It can serve as a deterrent only if those who would do the same thing know about it. As a single day's new stories are about the only public announcement, the deterrent factor is minimal. Call it what it is: punishment and taking this slug out of circulation.
40 years is a great sentence maybe it will have an effect on our court system here for the future and a real deterrent on others out there doing the same crimes. Tougher policies are needed and longer sentences, crime we can't say enough is rampant in Salisbury regardless what you see on local news.
