Massachusetts’ anti-fossil-fuel policies are the primary reason why the state has relied on natural gas imports from a Russian oil company the Department of State sanctioned during the Obama-era.
Officials in Massachusetts and neighboring New Hampshire blocked financing in 2016 for the $3 billion Access Northeast Pipeline, which would have helped the state weather an energy crunch this winter. The state’s decision to rely principally on green energy hiked gas prices and forced it turn to Russian oil imports.

Northeast relies heavily on heating oil but pricing has become ugly.
Apparently they made a decision some years back to approve of a LNG (liquified natural gas) terminal near Boston. LNG is supercooled which shrinks it for transport, bearing some resemblance to LP in that mode.
Article says this was the first ship with Russian LNG to dock there, although the LNG was actually loaded in England.
It's a lot of effort, which adds to the cost, compared to a pipeline from natural gas rich deposits in New York. NY, another bastion of brilliance, has put a chokehold on natural gas efforts. They are thriving next door in Pennsylvania.
If they freeze for a couple of winters they may wise up.
