A Viewer Writes: Can the City of Salisbury hold up their end of the Fire Service Agreement?

Effective July 1, the new fire service agreement between the City of Salisbury and Wicomico County went into effect. Under this agreement, SFD is responsible for covering all of their city and county territory, whether it be fire or EMS. What happens when other county stations have to come into City limits because SFD has failed to respond to the calls of service due to being on other calls at that time? What happened to their Volunteers that they have previously stated they have? Why are they not covering these calls?

Within the last several weeks, SFD has repeatedly failed to respond for 8+ minutes on some calls and as many as 15-20 minutes on others. When this happens other county stations are called into cover these calls, leading to an even longer response time. For instance, last week they were dispatched to a MVC with rollover on Hammond St. From initial dispatch, it took Salisbury 18 minutes to have a fire truck on scene because they were elsewhere and unable to respond immediately and NO RESPONSE from either volunteer station. Today, SFD was alerted to 2 separate reported AFA's at Sam's Club and Hobby Lobby at the same time. Once, no volunteer response and AC Darrin Scott responded and was first person on scene. This happens all the time, no matter the time of day.

My point here is simple. Since the volunteers from Station 1 left, or were forced to leave prior to their intended separation date, the city has been struggling to respond to calls due in large part to there not being a volunteer response out of Station 2 or Station 16. They are trying to keep up with the call volume and it's not working. They are spreading themselves too thin trying to keep up with it all because their egos are too big to work things out with the volunteers that left.

SFD is putting lives at risk because they simply think they can do it all and clearly they can't. 18 minutes to respond to a serious accident is simply unacceptable and could have been avoided had they had dedicated volunteers left in the city that actually showed up to respond to these instances.

An easy solution to this issue would be for Jake Day or Bob Culver to put their pride aside for once and put their residents first and pull the fire agreement which apparently they both have the option to do. From the understanding I have from the media, it was reported as stated by Jake Day on Sunday, May 7th in the Daily Times and on several other occasions, they were willing to allow the volunteers to service calls to the east of the RT 50 Bypass, but now they are stating that is not in the agreement and they never agreed to it?. If the agreement is pulled, this will allow for less territory the city will be responsible for, which will in turn improve on response times for SFD. Seems like it is all about money for SFD instead of the well being of the residents they serve.

In addition, why would the COUNTY COUNCIL and BOB CULVER agree to allow the CITY OF SALISBURY to dictate what happens outside of city territory? They should have no say in the ins and outs of the rest on the county especially when it comes to territory. This has extremely angered me as a COUNTY resident. This agreement means that I am giving my hard earned money to the City of Salisbury. If I wanted to support the city, I would have chosen to move inside city limits instead of in the county. This is unacceptable in itself. This agreement screws everyone except SFD.

WAKE UP BOB CULVER AND DO SOMETHING ABOUT THESE SERIOUS ISSUES THAT DIRECTLY AFFECT THE SAFETY AND WELL BEING OF YOUR CONSTITUENTS.

WAKE UP JAKE DAY AND OWN UP TO THE FACT THAT SFD HAS NOT AND CANNOT POSSIBLY SERVICE THE AREAS THEY ARE EXPECTED TO WITHOUT THE VOLUNTEER SERVICE BACKING THEM UP.

  1. It should be known that Executive Culver did in fact move forward to set up the Volunteers from Station 1 with a new station. They have been funded. I spoke with Mr. Culver the other day and he is well aware of the problem with the lack of responses from the City, which helped him make a final decision to get this new station 13 up and running. It should also be known that this has been an ongoing problem for months, (the lack of responses from the City of Salisbury).

  3. The problem with SFD Fire service is they DO NOT WANT VOLUNTEERS for the past decade or two they have done every thing they can to push out the volunteers. They pull stupid tricks on the volunteers and take equipment and gear that the volunteers worked hard for ( equipment paid for by the volunteers )and claim it for their own. When it comes to a major incident in Salisbury they have no choice but to call on surrounding county companies all of which are VOLUNTEER. The people in charge of Salisbury's fire service have done everything in their power to discredit, defame,slander, steal and ruin the good people that were their "back up" that's right THE VOLUNTEERS!! It took years of being pushed around and bullied for a group of really good people ( station 13) to finally get a belly full and say enough of this B.S. to go all out independent.

    The men and women of The New Station 13 should be commended and supported by our community for the brave steps they have taken to serve their neighbors and friends with the commitment they have made to them. Running a serviced based volunteer organization such as this takes much dedication, the folks of station 13 have that dedication and knowing a few of them they are committed to making this a great company.

    To the people on this blog that will say I am one of them, you are WRONG! I am an ex-fire fighter just looking at all the B.S. that has taken place over several years.

  4. It seems as though it's just a game for Salisbury FD and their ignorant dispatch group. Fire men and woman have become a pathetic bunch of children .
    I just want you to think about it , 8 years ago things were running fairly well even with the FD all over the country . Of course Salisbury is unique because of it's foul leadership and the foul ignorant greedy council.
    After 8 years of excessive bowl movements made by obama , what else do you guys expect. I keep blaming obama because it's the truth , you know it and I know it.

I love how the SFD bashes and hates and makes fun of the volunteers, all the volunteers in the county, but can't handle a room and contents without having all SFD stations and at least one county volunteer station to respond. And i find it ironic that several of the career personnel are volunteer officers at county volunteer fire companies, but they hate volunteers. Pathetic to say the least. It's like we can be pricks to the volunteers at our job at SFD but we would not like to be treated like we treat the SFD volunteers at our volunteer station.

  11. My dad told me back in the 'day' all firefighters were volunteers. They cared about the community and we're saving lives to cash in on the big door prizes and hefty charges. Why doesn't the fire department go back to this practice? It would certainly be more ingenuous than the pay-to-fight-fire brigade we've got going on now.

  15. It's a shame the county has allowed the city of Salisbury to have say in county area and response . This is crazy . This agreement should be pulled and the only ones that should have say is the county chief association because they know the fire service better than anybody and the county executive . The city needs to deal with the city. The county has no say in what the city dose . My life should not be on the line because the city can't handle the call volume. I have heard several complaints recently.

  21. Mr culver pull this agreement and put more resources out there to cover calls . The members of that station that left seem to be moving along with more equipment and exc . Sounds like more resources are begin made available.

  22. All the fire departments in Wicomico County fail to get out at times. All the more reason for a county run fire service. The county council would not have to give out so much money to each volunteer station. The county council can standardize equipment and SOPs! Down with the good old boy system. No more questions about hidden money. If every department purchased the same gear how much could we save? Not every department needs a rescue or a truck.

  26. I would like to know what other station has over 160k in their county fund and over 100k in their matching fund like station 16 does! But Salisbury uses all the money they get from the county to run the fire department like it says in the charter right?

  30. The Salisbury Fire Department has been doing fine without this certain group of volunteers. There is not one station, volunteer or paid that doesn't have some type of issue where they have to call on another station for help. This is nothing new, and will happen again. Stop trying to make it look like that things are not working, just because of this certain group not being there to help. Before they decided to go out on their own, these same situations happened. These stories that keep getting posted are only trying to make the public think that this city just cant run properly without those certain volunteers. Also, just so it is known, the volunteers at the fire station near Ponzettis Pizza have not been responding to a lot of calls. Not sure what the reason for that is, but it is getting ridiculous.

    Sorry to correct you on this but the paid firemen/paramedics are not trying to get rid of the volunteers. The paid firemen/paramedics would love to have volunteers,that really want to serve the public, not run things their own way. The group that wants to start their own fire department is a spoiled group of "boys", not men. They have been so used to getting their own way for so long, they can't deal with the idea of having to follow the rules like everyone else.
    There is no need for another fire department...NONE.

Excuse was that you were too busy but you still had time to play basketball everyday and trashcan football? Then you wanted a horseshoe pit so the volunteers bought the equipment and you installed it and played that all the time complaining of no time to work on equipment!     So you are telling the public to make donations to this group of volunteers that want to have their own station? How much of donated money would be used for their parties, leather helmets as gifts?
    Before this group gets any donated money, a complete list of ALL items bought for their Christmas parties, banquets, etc should be provided for the public to see. I think the public would be disgusted if they could see the things that their tax dollars have been used for.

    Not all, but a lot of today's volunteers are a bunch of spoiled brats.
    They don't want to take orders and do not want to follow rules. To some volunteers, it is fun just to wear a fire department tee shirt.
    Sorry to say this too, but most of the females that are volunteer are only their to be around the guys. That is the truth!

By the way enjoy that posh movie room with the x box and special theater recliners station 16 volunteers bought you, and the golds gym you all have in the station and the maid the city pays to clean.   40. Tell me why members of salisbury station 2 have chosen to join the "im tired of listening to the fire chief so im starting my own fire house" yet they have not resigned station 2 as volunteers? Is it a conflict of interest that a senior officer at station 2 is a senior officer at the new county station? Who is his alliance with, Chief Hoppes or Mr. Polidore?

    Just to let you know, it was a "certain few" that were the ones that had to have that fire palace. The majority wanted nothing more than what station 2 got. That fire palace is horrible. It is nothing like what a real fire department should be. So please DO NOT think that a lot of volunteer/paid members wanted that place.

  44. 1:30 pm I know that, the majority wanted to stay at the Headquarters building on S Division St. And move the admin into the government building which is what should have been done. Funny they Headquarters is still standing but it was in such bad shape structurally. Lies.
    People in right places from the mayor s family on down made a lot of money on that whole corrupt deal. Since Paul Martin was mayor this city had been run by do nothing egotistical morons as mayor. I believe you have to have run a successful business on your own for a minimum of 15 years to be able to run for mayor. The last 3 have been a joke, they couldn't run Mayberry . Then the dumbass city rebuilds station 2 right across the street from where it was failing anyway, that station should have been built out further like near Sherwood ford in the Pine Way area. But a city of fools run by fools. What you'd expect from clueless leaders who definitely couldn't run a soda stand let alone a real business.

Then look at the city code they are to control all the taxpayer money a 501 c company holds in their possession? That would be to stay recognized by the city. Then if they leave since it is the county station that the city even recognized as sta 1. ( it's in the city code go look) that's right boys not a new station just reformed and moved still the same corporation that the city recognized as station 1 and that's law in black and white!

  52. SFD volunteer failure is 100% on them no one else. A severe lake of any leadership within the volunteer ranks coupled with todays new generation of member is a good place to start. It's to easy to blame someone else like the chief Hoppes when you fail on your own. SFD volunteers have been failing for the last 5-6 years pure fact. The amount of home response calls far exceeded a manageable number ten years ago but volunteers refused to staff the station and didn't want career staff in their station so what you end up with a one big failure. Next, career firemen talking about volunteers. Face it some volunteers have not much to offer than sporting a tee-shirt. When some arrive at a working fire and cannot perform that's sad but don't train or anything we've got video games to practice for. I've seen it over and over these mouthy ones that cannot perform but will run their mouths claiming foul.

  55. 6:17 And Bill H. Let's face it some career couldn't do the job either, but special positions were made for them, like supply, Trainning officer, driver only, because they got older or injured. But you didn't blast them. And some career firemen are just as worthless as you claim the volunteers are. Volunteers don't have the time to babysit a fire station cause it looks good. What should be done when career firefighters actually worked for a living is send the career engine on all calls, then dispatch the volunteers if needed, that's the way it was intended to be. Not run the volunteers to death on bs calls and mvc and smells and bells calls, utilize them when needed. They never were intended to staff stations unless a disaster was happening. That is the way it used to run and guess what, it worked well and the atmosphere was healthy. Don't run the volunteers like a duty crew on every bs call and wear that resource ragged.

Next how dose he have some much time to do this if they so called work hard all day and stay busy . Apparently all these vehicles he is doing are pictured on instagram.

You raise a good point, use the career staff that's getting paid to run the calls, if the need the volunteers tone them out on the paging system like the rest of the volunteers in the county run. Don't run them ragged on the calls that one crew can handle, because that career crew has 72 hours off Before they come back to work again to rest up for the next 24 hour shift. The volunteers have to work regular jobs 5 and 6 days a week so don't expect them to come unless needed. They have a life outside the fire department also. Like a home, wife, children and responsibilities just like anyone else. Use them don't abuse them like Salisbury expects. If you are going to expect them to staff and work like career staff, pay them as such.

    1. The problem is more career staff is needed. Because of budget constraints, there is not enough money. If staffing was where should be then that would work. With career staff levels below where they need to be, then the chief had no choice but use the resources he had. He needed the volunteers to help out. All three stations need to be staffed around the clock. The call volume is growing every year. The bottom line is the citizens need to be taking care of period.

    2. It is growing because capital pieces are responding to automatic medical assists where they are not needed. How about automatic alarms where the caller has cancelled and the piece is just responding order is to continue in even if cancelled out of the hole. That is where the assistant chief on duty can go and get info and check to make sure it is safe. Save on resources.

BRec started a legitimate licensed & ensured auto detailing business doing something he likes on his off duty time not on duty and people still throw darts at the guy. The guy has a child on the way kudo's to him for helping his family. I work with B he's one hell of a firemen something these other people can't say.

  74. Here is a question, being a volunteer and a career firefighter I see both sides. Is the IAFF trying to force all volunteers out? Are they supporting volunteers at all? Is the goal in each major city to replace all volunteers with career? How does this work for all the career firefighters, who were once volunteers? MOST of the career guys, would not be career if it was not support, training and work done as a volunteer. Why is it such a conflict, and if you search all "Major" cities, volunteers are gone. Why is this? There is a cost benefit to all cities having volunteer services. Volunteers help fight our civil war, they are the backbone of our country. As a career firefighter, it can be a pain in a combo station, and who runs what I get that. If it was not for me being a volunteer for most of my life, I would never been able to have been hired as a career firefighter. ALL the old career firefighters in Salisbury, even the Chief can say the same thing. I just dont get the fighting, work this out. Stop trying to build an empire, that if you look at ALL other departments, eventually fail from budget issues. IAFF - NFPA - should not be there to push career firefighters, but to support the ones we have. I remember having three on a wagon, responding to fully involved - people trapped. The work got done, and if you are afraid to do your job, it might not be the job for you.

  75. No the city can't hold up their end of the Fire Service Agreement. They have no volunteers and no back up system. Their only back up is the volunteers in the county.

    Rick Hoppes and Jake Day ran off all the real volunteer firefighters and they have done absolutely NOTHING to recruit and retain more volunteers.

    But they are applying for a SAFER Grant hoping to get 16 more paid firemen. BWAHAHAHAHAHAHAHAHAHAHAHA!! I hope President Trump does away with those useless Homeland Security Grants. #MAGA

I spoke with Mr. Culver the other day and he is well aware of the problem with the lack of responses from the City, which helped him make a final decision to get this new station 13 up and running.   77. Look the SFD took ten minutes to get a ladder truck on the scene of a residential rescue and 8 minutes for ac1 and pm 2 . There's a firehouse down the street so the question is why . I will tell you cause all paid guys were on calls and they alerted station 16 vollys . Well if you didn't run station 1 vollys out I bet the time would had been alot less . Fact is the city can't handle the call volume. Fyi this call was tonight on pierce ave . Now boys go back and get on the cloud and adjust your numbers to look good but remember 911 center has facts.

  78. Salisbury Fire Department is " scratching " a lot these days. And it's not the volunteers. It's the career staff. 10 min to get to the scene = SCRATCH , that's sad especially for career staffed stations. They can't handle the territory they have now.

    1. Hmmm but, the "TICKS" that left were not needed anyway so you say! Track record was still better than the other two volunteer stations!!! They were and are the true volunteers that ran for the city because of heart but, y'all wouldn't listen to them remember this isn't the big city folks you still need dedicated volunteers but you don't have them anymore!! Guess another station is needed after all! Only because your chief can't seem to listen and only wants it his way!!

  79. Oh, and also 12:13am, the 911 center does have those times that the volunteers didn't respond and the paid firemen had to be alerted.

    1. And they have the times when the ambulance crew slept through the initial dispatch and had to be re alerted! It was for a heart patient at that! EMS can't have a bad day that's when someone dies on your watch that could have been prevented.

  81. If you mean true records, then let's be truthful. Fact, duty crews went responding from the bed, not really out the door. Seen it many times, so the be truthful the career staff aren't responding when they said they were. And Hoppes sat across the street from station 1 and whitnessed it himself. Both the ambulance in the middle of the night with an actual 5 min out the door response and the engine tanker when it went responding on the air but it wouldn't start and never got out cause it had dead betteries. So don't go there saying how great you all are, cause you seur arent. And you are right there in the building, or out back playing basketball or are asleep in the lounge in the middle of the day. Funny you forget your failures also.

  82. 11:09 am. Career HAD to go responding, isn't that what your PAID to do. You should have been on it from the get go. The career staff was hired to respond to calls, if the volunteers were needed then they were alerted, you all forgot why you were hired. Look at your history, you were hired to run calls a single crew could handle because the volunteers were at work or home. If it was a large incident the volunteers were alerted to come to the scene. Not babysitting fire stations of staffing firestations . Somehow this concept turned into volunteers having to do your job and sit in station taking their time away from their job which pays their bills with no compensation. And pay for everything you wanted. Stop whining or get a real job.

  83. As a city and county taxpayer, I don't understand , but if volunteers are staffing stations then why the hell are we paying crews to be there anyway. If they expect the volunteers to staff stations stations 24 7 then we don't need paid crews. And staffing stations is not volunteering, that's a job that the volunteers should be paid for. Sure seems like more volunteers could be the answer to the budget problems in the city. Does Dover Delaware have paid crews ? Sounds like a bunch of lazy crybaby spoiled paidmen want volunteers to do their jobs for them while they sit and play X box in their theater or watch movies all day.
