hurricane watchers are usually c130's, this is a awac radar station. Technically it could be a weather watcher and probably does some weather watchin, but more than likly there were manuvers going on from Andrews and these guys were doing the logisitcs of that manuver.
During cold war era when this technology exceeded sats the "awacs" flew almost constantly around the bay to Appalachians. With the size of the radar dome you can imagine the area it can cover.
