As I was enjoying my day at a local eatery I was shocked to learn of the treatment some long term Sheriff Deputies who were injured in the line of the duty and had returned to work on light duty were experiencing from their own Sheriff, Mike Lewis. Sheriff Mike Lewis and his staff notified the Deputies on light duty on December 31st that they would be required to do rotational 11 hour shift work starting on January 1st. In addition to changing the impacted Deputies Sheriff Mike Lewis also changed their reporting structure to have the long tenured Deputies (all with 20 or more years of service) to report to someone currently out of the line of command.
After hearing of this questionable leadership decision from Sheriff Mike Lewis I asked the eatery patrons was there any other questionable things that the long service employees endured. I was shocked with the response from the patrons. I was told of a few more questionable actions by the Wicomico County Sheriff Department. The major questionable action that was experience was that upon the return of the Deputies from Workers Compensation claims that the Deputies were forced to pay back over $600 a month which they were unaware of or could plan for.
Throughout the conversation I kept asking myself is this the way we treat Veterans and long service employees? I hope that we do not treat our civil servants this way after they put their life on the line day in and day out. Our Deputies are doing many jobs that we do not want to do nor provide them a thank you for doing. I believe we owe it to them and ourselves to hold Sheriff Mike Lewis and his staff accountable for the way that they are treating their employees who have been hurt in the line of duty and work every day to make Wicomico and the surrounding area better for you and I. Please join me in attempting to get better answers and treatment for our injured Deputies.
Nothing like going down the rabbit hole of workers comp injuries with incomplete information. How about letting the doctors do what doctors do. Workers comp has checks and balances that are very favorable to the workers already.

DeleteWhat you fail to realize is, in the past, with many law enforcement departments, not just the WCSO, employees who are on “light duty” get comfortable with being in that position. If they are people who work “shift work”, it is much more beneficial for them to work a non-rotating shift. Therefore, there is no incentive to return to active duty. This puts a strain on the rest of the department as there are a limited number of employees to cover those shifts. It makes perfect sense to have “light duty” employees rotate their shifts to minimize the impact on the department and other employees. By rotating someone in light duty, they can, at least, sit at the desk and answer telephones and help dispatch other employees. Then, if needed, the supervisor on the desk can jump in the car and assist/backup employees on the road since there is a capable person to sit and answer the phones and make critical decisions. It is nothing more than managing available resources and maximizing the benefit to the department. Why should someone on “light duty” only work DAY shift? Just because they can’t “patrol” doesn’t mean they shouldn’t rotate with their shift or work a rotational shift. Anything that they could do “during the day” they could do at night. However, some things that they could help with “at night” can’t be done during “the day”. Leave the management of employees to the supervisors and command staff. No one comes in and tells you how to manage your resources. Mike was voted into office to make these decisions. Trust him to make these calls. This is nothing more than a bunch of whining employees who want to work day shift and not rotate shifts. Maybe that’s why they are being rotated...they have gotten too comfortable. Before you give advice on how to run the department, remember this old adage...you should never take advice from someone who doesn’t have to live with the consequences. Mike has to live with them. You don’t. Enough said.

The doctor can share ALL YOUR health information to the boss. If you refuse your fired. If dr says you can return to active duty and your specialist says no, your fired. Worcomp injury is the same but add a nurse and additional dr. If you refuse to be seen, your fired and medical cut off. Also during this time you will be BLACK BALLED and career will be over... Two of the employees have destroyed knees, one employee has one hand that works, and finally the last employee has a hurt foot. The hurt foot can’t be bad right???? The employee takes a iv antibiotics every morning at 6 am for his slightly injured foot.
DeleteI actually know all of the Deputies this happened to. One of the Deputies is retiring this month due to his injury and has endured two serious surgeries. The other Deputies also has endured serious surgeries. Why would Sheriff Lewis do this to his injured Deputies, that got injured in the line of duty. Would he and his administration if injured work 11 hour rotating shifts? Our Law enforcement men and women deserve better than this.

When there’s LEO presence at those places less crime statistics say happens... If you give them half off and they eat for free your fecal matter trucks don’t get checked in DOT the way they’re supposed to it also helps to have retired DOT on the payroll. Having other joint businesses and sleeping together has nothing to do with it but those also help.

He told me that the Sheriffs Office nor the FOP have yet to reach out to him to tell him how they're going to help him and the other three in this matter. Oh wait, did everyone forget...... what about the injured Deputy that was let go years ago and still has not recieved disability? YOU BETTER WAKE UP DEPUTIES! Young ones, get out and move on to more stable ground! Veterans at this point you have no choice but to hold on. Good news things can change. Stay strong and hang on. If they can do those things, they can certainly sit in a chair and answer phones for 11 hours. The Sheriff cannot ask them to perform any duty that isn’t medically approved by their doctor. Did they make the guy angry? Or was it just one or two of them, but he had to hammer all of them them to cover his actions?
Regardless, this is just the tip of the iceberg as far as how they treat the deputies there, and just another example of how the rank and file are viewed in contempt by the sheriff and staff.

DeleteThis is a disgrace to treat these veteran officers this way. It’s a very sad way to thank these civil servants all having at least 20 years. These are not men asking for handouts. These are humans hurt in the line of duty as they “serve and protect “. The lack of loyalty Mike Lewis is showing them should be of great concern. Not only to these current deputies trying to adapt to their new way of life now being disabled. It’s also an indication of what’s to come for any or all of our current “men in in blue”. How well can they really attempt to serve and protect us if they have to fear being hurt in the line of duty. Because, they know one sign of injury and Mike Lewis will toss you in his pile of lost and forgotten disabled veterans. This sickens me if any civilian had abused deputies of the department all hell would break loose. So why are we allowing Mike Lewis to do these. One of the Deputies even has just under 30 years of service. They are not just users milking the system they all have over 20 years of service. To allow it to be okay and be complacent is problematic to wicomico county and America.

ReplyDeleteI would agree that this does look a bit shady being posted like this.. there is always 2 sides to every situation, and the truth of it is usually somewhere in the middle.
We appreciate the hard (and very risky) work of our deputies and we want them to be treated right. But there are always a few in any employment situation that will try to take advantage of circumstances like these described. Hopefully that isn't the case here.
It is very difficult for us as readers to make any kind of informed judgement since we certainly don't have all the facts. Hopefully it is being handled properly.
My guess is that if it isn't, Joe will eventually know and shine the light on it.
Till then it might be best to leave it as a personnel matter.

I am respectfully giving my Sheriff, that I have known nearly my entire life and supported and voted for. Time to address this matter with eyes open to what we discussed.
My husbands knee is destroyed! And is facing another surgery! He has been living in severe pain and walks with a permanent painful limp! Everything has been well documented to his injury
He has worked every day Mon-Fri.since his return. Doing taxi cab permits, cold cases and filing. Why change that now?? He is only appox. 30 days out to retire and has been waiting six months to go! The county is taking too long! And it is true about the hellacious expense when they return to work. Trust me it is not worth it to be injured in the line of duty!

This is not my opinion, I have lived it, seen it, been there for the secret County meetings, heard the phone calls, watched the real quid-pro-quos take place at the expense of innocent county employees. I have the documents, the letters, the texts, the e-mails and it all means nothing, for now. Bob Culver is nothing but a puppet of Wayne Strausburg. Wayne makes all the final decisions, which are on a basis of money, not whats ethically right, or morally correct. Shame on Bob for being such a sissy. I'm a registered Republican, but maybe a few changes need to take place. Hell, it certainly can't get any worse. God Bless all of you currently injured Deputies from Wicomico, especially the one who has been fighting for their deserved disability for 5 years. By the way Wicomico citizens, did you know that for 20 years the County government opposed the Sheriff's Office from acquiring a disability pension controlled by a unbiased, outside source. Because the current system in place was so pitiful, in 2014 the FOP finally gave in and excepted something that was better than nothing, which was a disability plan controlled and operated by the county, the county has the final say if you are approved, and best of all, Deputies have no right to be involved in the entire process, nor their attorneys, and you can't appeal their decision in any way. And apparently, when someone does go over the County's "head" to oppose the legality of that, they County will only approve one of their own Circuit Court County Judges to hear the case, who, by the way, won't make a ruling so that the case can't be forwarded to the Maryland Court of Appeals. You can't appeal a ruling if there is no ruling. Don't think I'm telling the truth. Ask the 17 year veteran Sergeant who was fired 5 years ago, for getting rear-ended by a car, on duty, at a stop light, suffered two extreme back surgeries, and was told by several Chief Neurologists from "real" hospitals that they can no longer be a law enforcement officer because of all the prosthetic discs and hardware in his back. I know because I am his friend, and very honored to be. But he's being legally advised to be patient, "the FOP will take care of him". The most ethical, moral, thoughtful person you will ever meet. Oh, I forgot, apparently all the FOP board members work for the Sheriff. How much can they really do? Really. How could you let this happen Mike Lewis? Show these guys your real power! Where's the press? This is a real story. Where are the journalists? Outsiders have no right to comment on what they have no clue about. God Bless you all!

DeleteI watched a good friend of mine go through a really ruff time trying to get disability after getting hurt as a Deputy. He felt pretty alone as he went through the process. One of the Deputies we speak of I graduated the police academy with. One of the Deputies I grew up with and worked with for twenty years. One of the Deputies in my opinion is one of the best Detectives I've ever worked with. The fourth always is in a good mood and very positive. All of these men I would call my friend. I dont want them to feel alone. We talk about PTSD in our jobs, well if they have any PTSD plus this it's enough to drive someone crazy. I wanted them to know that there are people who will support them. Maybe some of them called or came to me. I'm not going to turn my back on them. As far as the ANONYMOUS person that says I sit home for most of my shift and am scared...... PLEASE call the Sheriffs Office and ask to speak to my supervisor and if this is found to be true I will gladly take the consequences or call me. Let's not make this about me. Let's focus our energy to help these deputies. Remember until its PROVEN that neither one of these five men dont deserve workers comp, disability ect it's our job as officers of the law and citizens of this great county to support the men and women who dedicated their lives protecting us. This is my position and I will not deviate from it!

You are not teachers, you are cops, what did you think you were signing up for? get to carry a gun and boss people around all day? doesn't work like that. The process works and if you don't want to or can't do the job then choose another career field. Many people have had to before you. Maybe you shoulda taken school a little more seriously so you would be more marketable.

Everybody there gets to work shift work what makes this group special
Assignments are what assignments are, they knew that when the raised their hands and were sworn in
The Deputies wanted the 10 hour shifts they whinnied until it was implemented years ago
The got collective bargaining which no other county employees have
(Teachers have bargaining not directly with the County)
They have paid sick leave if line of duty it is workers comp
They are all classified as essential employees under family medical leave act
which means after the length of time for recovery is up they
1 can report for work and meet the standard report where assigned
2 resign
3 retire at .02 % x years of service
20 years get them 40 % of their salary at the time they put their papers in then they can get another job if they want
The County does not have a method to compensate a line of duty injury for the deputies or any other county employee if they can not return to work after getting injured on the job
They can file for disability the county gov will fight it if you can drive you won't get disability
Mike has to follow the regs like all other county Dept heads he can not change anything within county government
By the way after they retire there is no cost of living provide in the retirement plan for any county employee except the teachers.
If you think they are being treated bad go to a Council meeting and get the HR regs changed .

DeleteAs a tenured employee with the county and NOT a member of the WCSO command staff, I don't understand what the issue is other than some BS whining. Let's face it, 3 of the 4 deputies that are being discussed in this post haven't worked a combined 10 years of shift work between the 3 of them. They have spent the majority of their careers in cake positions where they have had nights, weekends and holidays off. Mind you now, I am not saying that they didn't work hard in their duty assignments but it wasn't like being on shift work. They are not being asked to work a made up shift. They will be working the same shifts as the dispatchers at the office that make half as much as the deputies. Out of a 28 day cycle, they will only be working 7 night shifts. One of the weeks, they will only be working 2 days and off the other 5. Then they will rotate back to day shift. Only working 14 days total out of 28. Does that really sound that bad. I bet there are a lot of people that wouldn't mind working 5 days one week then 2 days the following. Plus why should county residents pay the salaries of 4 deputies to sit around the office 5 days a week and play on Facebook or Google when they can be assisting dispatch or the shift that is working at night if need be. This is nothing new. If a road patrol deputy is injured then comes back to work on light duty, the majority of the time they rotate with their assigned shift. The only difference here is 3 of the 4 deputies have a daywork assignment that they cannot fullfil because they aren't cleared to act as police officers if they are needed to. To make it sound like these deputies are being totally punished is Ludacris. If they were civillians and not cops, they would have had to find other jobs by now.

Bottom line is, these employees are STILL BEING PAID THEIR FULL SALARY. As such, they should be working. If my tax dollars are paying them, I want them working. It is the Sheriff’s responsibility to determine what type of work each and every employee should be doing. Those work assignments change from time to time based on circumstances and organizational need. These modifications are made because the employee can’t perform their assigned job function. Nobody cares that they are being directed to sit, answer phones and dispatch Deputies. At least Mike isn’t allowing them to sit home and collect a paycheck for doing nothing. He is maximizing his resources.

This is nothing new for the Sheriff's Office. Let's begin with the writer of this article. The writer of this article is a deputy sheriff and/or his wife. This is the only way they can make their feelings known without retribution from Lewis. A glad hander, Mike Lewis has always been out for Mike Lewis. He is a classic politician in the sense that he will shake your hand, hug you and then turn around and bad mouth you as soon as you leave. He cares nothing for his staff, nothing for their service to the community, and nothing for the community itself. His position, and all of his employees, and we the community only are here to serve his ego. Favorites, who kiss his ass, get promoted or good assignments. Those who go to work, work and go home, and don't kiss his ass, get nothing except a paycheck.

Almost got federally indicted with his shenanigans down south with deputies, and surrounds himself with yes men. After many calls and much reading of this article can we turn our attention back on the subject at hand please? As for my run for Sheriff, I'm in the last few months prior to my retirement date. Just like many I have considered running for the SHERIFF OF WICOMICO COUNTY . I have made no decision. Out of respect for my Sheriff if I make such a decision he would be one of the first to know it. He has treated me with respect and i will do the same. As for the " Shane Baker for Sheriff comment", thank you it's an honor you think of me for such a position. BUT please let's keep this about the article. For anyone else wondering about what I have done or not done for the Sheriffs Office , call me I would love to here from you. For a Deputy to openly show support and not conceal his identity while making his comments I felt compelled to share my story to let everyone know how I was injured. My injury occurred while I was rendering aid to a lady trapped inside an overturned vehicle following an auto accident.
ReplyDeleteThe injury I suffered dramatically changed my life forever and left me needing multiple surgeries to walk again and attempt to reclaim my independence. After my first surgery I was told that I would not walk again without the assistance of crutches, a walker or a cane unless I had a second surgery. I am now going through the process of of healing and walking with pain & limitations. I am thankful that I am able to walk again. In my career for the past 29 years I've faithfully served the citizens of Wicomico County.
Another point I'd like to make. The FOP asked the tax payers over a decade ago to vote to give us collective bargaining so we could get disability for our deputies if they needed it. The tax payers voted for it and it was passed. The FOP, Wicomico County and the Sheriff have yet to set it up or put it on paper. This is truly insulting to the tax payers and the deputies. I am a police officer in the county and I'm embarrassed by the lack of concern of FOP lodge 111. SHAME on your lodge!
ReplyDeleteThe lodge was unable to do anything for years of substance, they miraculously didn’t realize a sheriffs deputy, one of their own, was spending all the lodge funds. Many thousands of dollars and apparently no one realized it until the balance was extremely low, some good oversight there obviously. That’s why the lodge did/does nothing, they had to rebuild financially from blind eyes on their financial situation.

First deputies and police officers should realize that talking garbage about one another does nothing to strengthen their collective efforts. It causes dissension and backstabbing. For years police officers here have been talking untold amounts of nonsense behind each other backs to other police officers, the upper echelon, and civilians. It has to stop if cops ever want to stick together. The hodgepodge of the FOP is a joke without a thin blue line, which does not exist here. So, if you want to move forward and take care of each other, stop talking garbage behind each other's backs. Literally, stop talking. How about saying, I hope he gets better instead of this guy is an A-hole.
ReplyDeleteTake into account one of the members of the FOP acting as the treasurer (previously), who is still a deputy, looked the other way while TENS OF THOUSANDS of dollars were stolen from his fellow members. You think this guy has your back? Again, this is a man who holds himself over and above the rest of the people at the sheriff's office, his ego running well past his abilities and ethics. Second these deputies that named themselves have put themselves on a cross. Here is how this is going to handled by Mike Lewis. He will then transfer these guys to the bottom of the district courthouse where they will spend about two years until his over-inflated ego can let out some air.
Remember, Mike rubs shoulders with the President of the United States. In his mind, everyone is beneath him. Mike essentially disbanded the SERT team because his pussy cat ached after being told, no you can't talk all day about how great you are at a funeral.
No matter how much bitching you do on this blog, no matter how much you suggest others should run for office, he will never, ever leave. No one else will ever get elected and beat out Mike Lewis. He is far too much of a politician.
The one thing that will save us all is if we all stop talking trash about one another and re-establish a policing blue line in the ranks.

Cpl abusing overtime in courts like it was his personal bank, he and his supervisor should be charged with theft, 1st Sgt that has been kicked out of every division he has worked and disappears for most of the day, if he fails in his job demote him. Sgts never being seen or heard for the whole shift. Nothing happens to any of them, except maybe promoted again.

The deputies do not actually work for Mike Lewis. They fall under the employee hand book as well as a solid collective bargain with binding arbitration contract. Deputies do not get elected every four years they remain regardless of who is elected. Bob Culver why are you not on top of this situation. Lewis is such a little p****y that he can not stand anyone injured both mentally or physically in the line of duty.

Although stress of the job could have helped cause it.when the doctor told me I could return to work on light duty. The prison told me we don't have light duty. If you cannot do your regular job duties. You no longer have a job here.i was terminated for having a heart attack. No job no pay no nothing just see you.At least these county employee s still have a job.

Moving his injured deputies to 11-12 hr. shifts isn't the main issue,its just a totality of mistreatment. Deputies are sick of it. Here is a run down of the injured deputies effected, torn pectorals major, one attacked by a K9, two career ending knee injuries. Some of these deputies were already assigned to dispatch 8 hr shift where they stayed busy answering the phone,sitting the do's desk and helping people in the lobby . One deputy assigned records where he did expungements,filed all reports written,worked cold cases for cid,re-investigated older cases for possible dna submission,all taxi cab permits, entering written warnings,citations.One deputy assist the quarter master (not been moved to 11-12 hr shifts) The deputies were busy and worked everyday. I am a deputy and yes out of fear i cant post my name.I have many years left to work. I just dont understand this reassignment of some of these injured deputies. Its very concerning to many of us at the office.

Thank you for the post and the question. Actually it's a pretty easy question to answer. I would go to every media/news outlet to include this one and tell the story how our union asked the voters of this county to sign a petition to allow a vote on collective bargaining over a decade +/- ago. We told the voters we wanted this because we wanted a disability plan that was more in line with other law enforcement agencies throughout the country. The voters believed we deserved it and they voted for it. Our collective bargaining was born. I would tell them our disability agreement was put into our contract over 6 years +/- ago. To date we have many many many unanswered questions. I would tell the citizens of this county the story of how several brave men were injured in the line of duty. I would allow the injured to tell their story. I would then ask the tax payers to help me by contacting their representatives and demand that this be fixed, corrected etc. immediately. I believe in the goodness of people. I believe the voters would be FURIOUS if they knew about our current situation in regards to our disability plan. The voters would do the rest. Law enforcement is a very dangerous job. We do it without hesitation. Law enforcement just asks if something happens to them while serving and protecting that they have a disability plan to fall back on. Thank you.

Shane as a deputy I couldn’t agree more, the Citizens voted and approved collective bargaining for the sole purpose of protecting the deputies in the event of a catastrophic Injury. Sadly the collective bargaining contract is not worth the paper it is written on if there isn’t strong men and women prepared to fight for it. As many have pointed out the FOP is more concerned with a new building and going to state conferences with all expenses paid. If they focused on the welfare of the men and women that are injured with the same tenacity as the new building the injured deputies would have nothing to worry over. Babe Wilson would make a great Sherrif for Wicomico County, and was excellent to work side by side with in Jail.

ReplyDeleteI see medically retired police officers rehired and earning a second pension all the time. Sheriff Lewis follows the law on this and is gracious to provide light duty for periods of time. Can return to full duty , you get 66 2/3rds salary tax free. Both wicomico, Worcester somerset and others have medically retired officers on their payroll earning a second pension. Respectfully you are off base on this one Joe.
ReplyDeleteThe comment is about NOT BEING ABLE TO GET THE MONEY because of how they deputy’s are being treated. The department has to do the paperwork along with the deputy. But if your fired before your able to submit it then your screwed. Try to pay attention. Thank you.

ReplyDeleteI am a FOP member. I'm asking that our brothers and sisters come to the next meeting and support our injured. It's time we stand as one. Remember at any moment you could be one of the injured sitting on the side line. If you wont do it for them do it for yourself. Either way please show.

ReplyDeleteUnfortunately, the good Sheriff doesn't walk the walk, since Wicomico County has issued 18 ERPOs through November of 2019 and issued 9 in the three months ERPOs were on the books in 2018.
Youd think this thread alone would be enough to get culver off his a$$, I guess spending all those big bucks on a new sheriffs complex makes him feel like a celebrity too. Time to find true leaders and not just show boats.

ReplyDeleteYou must be thinking of someone else. The deputy Baker I'm thinking of (I worked with him) he helped that place run well. Marc Henderson and shane ran that place well. Ask Wendy Riley she will tell you. She was the court administrator at that time or you can ask either of the retired judges. No doubt shane is a talker but not doing his job. No way.
