    Yes the MVA has been pretty good for the last several years. For the most part local government workers are good workers. You always have the losers, but they are everywhere. The real problem with government employment is the guidance for the state and federal levels. When I worked for the state I spent most of my time figuring out how to get my job done with the handcuffs from Annapolis and DC.
