Justin K. Oakley turned himself into detectives Tuesday May 10, 2016 after the Troop 4 Financial Crimes Unit received a forensic audit from the State of Delaware Office of Auditor of Accounts. This audit indicated former Millville Volunteer Fire Department Treasurer, Justin Oakley, had conducted over $190,000.00 in personal transactions using fire department funds, while acting as the organization’s treasurer between January 1, 2012 and June 30, 2015. The information came to light after Oakley admitted to Millville volunteer officials in a meeting around May of 2015 that he used the company’s money for personal transactions.
Justin Oakley was charged with Theft over $100,000.00 and 100 counts of Falsifying Business Records. He was arraigned at JP3 and released after posting $12,500.00 secured bond.

This is a shame....these small Volunteer Fire Departments forget the most important business accounting rule...check and balance, every transaction needs two signatures and a quarterly audit of all accounts....proper payment approval of all checks to be written and/or checks cashed to proper payees. SADLY, you could audit two-thirds of these organizations across Delaware and Maryland and you will find the same thing.....at some point people lose sight of trying to serve the public and get into what they perceived as an entitlement!

ReplyDeleteI wouldn't have thought any of the stations would have that kind of money to steal. The perception given by them is need mo money....to purchase parade vehicles, etc.

ReplyDeleteFirst of all I don't think anyone knows how much an ambulance or firetruck costs, what he stole isn't a drop in the bucket to what things cost to keep you safe. Absolutely there should be more checks and balances and many departments do a great job at that, in the future I am sure their department will be no exception!! But for people to sit back and think that's a lot of money in the fire service obviously know nothing about the fire service. A full set of gear runs over 5k. Blows my mind that people think all that money just sits around gaining interest and they just ask for more and more.

This dude was certainly wrong in what he did, and the fire department is wrong too for not having a proper accounting system. However if you think that you can buy two ambulances for $190,000 then you are sadly mistaken. The average price for an unequipped type 1 F-350 box ambulance is between 185,000-205,000. Delmar, Sharptown, West Side, and Parsonsburg have all bought type 1 F-350 box ambulances within the last 3 years and every single one of them was in this exact price range.

ReplyDeleteAnd I'm sure I could find two $95k ambulances in good, serviceable condition in a couple of hours' search time. You must think the only route today is to only buy the newest, fastest, most whistles and bells model that could possibly be made?
