INDICTMENT

The Grand Jurors for the State of Maryland for Worcester County, February Term 2016, do on their oath present:
COUNT I

From on or about November 21, 2014 and through and including on or about November 22,2014, at Worcester County, Maryland, KELVIN SEWELL, late of said County, in violation and perversion of his duties as the duly sworn Chief of Police of Pocomoke City, Maryland to uphold, enforce, and obey the laws of the State of Maryland without partiality or prejudice, did conspire with Lyncll Green to corruptly commit misconduct in office by knowingly, willfully, and intentionally, under the color of his office, interfering with the legitimate investigation of a motor vehicle accident by subordinate police officers for the personal benefit of an acquaintance, Correctional Officer Captain Douglas E. Matthews, in violation of the common law and against the peace, government and dignity of the State..

And the jurors aforesaid upon their oath do further present that..

COUNT II
From on or about November 21, 2014 and through and including on or about November 22,2014, at Worcester County, Maryland, KELVIN SEWELL, late of said County, in violation and perversion of his duties as the duly sworn Chief of Police of Pocomoke City, Maryland, to uphold, enforce, and obey the laws of the State of Maryland without partiality or prejudice, did corruptly commit misconduct in office by knowingly, willfully, and intentionally, under the color of his office, with interfering with the legitimate investigation of a motor vehicle accident by subordinate police officers for the personal benefit of an acquaintance, Correctional Officer Captain Douglas E Matthews, in violation of the common law and against the peace, government and dignity of the State..
