Bill to expel young Md. students yet to be signed into law

WASHINGTON — A bill to discourage schools from suspending and expelling Maryland’s youngest students — including preschool students as young as 4 years old — has passed in Annapolis, but has yet to be signed into law.

Democratic Sen. Will Smith of Montgomery County says his bill was inspired by education advocates who presented him with data on the rate of school suspensions and expulsions among elementary school-aged children.

“There were some real disparities revealed when you started thinking about who was being suspended,” Smith said.

According to the data supplied to lawmakers, there were more than 2,300 expulsions and suspensions statewide among students in the pre-K to second grade age group in the 2015-16 academic year.

Smith says African-American students accounted for 64 percent of all out-of-school suspensions and expulsions despite the fact that African-American students account for 34 percent of the school population. Special education students were also given suspension at higher rates than their peers.

    Another sterile, phony statistic that assumes that black kids don't act up any more than white kids. That may or may not be true, but history seems to indicate it isn't.

    This is the same argument that is used concerning incarceration rates. It just might be true that a larger percentage of black kids are acting up.

    Well, Smith (D), why don't you dig a little deeper than the kids and blaming the schools, when what's needed is for you to address the dysfunction that surrounds them every minute that they're not at school! Making wow remarks about this problem haven't helped for the last 50 years and they're not going to help now or in the future. Show us what you can do other than recite the same verses, year after year.

    As they say, if you're not part of the answer, you're part of the problem.

  3. BEHAVIOR PROBLEMS!!! If there is no repercussions for their behavior then it will continue and get worse. Its awful when you have police officers in a school and they cant even control these kids. Its because these kids know nothing will be done to them. Look at the young girl killed in a Delaware school by a group of girls fighting her, they were charged as juveniles! Its disgusting. When i was in school we didnt hear of kids getting killed in school, or teachers being attacked. These kids are animals, their parents are in and out of jail, selling drugs, living off assistance and section 8 housing and cant even parent their kids. Look at these kids facebook pages. They act like animals. They are in middle school and high school dressing inappropriately, dancing like they are working.. posting videos of themselves. watch these videos.. animal like behavior.. they sit and lick their lips like animals sticking tongues out seriously looking like jungle animals. Then then all mimmick the same behavior and think this is cute. They speak of having sex and oral sex and their mothers and aunts are on their facebbook, watching their videos they post of them dancing and dressing and posing in promiscuous ways. I suggest looking at your childrens' friends on facebook, go to their facebook and get to see who your children associate with. Parents need to lose that "oh their just being kids" excuse... thats another words for i dont want to be a parent so i will just chalk it up to them being a kid. Wrong answer, kids who dont get proper parenting and guidance act that way.. not all kids.

  4. If a student is acting up enough to warrant a suspension, what difference does it make what color they are??! Showing percentiles & acting like the black students are being picked on only ties the school's hands to handle the troublemakers. Wow, are these people idiots.

  10. 64% of suspensions are African-American when they represent 34% of the population is politely explained as discrimination when in fact it confirms that they refuse to act in a civilized manner.
