County Executive Culver Sends Letter To Council President Cannon

Dear John,

I am disappointed that my staff and I were not afforded the opportunity to discuss the Council Budget Amendments during the May 30, 2017, Council Meeting. As stated in Wayne Strausburg's letter of May 30, 2017, the Council Budget Amendments have resulted in an unbalanced General Fund Budget. A detailed explanation from acting Finance Director Dawn Parks is attached for your review. I have also attached the applicable Charter sections provided by Paul Wilber.

I believe that the County taxpayers will be best served by passing a Budget Bill which complies with the Charter and will allow the County to operate with a balanced budget starting July 1, 2017. My staff and I can meet with you at a mutually convenient time to negotiate a balanced budget, which will allow an Amended Budget Bill to be passed by the Council at the June 6, 2017, Council Meeting.

Well if Bob Culver is doing a budget amendment, and the council stated that they support the volunteers of company 1 but unfortunately they could not add to the budget, then I sure hope Bob Culver places the funding of the volunteer fire company in that budget amendment. Bob Culver keeps telling everyone he supports the volunteers and stands behind them; prove it. He stated that at the Fire Chiefs Association in March 2017 that he had money in the budget for company no 1 to be fully funded like the other volunteer fire companies in the county. Due to the dragging out of a decision by that association, apparently that is why he removed it from the submitted budget in April. Now he has an answer from that association, knows that the independent volunteer fire company is recognized and has a territory (as negotiated by him and Jake Day which is in the fire service agreement). So if he does an amendment, then he needs to stick to what he said in March and fund this company. As a tax payer of Wicomico County, I want my taxes paying for county services, not given to the city of Salisbury.

  6. Fund the fire company. I'm not even a firefighter but I deserve to have a station helping me to be funded and they stood there grounds and fought hard.

  9. The council does not support the volunteers of company 1 and never has as there is no reason to fund such. Please stop embarrassing all firefighters with your shenanigans. Your group had become quite home in the public eye.

  10. I see no reason to fund company one when existing departments are struggling financially. Especially when there is sufficient fire/ems coverage already in place.

  13. 25K a year for employee uniforms WOW! 20k for employee promotions. Glad we have Mrs Parks to show the infractions .Looks like a couple departments need to send there bean counters back to math class.

  14. Personally, Wayne Stausburg wore out his welcome in Wicomco even when Pollitt was County Executive. IMHO he should have been removed a long time ago.

    1. I could support Culver except that he continues to submit to Strausburg and cry foul when he is led into trouble. Very poor judgement and less backbone. Troubling to say the least

    What you fail to understand is "company one" is an existing department. DUH!

  18. Volunteers pay is already part of the budget, ALL volunteers in the City & County. There will be no need for any "extra" tax to fund the new station, so quit listening to Council members who say differently. Fear mongering will just make you look stupid.

  21. Station 6 is struggling and needs members. All members welcomed except for station 1 members. Station 6 responded the other night under staffed . Please help our station.
