Two Large Incidents Saturday Night In Ocean City Result in Multiple Arrests

 
OCEAN CITY, MD – (July 25, 2016): On Saturday, July 23, 2016, at approximately 9:45 p.m. Ocean City police witnessed a male, who was later identified as Kevin D. Rusten, 26, of Silver Spring, MD, kick a public trash can and push it to the ground. Rusten then kicked the trash can into the center of the crowded Boardwalk in the area of 1st Street and Atlantic Avenue. When officers approached Rusten to attempt to place him under arrest, he became aggressive towards officers and a large hostile crowd began to form. Numerous suspects assaulted officers as they attempted to disperse the crowd.
A total of five arrests were made during this incident:
  • Charles J. Mapp, 21, of Accomac, VA
    • Charged with disorderly conduct and obstructing and hindering a police officer.
    • Released on personal recognizance.
  • Jiare C. Darden, 20, of Baltimore, MD
    • Charged with interfering with an arrest, obstructing and hindering a police officer and disorderly conduct.
    • Released on $3,000 unsecured bond.
  • Ogni J. Assimaidou, 20, Potomac, MD
    • Charged with interfering with an arrest and second degree assault to a police officer.
    • Released on personal recognizance.
  • Kevin D. Rusten, 26, Silver Spring, MD
    • Charged disorderly conduct, resisting arrest, two counts of second degree assault on an officer, failure to obey and reckless endangerment.
    • Transferred to the Worcester County Jail on $5,000 bond.
  • Antwan D. English, 21, of Baltimore, MD
    • Charged with obstructing and hindering a police officer, resisting arrest, second degree assault on a police officer and disorderly conduct.
    • Released after posting $3,000 bond.
Later in the early morning hours of Sunday, July 24, at approximately 12:40 a.m. officers observed a large disorderly crowd of over 200 people at 7th Street and the Boardwalk. Individuals in the crowd were yelling profanities and some began throwing bottles and other objects. The crowd was very hostile and aggressive towards officers attempting to disperse the crowd. Dozens of police officers responded to the scene, including officers from the Maryland State Police and Worcester County Sheriff’s Office.
A total of seven arrests were made during this incident:
  • Steven G. Williams, 20, of Baltimore, MD
    • Charged with interfering with an arrest and obstructing and hindering a police officer.
    • Released on personal recognizance.
  • Jayvon M. Jackson, 19, of Silver Spring, MD
    • Charged with second degree assault of a police officer, resisting arrest and failure to obey.
    • Released on personal recognizance.
  • Germane E. Levenbury, 21, of Upper Marlboro, MD
    • Charged with disorderly conduct, failure to obey and interfering with an arrest.
    • Released on personal recognizance.
  • Savanah V. Nelson, 21, of Capitol Heights, MD
    • Charged with disorderly conduct, failure to obey, unlawful assembly which resulted in the disturbance of the peace and resisting arrest.
    • Released on personal recognizance.
  • Nickolet D. Serrano, 19, of Beltsville, MD
    • Charged with disorderly conduct.
    • Released on personal recognizance.
  • Tuflah Davies, 19, of Silver Spring, MD
    • Charged with resisting arrest, possession of a controlled dangerous substance, possession of paraphernalia and disorderly conduct.
    • Released on personal recognizance.
  • A 17-year-old male of Largo, MD
    • Charged with disorderly conduct, failure to obey and obstructing and hindering a police officer.
    • Referred to Juvenile Services and released to his parents.
The Ocean City Police Department and the Town of Ocean City are taking a close look at events that occurred over the weekend on the Boardwalk. While most of our visitors were in town to enjoy a beautiful summer weekend at the beach, a large number of young adults who gathered on the Boardwalk chose to disobey our laws and treat our town without respect. This activity will not be tolerated on our Boardwalk, our beach or anywhere in Ocean City. While no injuries to our law-abiding citizens and visitors were reported, Ocean City expects all visitors to our town to be respectful to others and to obey the laws. The safety of our residents and visitors is, as always, our top priority.

  2. Thank you, Mr. Mayor. Gee, we need more of these fine, upstanding visitors to enhance our family image. Next year, in addition to the regional inner cities, why not advertise in the regional prison systems, too??? They might not smoke cigarettes and they certainly won't be flying anti-Hillary banners. You can make some new friends among them, because you're losing them fast around here.

  3. Why is it that the Ocean City boardwalk usually filled with white people and families and you never hear of this type of behavior. Then you get "this crowd" (as pictured) in town and you have all kinds of problems and riots?????? Oh again, I guess we are picking on them. No they are animals.....

  4. For whatever reason, I checked out the photo lineup and picked out Rusten above the others. Read the body and found he was the rising star that started things off. Most of the trash was released on personal recognizance..lol Another child was released to his parents (was in parents custody when arrested). We sure have a tough judicial system. Guess that is what is expected when it starts at the top. Look at what the candidate for our leader has gotten away with.

  13. Isn't that the truth 3:17. I remember right on this site was an article posted about how OC was going to advertise in the Baltimore market. I even posted how utterly stupid that is. They should be targeting rural areas like Western MD, York Co, Lanc Co PA, Scranton area of PA, areas like Fauquier Co Va and near there and the like. The mayor was even very proud of himself over this ad blitz. Do they not have brains? Do they not use them?

  15. Gone are the days of having fun and feeling safe on the boards. Not one of these individuals had fun intent as defined by a normal OC visitor. They were on the move to bake, shake, and quake the resort area....and mess someone up. Letting them go is no different than letting a rabid dog back out after it bites 50 people on the beach. Only to bite again. Sad.

  20. Wow, lot to respond to on here. First off, as someone who lives about 15 min west of Ocean City in Berlin (unlike quite a few of the people here) please note the following:

    1. These people went out to OC from Baltimore / Silver Spring. They are drunken hooligans not assocated with any BLM movement, even the news is reporting that these people were basically part of a "college weekend" group. Guess what? 72%+ of the "arrests" that happen in Ocean City and the surrounding towns during the Summer (Memorial day through Labor Day) are usually white meth heads from Delaware, Ohio, and PA. Amazing how that works right?
    2. The people trashing Ocean City (claiming the people there are trashy etc etc) can't afford to buy a condo out there, so all the talk about OC being 'trashy' etc. That's probably because you're too dumb to figure out the boardwalk is the LAST PLACE to go in any beach town at night. Which brings me to my last common sense point:
    3. First rule of thumb in ANY beach town - that includes all of New Jersey as well) don't go to the boardwalk LATE at night unless you're looking for: drunk people, obnoxious crowds.

    end of story. With that being said, if you're a racist hick, don't come out here cause you're a fucking embarrassment to the area.

  21. Well thank you to the last poster, who brought some reason to this "discussion." The rest of my fellow citizens have displayed who they are, ugly, ignorant racists. The actions of the criminals was wrong, it was disgusting, the judicial system needs to act. But the actions of those on this board do nothing to advance the cause of a better society. Nothing at all.
