WASHINGTON DC: On May 16, the House Committee on Appropriations marked up the FY19 Energy and Water Appropriations bill. Congressman Andy Harris, M.D. (MD-01) authored, and the committee passed, an amendment to prioritize funding for dredging projects in shallow channels, particularly in channels where shoaling can create hazardous barriers to maritime travel. Congressman Harris issued the following statement applauding the adoption of his amendment:
“The inclusion of this amendment in the FY19 Energy and Water Appropriations bill is a victory for coastal communities in Maryland’s First District and across the country. Shoaling is a serious issue for several coastal communities in Maryland’s First District. Recently, maritime travel and commerce in Dorchester County have been severely hindered by shoaling in the Honga River and Tar Bay Gap. My amendment ensures that hazards like the shoaling in these channels receive priority consideration for dredging by the U.S. Army Corps of Engineers. To further support these coastal communities, this year’s Energy and Water Appropriations bill increases funding for dredging shallow channels by 20 percent.
Small businesses in Dorchester County depend on the use of these channels, and I’m committed to working with the Army Corps of Engineers to restore the safe navigability of the Honga River and Tar Bay Gap.”

Virginia police issue $100 ticket to driver smoking with child in car: 'We are watching'
A police officer with the Virginia Beach Police Department recently issued a $100 ticket to a driver who was smoking a cigarette with a child in the car.
The police department posted a photo of the ticket on Twitter, writing: “Protect your children and keep $100 in your pocket! #NoSmoking #WeAreWatching.”
Virginia police can issue the $100 fine to anyone smoking in a car with a child under 8 years of age, according to WAVY-TV. However, it constitutes as a secondary offense, meaning the driver has to be pulled over for a separate traffic violation first.
The law went into effect in July of 2016. Since then, the Virginia Beach Police Department has issued roughly 23 tickets of this kind, WAVY-TV reported.

YouTube Censors Deportation Bus, Hate Speech
State Senator Michael Williamson responded Wednesday to YouTube temporarily censoring one of his Georgia gubernatorial campaign ads and marking it as “hate speech.”

Ocean City Balcony Fall Victim Identified; Initial Probe Finds No Foul Play
OCEAN CITY — The investigation into an apparent fall from a resort balcony sometime early Sunday morning is ongoing, but the 25-year-old victim, originally from Easton, has been identified and no evidence of foul play has been identified.
Just before 6 a.m. on Sunday, Ocean City Police Department (OCPD) officers and Ocean City EMS responded to 53rdStreet for a reported unconscious individual. President Donald Trump sent a greeting to all Muslims observing Ramadan around the world in a statement Tuesday.
“With the rising of tonight’s moon, I send my greetings and best wishes to all Muslims observing Ramadan in the United States and around the world,” the president said in a statement released by the White House.
Ramadan begins Tuesday evening, a Muslim season celebrating the revelation of the Quran to the prophet Muhammad.
The president noted that Ramadan was a period of fasting and spiritual reflection for Muslims, pointing out that many perform acts of charity, read the Quran, and recite prayers during the holy season.
“Ramadan reminds us of the richness Muslims add to the religious tapestry of American life,” Trump wrote, pointing out the Constitution’s enshrining the right to religious liberty.

Hamas REFUSES Truckloads of Israeli Medical Aid
The Jerusalem Post reports: Hamas turned away two large truckloads of Israeli humanitarian aid intended to relieve medical shortages in the Gaza Strip on Tuesday.
The IDF said it coordinated the transfer of eight truckloads of vital medical equipment through Israel’s Kerem Shalom crossing due to severe humanitarian conditions in the Hamas-controlled enclave, exacerbated by two days of violent clashes on the Gaza-Israel border.
Hamas accepted four trucks of aid supplied by the Palestinian Authority and two trucks supplied by UNICEF, but two further truckloads of medical aid provided by the IDF were turned away when the origin of the equipment became apparent.

OCEAN CITY, MD – Ocean City Development Corporation (OCDC) recently installed its first light as part of the Downtown Alley Lighting Program at The Kite Loft, located at 511 Atlantic Avenue. The light was installed in the rear of the store to help light up Washington Lane, the alleyway that runs parallel to the boardwalk.
The OCDC, in cooperation with the Town of Ocean City and the Ocean City Police Department, created the voluntary pilot program to install new light fixtures along alleyways in downtown Ocean City. The intent of the program is to heighten crime prevention and also improve public safety for pedestrians and bicyclists by lighting up the alleyways.
The first phase of the pilot program is targeting Washington Lane, between 4th and 10th Streets, which was identified by the police department as a priority after reviewing calls for service trends. Business owners that qualify for this program will be reimbursed by OCDC up to 50 percent of the cost of purchase and installation of light fixtures, up to a maximum of $500.
“We are happy to see that The Kite Loft participated in this great crime prevention program,” commented OCPD Patrol Commander, Captain Michael Colbert. “We’re confident that this new light will have an impact on the calls for service in that area and will make pedestrians and bicyclists feel much safer.”

In the aftermath of the Kanye West dust-up, my heart goes out to the white people who control the Democratic Party. My pity stems from the hip-hop megastar's November announcement to his packed concert audience that he did not vote in the presidential election but if he had, he would have voted for Donald Trump. Then, on April 21, West took to his Twitter account, which has 28 million followers, to announce, "I love the way Candace Owens thinks." Owens is Turning Point USA's director of urban engagement and has said that former President Barack Obama caused "damage" to race relations in the United States during his two terms in office.
West's support for Trump, along with his criticism of the "plantation" mentality of the Democratic Party, has been met with vicious backlash from the left. In one song, West raps, "See, that's the problem with this damn nation. All blacks gotta be Democrats. Man, we ain't made it off the plantation." Rep. Maxine Waters said West "talks out of turn" and advised, "He should think twice about politics — and maybe not have so much to say." The bottom-line sin that West has committed is questioning the hegemony of the Democratic Party among black Americans. The backlash has been so bad that West had to hire personal security to protect him against threats made against his life. Fortunately, the police are investigating those threats.
Kanye West is not saying anything different from what Dr. Thomas Sowell, Larry Elder, Jason Riley, I and other black libertarians/conservatives have been saying for decades. In fact, West has tweeted quotations from Sowell, such as "Socialism in general has a record of failure so blatant that only an intellectual could ignore or evade it" and "The most basic question is not what is best but who shall decide what is best."

Good Guy with Gun Intervenes, Shoots Gunman on High School Campus
A good guy with a gun intervened Wednesday morning and shot an alleged gunman at Illinois’s Dixon High School.
WRAL reports that the gunman was spotted on school property around 8 am. He was confronted by an armed resource officer and Dixon city manager Danny Langloss said the gunman fired at the officer. The officer returned fire, striking the gunman.

Parkland Resource Officer Who Failed to Confront Shooter Receives Monthly Pension of $8,702
Scot Peterson, the sheriff's deputy who received public scrutiny for failing to confront the shooter at a Parkland, Florida high school back in February, is now receiving his state pension of $8,702.35 per month.
Peterson resigned and retired a week after the shooting when an initial investigation revealed he didn't go into Marjory Stoneman Douglas High School to confront the shooter, who is charged with killing 17 students and teachers, according to the Sun Sentinel.
"Peterson began to receive his pension in April, according to the Florida Department of Management Services. He can receive the payments for the rest of his life.
"The 55-year-old Peterson, a Broward deputy for 32 years, was paid $101,879.03 last year — $75,673.72 in base salary plus overtime and other compensation, according to sheriff’s office records. Until the shooting, he was considered a trusted school resource officer at Stoneman Douglas, according to annual reviews of his performance.
"He was eligible to retire from the agency in July 2010 when he had 25 years of service," a sheriff’s office spokeswoman said Wednesday.
Surveilance video from Feb. 14 showed Peterson waiting outside the school while the shooter went through the halls with an AR-15 rifle shooting and killing students and teachers.

Peterson resigned and retired a week after the shooting when an initial investigation revealed he didn't go into Marjory Stoneman Douglas High School to confront the shooter, who is charged with killing 17 students and teachers, according to the Sun Sentinel.
"Peterson began to receive his pension in April, according to the Florida Department of Management Services. He can receive the payments for the rest of his life.
"The 55-year-old Peterson, a Broward deputy for 32 years, was paid $101,879.03 last year — $75,673.72 in base salary plus overtime and other compensation, according to sheriff’s office records. Until the shooting, he was considered a trusted school resource officer at Stoneman Douglas, according to annual reviews of his performance.
"He was eligible to retire from the agency in July 2010 when he had 25 years of service," a sheriff’s office spokeswoman said Wednesday.
Surveilance video from Feb. 14 showed Peterson waiting outside the school while the shooter went through the halls with an AR-15 rifle shooting and killing students and teachers.

Costco Stores Reject Gun Store’s Donation to Children’s Miracle Network
Costco stores in Citrus Heights, and Roseville, California, allegedly rejected a $500 donation for the Children’s Miracle Network because the donation came from a gun store.
Townhall.com reports that the donation was originally rejected by a Citrus Heights Costco, redirected to a Roseville Costco, then rejected by the Roseville location as well.
The donation came from the Sacramento Black Rifle (SBR) gun store. SBR “generously gives to the Children’s Miracle Network via the wholesale retailer” and “they get a banner in the store” in return. But this year’s donation to the Citrus Heights Costco was allegedly returned and the SBR banner was removed.
SBR manager Nick Armstrong said he was initially told problems arose after a Costco employee complained. He said he was later told it was a “customer complaint.”

Pit Bulls Kill Elderly Woman
A 75-year-old woman in Gulfport, Mississippi, was mauled to death by two pit bulls Wednesday morning.
Police quickly responded to a call from the woman’s neighbors who reported that she was being viciously attacked by the dogs. But the cops didn’t arrive in time to save the woman. She died from her wounds before an ambulance arrived on the scene, according to the Gulfport Sun Herald.
The owner of the two pit bulls, 32-year-old Deidra Craft, has been arrested by police, according to WDAM7. This is not the first time Craft’s pit bulls have gotten in trouble. In 2017, her two dogs broke into a neighbor’s yard and attacked a golden retriever.

Hospitals See Growing Numbers Of Kids And Teens At Risk For Suicide
The number of kids who struggle with thoughts of suicide – or attempt to kill themselves – is rising. New research, published Wednesday in Pediatrics finds children ages 5-17 visited children's hospitals for suicidal thoughts or attempts about twice as often in 2015 as in 2008.
The study found kids of all ages are affected though increases were greatest for older adolescents.
Lead author Gregory Plemmons, a pediatrician and researcher at Vanderbilt University in Nashville, Tenn., says the study results confirmed what he'd been seeing at the hospital.
He says he hopes clinicians and families take note. "The number one thing to take home is that it's important to talk about this and important to ask about it," he says.

Federal officials are closing a little-known loophole in immigration law which allows millions of foreigners to dodge penalties for overstaying their student or seasonal-work visas.
The prior 1997 rules did not start counting the length of a person’s overstay until a federal enforcement agency first formally recognized that the person had not gone home on time.
The new rules clearly say the overstay clock will start when a foreign student’s course is complete, or when a foreign employee’s seasonal work-permit expires.
The new policy is important because it shows foreigners the penalty they will get for breaking the overstay rules — and it provides a clear mechanism for immigration officials to prove the penalty is proper.
Under current law, once the overstay count reaches 180 days, the overstaying person is punished by getting locked out of the United States for the subsequent three years or ten years, or permanently. The penalties are written into federal law, making them easy to impose, easy to enforce and very difficult to avoid — and very painful for people who want to keep ties to business or family in the United States.

First, the store I worked at was the third busiest in the entire city of Boston, located next door to Mass General Hospital, two large hotels, a train station and a residential neighborhood. The street was also home to many homeless people who slept beneath store awnings and private doorways in early hours of the morning when we opened.

OCEAN CITY – Recommendations for several physical changes at the Caroline Street comfort station will go before the Mayor and Council in a work session this week.
On Monday, the Ocean City Police Commission recommended a handful of physical changes that will target loitering around the Caroline Street comfort station, an area known to attract a small homeless population in recent years.
City Engineer Terry McGean told the commission homeless individuals congregating at or near the comfort station utilize the facility’s benches, bathrooms and shelter on a daily basis.
“The three Cs of what causes it (loitering) are convenience, comfort and concealment,” he said.

"It's A Shell Game" - Neighborhood Nonprofit Sues Chicago To Block Obama's Presidential Library
The South Side's rebellion against its one-time savior - former President Barack Obama - continued Tuesday when a nonprofit group claiming to represent residents from the area filed a lawsuit to try and block the project.
As the Chicago Tribune reports, an organization called Protect Our Parks filed the suit in US District Court on Monday, alleging that Chicago Park District and the City of Chicago don't have the authority to grant government-owned parkland to a separate organization - in this case, the Obama Foundation.
"The City and Park District clearly realize and fully understand that this established law precludes the Park District from arbitrarily transferring possession, use and control of this dedicated 'open, clear and free' public parkland in Jackson Park to a private nongovernmental...entity’s self-determined use," the complaint said.
The nonprofit also accused the Obama Foundation of pulling an "institutional bait and switch" because the building isn't consistent with what the group would consider a "true presidential library."
The community center would house archives from Obama's presidency under the supervision of the National Archives and Records Administration. But the center will also include a large gym, a "community forum" and an outdoor plaza.
The city and the Obama family have insisted that the project won't harm the neighborhood because it will create jobs for local residents. But opponents of the project have argued that the city should grant residents who own homes in the neighborhood a tax freeze because the center's mere existence would likely drive a wave of gentrification and the attendant rise in property values.
Chicago Mayor Rahm Emanuel immediately leapt to his former boss's defense. In a statement released by the city, Chicago hailed the center as a "once-in-a-lifetime opportunity to invest hundreds of millions of dollars that will create good jobs on the South Side."

Troopers Seek Publics Assistance in Locating Wanted Suspect

Seaford - The Delaware State Police are asking for the public’s assistance in locating the above suspect who is wanted in connection with a burglary and multiple other charges.
The burglary incident occurred in February, 2018 at a residence on Garden Lane in Seaford. Through investigative measures, 49-year-old Aaron Bell of Seaford was identified as a suspect.
Bell currently has an active warrant out of DSP Troop 5 including charges of Burglary Third, Theft, Criminal Mischief, Selling Stolen Property, Falsifying Business Records, and Theft By False Pretense. He also has an active warrant out of DSP Troop 2 for Theft and two capiases out of the Sussex County Court of Common Pleas.

Flash flooding wreaks havoc in Frederick County
City of Frederick mayor declares state of emergency
ROSEMONT, Md. — Frederick County officials are urging motorists to use caution Wednesday driving in the area after more than a half-foot of rain flooded several roads during Tuesday evening's storm.
Frederick City Mayor Michael O'Connor has declared a state of emergency Wednesday to take advantage of any state and federal assistance that might be available.
Portions of the county received in excess of 6.5 inches of rain Tuesday evening, flooding roads and stranding motorists.
Frederick County Emergency Communications Center received more than 300 calls to 911 in a five-hour time period, officials said. More than 60 rescues were made by fire and rescue personnel and law enforcement for people stranded in high water, officials said.

ROSEMONT, Md. — Frederick County officials are urging motorists to use caution Wednesday driving in the area after more than a half-foot of rain flooded several roads during Tuesday evening's storm.
Frederick City Mayor Michael O'Connor has declared a state of emergency Wednesday to take advantage of any state and federal assistance that might be available.
Portions of the county received in excess of 6.5 inches of rain Tuesday evening, flooding roads and stranding motorists.
Frederick County Emergency Communications Center received more than 300 calls to 911 in a five-hour time period, officials said. More than 60 rescues were made by fire and rescue personnel and law enforcement for people stranded in high water, officials said.

Pennsylvania teacher shot on Mother's Day outside parents house
A Pennsylvania teacher was gunned down on Mother's Day just months after being suspended from her job following a leaked police report stating that officers had found her in a steamed-up parked car with a 17-year-old boy.
Rachael DelTondo, 32, was standing on her mother's Buchanan Street driveway, in Aliquippa, Beaver County, on Sunday when she was killed in a hail of gunfire. She died at the scene.
'I counted six shots that I heard,' a neighbor, Fred Poore, told CBS News.

Monday on Fox News Channel’s “Tucker Carlson Tonight,” host Tucker Carlson gave a scathing critique of Department of Justice special counsel Robert Mueller’s probe into Russian involvement in the 2016 presidential election.
Carlson said the investigation wasn’t about any of its stated purposes, but as a means to explain Democrats’ 2016 election loss. He argued that since Democrats have not come to terms with what cost them that election, they stand to lose again in the November midterms.
“More than anything, we’ve learned just how clueless the people who run Washington, D.C. are,” Carlson said. “Rather than accept the fact that they created Donald Trump themselves by abandoning and then coming to despise the rest of the country they run. They couldn’t face that, so they concocted the Russia collusion story as a way to sustain a world where they did nothing wrong. And they only lost because their enemies betrayed this country to a foreign power. For more than a year, Russia was all they could talk about because they certainly didn’t want to talk about the issues that got Trump elected in the first place — drug ODs, a vanishing middle class, their agenda of literally replacing the people who live in this country with immigrants. They didn’t want to talk about that. But it hasn’t been working.

A new study has found that 93 per cent of sex crimes in Finland committed by migrants are committed by migrants from Islamic countries.
An investigation by the country’s police academy revealed that 1052 asylum seekers were suspected of crimes in 2016, with two thirds of them being Iraqis.
The figures also show that out of 116 suspects of sexual offenses, 108 came from Islamic countries like Iraq (83), Afghanistan (14) and Morocco (6).

Scientists have claimed that porcine deltacoronavirus, a virus that causes illness in pigs, could pose a lethal threat to the human race after groundbreaking lab results.
Lab tests show the virus, first detected in China in 2012, moves between the cells of different species including humans.
The disease shows similarities to the deadly viruses responsible for Sars (severe acute respiratory syndrome) and Mers (Middle East respiratory syndrome) which together have caused the death of more than 1,000 people.

THOUGHTS TO PONDER
As I was lying around, pondering the problems of the world, I realized that at my age I don't really give a HOOT anymore.
If walking is good for your health, the postman would be immortal.
A whale swims all day, only eats fish, drinks water, but is still fat.
A rabbit runs and hops and only lives 15 years.
A tortoise doesn't run and does mostly nothing, yet it lives for 150 years.
And you tell me to exercise?? I don't think so.
Just grant me the senility to forget the people I never liked, the good fortune to remember the ones I do, and the eyesight to tell the difference.
Now that I'm older here's what I've discovered:
1. I started out with nothing, and I still have most of it.
2. My wild oats are mostly enjoyed with prunes
3. I finally got my head together, and now my body is falling apart.
4. Funny, I don't remember being absent-minded.
5. Funny, I don't remember being absent-minded.
6. If all is not lost, then where the heck is it ?
7. It was a whole lot easier to get older, than to get wiser.
8. Some days, you're the top dog, some days you're the hydrant; the early bird gets the worm, but the second mouse gets the cheese.
9. I wish the buck really did stop here, I sure could use a few of them.
10. Kids in the back seat cause accidents.
11. Accidents in the back seat cause kids.
12. It's hard to make a comeback when you haven't been anywhere.
13. The world only beats a path to your door when you're in the bathroom.
14. If God wanted me to touch my toes, he'd have put them on my knees.
15. When I'm finally holding all the right cards, everyone wants to play chess.
16. It's not hard to meet expenses.... they're everywhere.
17. The only difference between a rut and a grave is the depth.
18. These days, I spend a lot of time thinking about the hereafter, I go somewhere to get something and then wonder what I'm "here after".
