I was searching one area two men upon horse rode up to me and asked Deputy what can I do for. I stated pray for this child and that the rain hold off until we can find her. The older gentlemen stated "Done" I then stated help me search and every nook and cranny of this abandoned farm. Then a third and fourth civilian stopped and stated they would do the same. These men were not dressed for serch and recovery on this gray Christmas Day. Yet there they were seaching wet and muddy areas in their Christmas clothes.

    God Bless this county as we feel hurt and a bit tarnised. In time we will heal, but I know we will never forget the evil done to this speacial child.

    May God grant her family peace in such trying times.

    I just cant help but feel as this county grows stronger from the pain and tadgey that was thrust upon us we will grow stronger together.

    Again thank each and everyone that worked so hard to find this child at Christmas.

    I will probably sleep for two days. This one has definately taught me a life lesson at 47 years old.

  63. As saddening as Sarah's ending is - I know that something good COULD come out of the awful kidnap and murder of Sarah Fowell.

    My wish is for all the people of Salisbury to actively take this lesson - whole heartidly.

    We need to be motivated towards a happier, more pure, and peaceful city!

    Obviously our children are the inoccent victims in these crimes; even more so because they have no voice/say in our laws etc.

    We are their voices.

    As their voices, let's say something responsible!

  68. I found 23 counts of sexual offenses and assualt plus a count of domestic assualt on this guy dating back to 1999. In most cases he used W Seth Mitchell as his attorney and Benjamin Ludlow to bond him out. I hope that these two men feel some sort of responsibility for Leggs actions. I was involved in a similar search for a 13yr girl in Oklahoma 1 yr ago with the same results. I know how you all feel...this "sucks". I am orginally from Salisbury and want to extend my thanks to all that helped in the search for Sarah. Please remember the names of at least two of the men that helped cause this girls death.

  70. Just turn him loose, and let the 3,000 volunteers, who's caring and loving spirits, to try and find this beautiful young lady, decide how the justice system should work. Let the citizens show the court systems, how we deal with sex offenders. Lets put an end to him, just as he did this young lady. I am like the other gentleman , who said he would pay for his bail, I will contribute my share as well. We care in Bunker Hill , West Virginia.   78. Lots of Leggs' charges had not been taken to court, but that is true of almost every arrest listed in Court Briefs in the newspaper. Over 95% are nol pros or stet or PBJ. Like Thomas Leggs, the same people get arrested over and over again because they were not tried on previous charges.

It was not the outcome we had all prayed for but her family has closure.My heart goes out to her 6 year old sister.Please get that child some help.It is very hard on siblings that loose brother and sisters,I have learned that the hard way.   82. I have watched as this story came to such a tragic end. How can this man be allowed to walk the face of this earth? There is no one who deserves to suffer more thaan this man. Forget putting him in with the other child killers and put him in the general public of the prison. Let them do to him what they wish and should him what it means to hurt a child. Or you could hang him in a public square, as in old days, and let the public take care of him. Either one would be more than Thomas Leggs, Jr deserves.

    NO!! This will not bring back little Saarah Foxwell, but it sure as hell would make a lot of people happy to watch this predator suffer in the same way that the child had too.

    To All the POLICE, FBI, HOMELAND SECURITY, VOLUNTEERS AND COUNTLESS OTHERS that helped in the search for Sarah, my love, my prayers, and my thanks all go to you!! God did not bless any of us for Christmas they way we had hoped but at least Sarah's family won't have to go years without finding her body or never knowing. You're extremely tireless efforts and skills have not gone unnoticed and I would like to thank all of you for what you have done. We have heards so much bad news lately concerning the area police, but now my FAITH has been restored. THANK YOU !! THANK YOU!! THANK YOU!!

    To Sarah's family...my heart and love, and my prayers are with you as well as the entire community, county, state, city and state-to-state. We hoped for so much more for your beautiful Sarah. It will not be easy but know that you have a bigger family in Wicomico County, and we will stick with you to help you get thru this.

  84. Words can not express, how this morning is still a shock as hearing the news last night. Sarah is now a beautiful angel that always watch over us, and will always be in our hearts. Joe I thank you for your efforts, as well as everyone else in this community.. Sarah has touched everyone, And yesterday when my son heard volunteers were welcomed, he got out his hunting gear to go, but I told him children were not allowed and explained why, and all he could say was Mom, I want to find sarah, I know her..then last night breaking the news, broke my heart. But by son said, we have Angel name Sarah, that will shine down.
    My prayers and thoughts go out to Sarah and Family, and to all the people in this community..

    As you well know we have a very high crime rate in our area. Many persons havecommented that something needs to be done. WELL, NOW IS THE TIME FOR CHANGE. We have started to change, let's continue with change. Our community realllycame together during our Christmas season to assist in any way they could to help find Sarah Foxwell. Not onlly did it project the closeness of our communities, but, it also showed that we have very competent law enforcement officers in our County. NOW is the time to begin pushing for a combined City Police and County Sheriff's Department. PLEASE don't let little Sarah die in vain. This must not happen again in our community. The issue of a combined force should be placed at election time as a referendum or whatever necessary to get this passed. We are the VOTERS who can make a difference. Let's have our wishes made known loud and clear. The Sarah Foxwell case is just one example of what can be done if the communities get involved and support the one combined Police Agency as opposed to two separate agencies. I do hope that someone will take the reins and lead us for a combined agency. We should be very proud of Mike Lewis and the rest of the Law Enforcement Community for the manner in which the search was conducted. The search was very well organized, the searchers were very diligent and most of all everyone was very professional. So please, let's make it our NEW YEAR'S RESOLUTION TO DEMAND CHANGE IN WICOMICO COUNTY so that we can live in peace and safety and rid ourselves of the persons who commit these crimes. Let's not stop now. Let's continue to stick together for a safer community. It's is sad that it took such a heinous crime such as this to bring our communities together. Let's start the campaign for a combined Police Force and most of all, all you VOTERS and persons who want change, help make that change. I am very proud of our community for doing the right thing in the Sarah Foxwell case. May God rest her soul.............

  95. 9:37: Mikulski and Kratovil were too busy enjoying their recent pay-raises that they voted for themselves while charging us a fortune up-front for our new health care, God help us. (doesn't take effect until 2014, but we will be paying dearly over the next 4 years). Good job everyone!! Vote these losers out of office. Find someone who cares about the innocent and will give pedophiles a mandatory life-sentence after the first offense!! They cannot be rehabilitated! We have seen this over and over again. In the meantime, check the sex offense registry regularly, and please do not leave your children with anyone unless you have thoroughly investigated them!

So many times those acts of support are looked at as "grandstanding or exploitation". There will be plenty of time for all of them to help heal, console, and most importantly reform the criminal justice system. That's when and where I want them to be seen and hear.

I hope that the aunt of Sarah had not read it because if she did she is just as sick as Leggs is.For anyone to let this kind of person to have any contact with children is just sickening to me. Everyone is saying pray for the aunt that she is just a victim,but from what I have been reading is that she was aware of his past. I say if it comes out she was aware, fry her right beside her loving ex-boyfriend.this woman has put all of these children at risk.
    Is there any way that this past article can be printed out and handed out to the inmates at WCDC? and than just let the inmates have at him.I really hope that this sick bastard does get to breathe air another day.

  99. Sarahs biological mother Jennifer Foxwell, had like 6 or 7 kids that were in the custody if her sister Amy fothergill. All have different last name except Sarah and her sister Emma. Just from looking at the MD court cases, you can tell Sarah has had it rough since the beginning along with siblings...being passed around, living in many dif places, relatives fighting over custody..no stability it sounds

  100. Looks like DSS just moved her from one bad place to another. This sounds familular to another case where one died. Maybe look a little deeper when placing kids.

    Not whats more convient for the case worker. O'Malley might want to take a hard look at DSS and DJJ they both stink.

    Sorry if it hurts but I am tired of hearing the same story about little girls placed in bad harms way by those assigned to protect them.

  101. My sincere prayers to the family & friends of little Sarah. I ask God, as i'm sure do others to watch over her now. I am sure God has her by the hands now. Joe, thank you for keeping us informed, as always. Maybe we can all work harder TOGETHER now to protect the children, and ourselves. The system needs change, yes. The penalties are far too lenient for people who commit these offenses. Also, many kudos to ALL the sheriffs, state police, city police & volunteers that worked so tirelessly so help solve this. I've been to other lands, and while i can say that ours is still the best, we are far too easy on crime here. All crime. One child assault of any kind should be all that is allowed. First and last. I hope the system will look very hard to see if there were ANY other persons involved. Military tribunal. Firing squad. It works, and saves all of us money.

  102. Does anyone know if the family is going to need help with the funeral expenses? Not sure if they had life insurance for her.Who thinks they need insurance for an 11 year old?

    If they do is there a way to set up a fund for this? If every person who helped search would donate just a dollar, that alone would give them over $3,000 to help wtih the expense. If all would donate $5.00 that would be over $15,000.

    Just a thought.

    Thanks for keeping us updated. My family and I were glued to the screen hitting our refresh button every 30 mins or so to stay updated on this case. You and your team members did an outstanding job. Watching the timelines and updates yesterday, it was an inevitable outcome as we watched it play out before us. With sad hearts we didn't want to push the refresher that last time knowing in our hearts that this little angel had been found. I'm so proud of our law enforcement. Mike Lewis kept his word and led this team like no one else could have done. If this isn't proof of how respected he is among his peers, I don't know what is. God bless the Foxwell family, you and all that were involved.

The murderer of Rusty Marine and Troy Krause was sentenced to Life w/o Parole at the Clifton T Perkins Pen for the Criminally Insane.Shrinks are now trying to develop a Vaccine so this poor unfortunate man can get a shot and return to a normal life............so as long as he lives they have a job and we have to pay for it.
