RE: County Employees and Retirees Benefits
There have been numerous media publications regarding suggested compensation and benefit proposals for County employees and retirees. Much of the information being presented is not correct. In an attempt to properly communicate with County employees and retirees as to the accurate status of the County’s personnel system and compensation packages, it is my understanding the concerns are as follows:
County Personnel Manual: The 2003 Wicomico County Personnel Manual of Policies and Procedures (MPPP hereafter) is the County’s legislatively adopted employee personnel manual. The County Council has not adopted any revisions to the personnel manual. The personnel manual project is still in process for updating the 2003 MPPP based on employee feedback. The revisions are being submitted to the County Council, by chapter, upon the completion of any recommended revisions.
Employee Benefit Reductions: There have been no changes to County employee benefits. Furthermore, there have been no recommendations for any changes to employee benefits.
Health Insurance Rate Increase: The active County employee health insurance premium will increase 6.16%. Pre-Medicare retiree’s premiums will increase 14.86%. The increase in premiums are determined by the Health Insurance provider and are based on the members claim rates (actual cost of medical claims). In addition to negotiating a lesser increase in premiums (originally quoted to be over 10% for active employees and over 17% for pre-Medicare retirees), the County is inquiring on various wellness strategies to minimize future health costs without reducing the level of health coverage.
The overall insurance contract went up 6.16% for active employees and 14.86% for Pre-Medicare retirees. Of the total employee/retiree contract, the County will pay 85% and employee will pay 15% (individual coverage). The County will pay 75% and the employee will pay 25% for dependents. The County will pay $939,729 in health insurance cost increases.

Compensatory Time: There have been no changes to compensatory time. Compensatory time is in accordance to the County Personnel Manual (2003). Compensatory time can be earned as follows: a) Exempt up to 80 hours; b) Non-exempt up to 240 hours; and, c) Law enforcement and Corrections up to 480 hours. The County Executive did eliminate Department Heads from accruing compensatory time as they are paid a set salary and are not governed by all provisions of the County Personnel Manual. The County Executive does have the expectation that the Department Heads will prudently manage compensatory and overtime.
County Employee Raises: County employees not governed by the collective bargaining agreement have been budgeted to receive a 3% salary increase effective fiscal year 2017. This raise was proposed before any finalization of health insurance premiums set by CareFirst (or any other benefit premium). Furthermore, the County has implemented the most recent compensation study based on job class over the last several fiscal years. In fiscal year 2014 the Correctional Officer compensation study was implemented to bring the Correctional Officer salaries closer to market. This upcoming fiscal year (2017), the County Executive proposes the implementation of the compensation study for Motor Equipment Operators, Crew Leaders, and Maintenance Workers. These positions were found to be nearly 30% below market. It is the Executive’s goal to continue to re-evaluate employee compensation through studies such as this in upcoming fiscal years in order for the County to increase our marketability and be able to recruit and retain the most qualified workforce.
While there have been no direct inquiries to the Department of Human Resources regarding the accuracies of these concerns, I remind you that the Department of Human Resources has an open door policy to address any and all matters. However, must know the concerns before we can address them. We will make every effort to further educate all employees regarding any personnel matter. Culver needs to learn there is power in open communication instead of being afraid of it. Assuming that the employees and taxpayers either "don't need to know all the details" or he doesn't want any push back, results in rampant rumors. I hope this is a lesson learned that the "man of few words" needs to be a better communicator, including with the Council.
ReplyDeleteAs a taxpayer, I would like to know EXACTLY what the benefit package is for employees. WE(the taxpayers) are paying for almost a ONE MILLION DOLLAR increase in health care costs? Businesses, large and small, are having to reduce benefit packages or re-evaluate cost sharing. I understand the County employees get irate over the thought of any change, and they are taxpayers too; but at some point, fiscal sanity needs to take hold. Where is the tipping point where the County just can't afford more rate hikes without cutting services? With an elected Executive fearing the retribution of the employees at the polls, where does that leave the rest of us? True leadership takes guts and willingness to make tough and unpopular decisions.

ReplyDeleteThis is just another example, in a long line of examples, of Culver not sharing information with the Council, employees or pubic until he is under the gun. Just in the last 3 days or so we've seen damage control on Wor Wic free tuition, this topic and now brewing trouble over the "reorganization" of the law department.
ReplyDeleteThis is not just a failure on Culver's part, but of his executive staff. What purpose does Wayne Strausburg serve? I see NOTHING being handled by him. His salary could help off set some of the increase in health benefits. That may serve a greater good that the contribution he is making (actually not making) now.
So does the 3% raise offset the increase in insurance premiums? That is the question. Are the employees going home in the next FY with less money in their pocket for providing the same services? That would be to know.

They also want to provide a $5,000.00 pay increase EACH for the two employees who work for the Council. Perhaps your local main stream media, (TAKE THE HINT) should investigate the packages that were GIVEN to the employees under Pollitt. It cost you taxpayers MILLIONS and also gave certain special and highest paid employees a retirement package with EIGHTY PERCENT of their full time pay. STOP ragging on Culver people.

5:43, I'm thinking you are talking about CDL drivers. READ the document we have provided. Call Michelle at HR and ASK, she doesn't bite! I know the CDL drivers are looking at a good 30% pay increase. The document also states the County is looking into EVERY department. Funny how some of you want to point fingers at Culver, yet he inherited these salaries from Pollitt and Pollitt only took care of department heads. The document posted states they will be looking at every department but the County can only afford to make pay increases a couple departments at a time.
Finally, this is why I published the article about FREE COLLEGE on Friday. I believe the big question and my whole point of that article was to say, do we pay out for FREE COLLEGE to high school graduates who have NEVER paid any taxes in the County, OR, do we bring hard working County Employees who own homes in the County and pay taxes up to par?
We've already seen an almost one million dollar increase in health care this year. Do YOU expect it to go down next year or the year after? I'd say, park that FREE COLLEGE money by being PROACTIVE in forecasting and protect these employees instead.
I should add, Bob Culver did communicate ALL of this information his budget hearing and meeting, which the Council did NOT show on PAC 14. Again, stop ragging on Bob.

ReplyDeleteOK, since none of you can seem to do the math, let's look at general numbers.
ReplyDeleteExample, $30,000.00 salary, 3% pay increase = $900.00 pay increase.
Health Insurance example, $5,000.00 + 6% increase = $300.00. In the end, according to these samples, $600.00 pay increase.
Does that help you any, or do I need to put it in all capitol letters?
And the employee only pays 15% of the health care coverage so a 6% increase of the employees 15% share is pretty insignificant to the employee.
ReplyDeletethis is pure BULL----. I am a retiree with BC/BS prescription benefits. I am being forced to switch to AARP United Health Care prescription at an unknown cost. OK, the county is claiming its going to be "cheaper" . Yeah, righttttt. They have sent people like me packages and, yes, there is a meeting next week to go over the enrollment. Why the indignation you ask???? I have coronary artery disease and require 2 different drugs to keep my heart from ging into "A-fib". One of those drugs is NOT covered under the new AARP United Health Care prescription program. I am going to have to pay 1/2 of the cost of that one drug alone - the cost???? $600 per refill. Like I can really afford that you dumba--. Oh I called AARP per their suggestion and was told the "regular" brand AND the generic brand are not covered. Without consulting the cardiologist yet I asked her was there any eligible substitute drug that took the place of the one I am currently on. Soooooo, that's going to be interesting. Been on the same heart medication and now after 16 years I am told I have to pay 50% of $1,200 per month (yes, that is another ridiculous story) where before I pay $40.00.

ReplyDeleteIf government employees are PUBLIC servants and their salary is paid for by the PUBLIC (taxpayers), Why are personnel issues like retirement packages and the dollar amount of checks written to retiring or terminated employees for accumulated leave, comp time and accumulated sick leave, considered none of the PUBLIC's business?
Secrecy leads to abuse. It seems there are those who believe the Creamer/Shea and the Pollitt regimes made sweet deals for themselves or cronies. For example, remember the "add 5 years to your retirement" incentive and who took it?
Also, is it true that some current and former Council members have their health benefits through the County? Isn't that a conflict of interest?
I'm also a retiree in a similar situation as 6:59. Besides realizing the increase in drug cost I am disgusted that we were not informed of any of these changes until they were made. Miss Michele should have been having meetings to discuss the possible changes and receiving input but no she thinks she is the smartest person in the room. She treated us like garbage under her feet. I'm thankful for what I have but am tired of HRs treatment.

For you to expect the taxpayers to fund higher premiums with another carrier, that continue to go higher, just to accommodate your particular medical situation is very self-centered.
ReplyDeletePlan F under AARP is considered Cadillac coverage, so from that perspective, you may be getting better health care benefits. I have Plan F that I pay for 100% out of pocket (not like the 15% you pay), so I know of what I speak. If the County's premium has gone down, my guess is you may be seeing a decrease in your portion of the premium too. Unless the County is requiring you to go with AARP drug coverage, what don't you shop around for another company that covers your medication?
Change is hard and times are tough. However, that does not excuse your attack on Michele. You owe her an apology.

Give credit where credit is due. You no longer work for the County. If you want answers and or want to keep up to speed with what's going on, CALL or attend council meetings and work sessions. In the very least have someone in your group of retirees attend and keep you informed.
As I stated earlier, all of this was presented in the budget hearings and meetings. We also informed you they would be hosting a special meeting at the Civic Center this month for any and all questions on the new plan. Stop expecting us, (and yes, it's only Salisbury News keeping you informed) to do all your homework.

On Friday I did an article about FREE college. I stated that as the proposal stood, I DISAGREE with it. That is my right, that is my opinion and unlike all of you, I'm man enough to use my name.
You people act like if I disagree with someone on a particular subject I must HATE them. NO, not at all. I simply DISAGREE.
Now, was Bob upset with me, absolutely. However, he wasn't upset with me because I disagreed with the free college. He was upset because I compared the retiree health insurance to free college and he felt I was mistaken in my message. Tonight we corrected, (or better explained) that package.
Then some of you, (I rejected) asked why Salisbury News got this information when the rest of the media did not. BECAUSE I ASKED FOR IT, IDIOTS. If I am wrong or mislead our viewers, I WANT IT CORRECTED IMMEDIATELY.
So the bottom line is, from time to time I am going to disagree with Bob on certain matters. I am NOTHING like the rest of the media, I don't kiss A$$. I reached out with an article to test the pulse within the community on your feeling on free college and with well over 200 comments I believe the public has spoken.
Finally, it's not like other outlets didn't mention the free college, they did. HOWEVER, because YOU are subjected to put up comments under a registered Facebook name, none of you spoke your peace because of fear of retaliation. If it wasn't for Salisbury News and Anonymous comments, this free college crap would have flown right through because your elected officials would have come back and said, I've heard no negative remarks on it, so we assumed everyone wanted it. That's your LEFT WING MEDIA brainwashing each and every one of you into believing these Facebook comments are how everyone feels and that post I did proves they're full of crap.
The information was communicated to Department Heads and they were to share it with their employees. If there was a problem with current employees receiving the info then they should start within their department. We certainly knew a couple months ago.

Constantly stating "as a taxpayer" gets pretty old and not valid. County employees are taxpayers too. Retirees are not unappreciated and do not feel entitled. They just don't want to be screwed by politics. In the real world not just government jobs there are some business that have the same and even better benefits. I'm sorry you did not include benefits and insurance as part of your decision when you chose your employer, but don't fault others for your decision.

Rick Pollitt didn't run the county into the ground until Bob got elected. Bob is carrying Rick Pollitt's torch and he is screwing over Retirees and current employees. Bob doesn't want employees and their families to have healthcare benefits and neither does 5:25/5:32.

The sheriff's department is in a perfectly good building and they are going to get a brand new multi-million dollar building.

ReplyDeleteFirst, I apologize for any confusion. The prescription market can be tricky. CareFirst has three tiers while AARP has 5. Both have long list of prescriptions that are covered within the tiers. Without knowing your exact medication, Human Resources cannot assist with researching your problem. I encourage you to attend the June 14th meeting and contact the Department of Human Resources, (410) 334-3105, so that we can assist you.

Joe, you are right about the schools and I do support the Sheriff's Office. I am not sure that I agree that the Sheriff's Office needs a new building right away. If there is a dire need for a new building for the Sheriff's Office I don't want the old one tore down because I think it could be of good use to the county. The Elections board maybe? I know whoever built, designed and accepted the new building was wrong about this being a sound building for a law enforcement agency, I do agree with that, but I don't think a hurricane is going to blow it over. If a new building is built it should be a Fort Apache and should still be in the area of the Detention Center. I also don't think the 911 Center should be in the same building. Now if that is what the county decides to do then I say combine the 911 Office with the current Sheriff's Office dispatchers. They should all be one department. The Sheriff should not be second handling 911 calls that are transferred to his office.
Here is another cost saving measure that the county should implement. The Sheriff's Office should take over the control of the County Detention Center. This should be a combined agency and the corrections officers should fall under the sheriff's office and have the opportunity to become deputies. Get rid of the current Warden and his command staff and let the sheriff appoint his people to run the Detention Center.

Culver and Ennis are at least trying to let people know whats going on.
ReplyDeleteThey have a hard ship to steer back into smooth waters after years of behind closed doors salary increases for some departments elite and there best buds.
I really hope they go inside each department and see if the department and deputy department heads meet qualifications as to there job titles. There are some that are to have 4 year degrees in a field they oversee but they have a HSD and thats it and they do nothing as to what the job title call for making 50k plus a year doing as they please per under the old way of doing things.
Bob and Michele have there hands full and there ears will be full if they want to get down to the nitty gritty in each department.
Can't get down to the nitty gritty with someone like Michele. After all, she is the smartest person in the room. Right! LOL So now she is trying to let people know what's going on after she has made the decision without input. I hope Bobby had some input.

ReplyDeleteThat 3% pay will be eaten up by the increase insurance premium. Plus employees will lose more money from the paycheck because of the left over premium. You all are still losing money working.
