But don't think for a moment that this kind of thing is exclusive to PA.
I was in PA once, and saw a car with a plywood bumper.Later, I asked a mechanic friend from PA how that car could be on the road. His response was that PA requires a bumper, but does not indicate how the bumper should be constructed.This does not surprise me one bit.
This guy was born here on the shore and moved later to PA.
