Incident: Possession of Crack Cocaine

Location: 2000 block of Northwood Drive, Salisbury, MD
Suspect: David R. Steelman, 56, Hebron, MD
Narrative: On 12 April 2017 at 7:53 AM a deputy stopped a vehicle operated by David Steelman after observing that the temporary plate on Steelman’s vehicle had been altered to make it appear that the temporary plate was still valid. During the course of the traffic stop, the deputy discovered that Steelman’s privilege to drive a vehicle had been suspended. The deputy also discovered that Steelman was wanted by authorities in Anne Arundel County on a bench warrant that was issued after he failed to show up for a Driving Without a License case.
The deputy also observed what was recognized as drug paraphernalia inside the vehicle. A subsequent search revealed crack cocaine and a smoking device.
The deputy placed Steelman under arrest and transported him to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. Following an initial appearance, the Commissioner released Steelman on Personal Recognizance.

Suspects:
Elizabeth Michelle Waybright, 54, Salisbury, MD
Britani Nikole Elburn, 19, Salisbury, MD
Narrative: On 15 April 2017 at 12:40 PM, deputies responded to a reported disturbance at a residence in the 6000 block of Mary Jane Drive in Salisbury. Upon arrival, the deputies met with a subject later identified as the son of the homeowner, Elizabeth Waybright, who was staying at this residence. According to the son, he uncovered what he recognized as a marijuana grow operation in the basement of the residence. and that when he confronted his mother, Elizabeth Waybright, and his sister Britani Elburn, they told him they were not getting rid of anything. Upon informing his mother and sister that he was contacting the Sheriff’s Office, Britani knocked his phone out of his hand before jumping on his back where she proceeded to punch and bite her brother. Waybright’s son stated that he was knocked to the floor at which point his mother began kicking him in the head and neck. During the melee he managed to retrieve his phone and called 911.
According to the son, Elizabeth and Britani then focused on dismantling and hiding the marijuana grow operation as they believed law enforcement would be on the way.
Due to the allegations of growing marijuana, the residence was secured with Elizabeth and Britani outside while a search warrant was obtained. Elizabeth, however, decided that she did not want to stay outside and ran back inside contrary to the deputies’ instructions. Elizabeth attempted to lock the deputies out but they were able to successfully open the front door and chased Elizabeth upstairs where she attempted to lock herself inside a bedroom. Again the deputies were able to successfully open the door at which point Elizabeth was taken into custody.
During the ensuing investigation, a deputy recovered four marijuana plants that had been uprooted from their pots and thrown into the back yard. Following the execution of the search warrant, deputies recovered two additional plants in the same upstairs bedroom that Elizabeth ran to, along with “grow” lights and fertilizer where the marijuana was being grown. Digital scales were also uncovered along with marijuana already stored inside mason jars in the bedrooms of Elizabeth and Britani.
Both Elizabeth and Britani were transported to the Central Booking Unit where they were processed and taken in front of the District Court Commissioner. Following their initial appearances, Elizabeth was detained in the Detention Center on a total bond of $60,000.00 while Britani was detained in the Detention Center on a bond of $50,000.00.

Suspect: Richonda Lynn Ellis, 28, Salisbury, MD
Narrative: On 16 April 2017 at 6:35 PM, a deputy arrested Richonda Ellis following an allegation of an assault. According to the victim in this case, Ellis repeatedly kicked the victim during an argument over who was going to watch a child.
Upon arrest the deputy transported Ellis to the Detention Center where she was processed and taken in front of the District Court Commissioner. Following an initial appearance, the Commissioner detained Ellis in the Detention Center in lieu of $3,000.00 bond.

Location: 300 block of Cherry Way, Salisbury, MD
Suspect: Jose A. De Jesus, 42, Salisbury, MD
Narrative: On 16 April 2017 at 6:57 PM a deputy responded to the 300 block of Cherry Way for the report of a female suspect being chased by a man who was brandishing a knife. Upon arrival, the deputy learned an argument had ensued between the female subject and Jose De Jesus after De Jesus came home intoxicated and didn’t have money to purchase any more beer. The deputy learned that De Jesus chased the female subject from the resident while brandishing a kitchen knife.
The female victim also had signs of injury that were reportedly inflicted after Jose punched her. The deputy also located the knife supposedly used in this incident in the yard.
The deputy placed De Jesus under arrest and transported him to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. Following an initial appearance, the Commissioner detained De Jesus in the Detention Center without bond.
Charges: Assault 1st Degree, Assault 2nd Degree, Reckless Endangerment
usually don't see those kind of actions out of Jesus. even he can have a bad day I guess. kinda makes me feel better about myself.

ReplyDeleteI fail to see why the bond is so high for 5 stinking pot plants....this is what is wrong with the system! All these people out there selling crack and heroin don't even get a bond that high because they are right back out on the street-but lets harass a housewife growing her own supply? If she assaulted her kid then yeah charge her but outside of that its no big deal. You are NOT selling or distributing when you only have 5 plants.I will be glad when this state gets their head out of their ass and realizes the potential of legalization.

ReplyDeleteYou see law abiding drivers - if they are using fake tags they are most likely breaking other laws. That's why I will continue to submit unlawful drivers ! One of these thugs almost killed my son 3 years ago. And the police did nothing about it after I provided all the info. So sad. And it raises the car insurance premiums for the rest of us ! Md has one of the highest uninsured drivers in the country - and we pay for it ! Wake up and smell the coffee.
