ELKTON — Several people made speeches Friday during the investiture of William W. Davis Jr. inside a packed Ceremonial Courtroom I in the Cecil County Circuit Courthouse.
Although those people had prepared their statements independently of each other, the theme of their speeches was remarkably consistent.
“Will is proof that good things do happen to good people,” declared Maryland Administrative Law Judge Kerwin A. Miller, who had served as this county’s Deputy State’s Attorney and Chief Homicide Prosecutor for the last seven of his nine years here.
