It's like putting the cart in front of the horse! New paved roads being torn up because they didn't fix the problems underneath.

  5. It's actually a sewer clog. Old infrastructure had collapsed. I was just there. Yes the just paved it, but you can't control the unseen below ground.

  8. DUH! That's the point. OLD infrastructure! Why not have repaired or replaced that BEFORE replacing sidewalks, streets, etc.
