BALTIMORE (WJZ) — Marylanders are weighing in on who is likely to be at fault in violent police encounters.

The man at the center of one struggle with police last month is charged with assaulting the officers. Also last month, an officer was charged with assaulting a man during an arrest. Two examples of incidents escalating to violence.

SALISBURY - Today, the Walmart Foundation announced it will provide a $50,000 grant to Salisbury Neighborhood Housing Services (SNHS) through the Foundation’s State Giving Program. The grant will support the nonprofit’s overall mission to increase homeownership in underserved and distressed communities throughout the city of Salisbury. The $50,000 donation will specifically go toward offsetting operating costs associated with the SNHS’ foreclosure, pre-purchase, financial fitness and credit & budget counseling services.

A Cleveland couple is fighting to get their newborn daughter back after she tested positive for a byproduct of marijuana when the hospital issued a drug test without the parents’ permission.
Hollie Sanford told WJW-TV that she suffered from debilitating morning sickness and extreme sciatic nerve pain while she was pregnant with her new daughter, Nova. Doctors initially prescribed opiates, but she and her husband were worried not only about a possible addiction to the drug but also the affects it could have on their unborn child.
So the couple, who also have a son, researched medical marijuana and opted to try a medicinal marijuana tea as a safer and more natural way to quell her pain.

Governor Larry Hogan Reopens Maryland State Police Barrack "J" in Annapolis
Fulfills Promise Made During Legislative Session
ANNAPOLIS, MD – Governor Larry Hogan today joined Maryland State Police Superintendent Colonel William Pallozzi to officially reopen the Maryland State Police Annapolis Barrack. To mark the occasion, the governor presented Colonel Pallozzi with keys to the barrack, in front of an audience that included retired and current troopers who had previously worked at the barrack, as well as other local and state allied law enforcement officials.
In reopening the barrack, Governor Hogan fulfilled a promise made during the 2015 legislative session, and reaffirmed the administration’s commitment to making sure that the Maryland State Police remains among the most effective, trusted, and respected police force in the United States. Earlier this year, Governor Hogan also budgeted for the State Police to hire 100 new troopers, 50 of whom are currently in training.
“Our administration is committed to making sure Maryland's Finest have all the resources they need to continue their excellent service,” Governor Larry Hogan said. "Reopening Barrack 'J' is a step in the right direction, and will allow our police to better serve the citizens of Annapolis and the state at-large."
Governor Hogan originally announced the administration’s plan to reopen the barrack at Colonel Pallozzi’s swearing-in ceremony in March. Today’s announcement marked the beginning of Maryland State Police around-the-clock operations at the Annapolis barrack. Road patrol troopers, criminal investigators, and other State Police personnel are currently working out of the barrack, and a duty officer is now present at the barrack at all times. Although the Annapolis barrack was first opened in 1972, it was later closed in 2008 by the previous administration.

Many Americans confuse this holiday with Memorial Day, which honors service members who died in service to their country or as a direct result of injuries incurred while in battle. Experts Decipher Message on Jar Found Where David Killed Goliath… Confirms Key Part of Scripture
After three years, Israeli archaeologists have pieced together several ceramic fragments uncovered during a dig in the Valley of Elah, a place best known for the battle between David and Goliath as described in 1 Samuel.
The Israeli Antiquities Authority made an announcement Tuesday about the discovery and deciphering of the ancient text found on a 3,000-year-old jar reconstructed from the fragments.
Yosef Garfinkel from Hebrew University’s Institute of Archaeology and Saar Ganor of the Israel Antiquities Authority led an excavation in 2012 during which time the archaeologists foundpotsherds with individual letters of Canaanite script inscribed on them.
The individual potsherds were then carefully pieced together and experts in the language were able to decipher the text which spelled out a name: Eshba’al Ben Bada’.
What makes this find so significant is that, according to the Israeli researchers, this was the first time an inscription of “Eshba’al” — which appears in the Bible — has been found in an archaeological excavation in Israel.

Countdown: District Has 30 Days to Change Transgender Student Locker Room Policy or Lose Federal Funds
Uncle Sam isn’t going to let schools place certain restrictions on how transgender students use a single-sex locker room.
A school district near Chicago, Palatine 211, provides numerous accommodations for transgender students. The district calls the students by requested names, honors selected gender (including allowing them to play on the sports teams of the gender they identify as belonging to), and permits them to use single-sex bathrooms, since stalls ensure privacy.
But the federal government has decided the district is still guilty of violating Title IX, the law prohibiting sex-based discrimination, over certain locker room restrictions.
“District 211 is not excluding transgender students from their gender-identified locker room,” said district superintendent Daniel Cates in a statement. “Though our position has been inaccurately reported, a transgender student may use his or her gender-identified locker room simply by utilizing individual measures of privacy when changing clothes or taking showers.”

This annual award is presented by the Maryland Rural Health Association, a nonprofit organization that educates and advocates for the optimal health of rural communities and their residents.
Mrs. Brewster was nominated by Wicomico County Executive Bob Culver for her active involvement in numerous community programs and her service on numerous state level committees such as the State Drug and Alcohol Council, an appointment by the Governor. Mrs. Brewster has played an instrumental role in development of programs that directly impact the health of county residents. After developing jail mental health programs in Wicomico and Dorchester counties, Lori led the merging of Wicomico mental health and substance use programs into an integrated behavioral health program. Lori also established programming to address heroin issues in the community and programs to reduce hypertension and diabetes, both of which were identified as public health issues through a Community Health Assessment.

Over the last week, the hacktivist group known as Anonymous has been saying that they will expose some 1,000 United States politicians who have ties to the KKK.
On Monday morning, just past midnight, the hackers made true on their “threat.”
In a video posted to the We are Anonymous Facebook page Monday, the group began to release the names of those they claim have ties to the KKK.
In the video, Anonymous states that they are not going to release the home addresses of the politicians in fear of violent retaliation against the accused racists. But the group did release the politicians’ full name, the municipalities in which they work, and the addresses of their political offices.
While the video doesn’t come close to the promised 1,000 names, Anonymous did release a partial list.
It is rumored that Anonymous plans to release all the names on the 5th of November, also known as Guy Fawkes Night. Anonymous is synonymous with Guy Fawkes as the popular mask is used to shield the faces of its members during their broadcasts and protests.

‘World’s most expensive gas station’ cost taxpayers $43M
American tax payers are on the hook for a $43 million gas station constructed in Afghanistan — a price tag that’s about $42.5 million higher than it should’ve been, and the Department of Defense can’t explain why, according to a new government report.
“The DOD charged the American taxpayer $43 million for what is likely the world’s most expensive gas station,” Special Inspector General for Afghanistan Reconstruction (SIGAR) John Sopko said, ahead of the release of the SIGAR report today. “DOD spent $43 million on the gas station, without determining it would be a good idea, and now claims it knows nothing about the project.”
The SIGAR report details the planning and construction of a compressed natural gas (CNG) station in the Afghan city of Sheberghan, part of a larger Downstream Gas Utilization Project designed to take advantage of Afghanistan’s natural gas reserves. The gas station itself was meant to prove that CNG stations were a viable alternative to imported petroleum for Afghan vehicles.
SIGAR found that in other countries, for example in Pakistan next door, the total cost for constructing a CNG station can be up to $500,000 — not the astronomical $43 million the DOD paid.

“The DOD charged the American taxpayer $43 million for what is likely the world’s most expensive gas station,” Special Inspector General for Afghanistan Reconstruction (SIGAR) John Sopko said, ahead of the release of the SIGAR report today. “DOD spent $43 million on the gas station, without determining it would be a good idea, and now claims it knows nothing about the project.”
The SIGAR report details the planning and construction of a compressed natural gas (CNG) station in the Afghan city of Sheberghan, part of a larger Downstream Gas Utilization Project designed to take advantage of Afghanistan’s natural gas reserves. The gas station itself was meant to prove that CNG stations were a viable alternative to imported petroleum for Afghan vehicles.
SIGAR found that in other countries, for example in Pakistan next door, the total cost for constructing a CNG station can be up to $500,000 — not the astronomical $43 million the DOD paid.

Adams County rancher shot and killed by deputies
COUNCIL, Idaho -- Idaho State Police are investigating after a Council rancher was shot and killed Sunday by deputies with the Adams County Sheriff's Office.
The incident began when a Subaru station wagon crashed into a bull on US 95 north of Council at about 6:45 p.m. Emergency responders and Adams County deputies responded and were working to extricate the two people inside the car. Adams County Sheriff Ryan Zollman said the bull, which was injured in the collision, started charging at emergency responders and other vehicles.
"The bull was very agitated and was aggressive to emergency services, as well as the other cars coming up and down the highway," he said.
Deputies were getting ready to put the animal down when the bull's owner, 62-year-old Jack Yantis, arrived on the scene with a rifle. Zollman said dispatchers had called Yantis after the crash, telling him that the bull that was hit appeared to be his, and was down on the highway near his house.
What happened next is still under investigation, but Zollman said there was an altercation and Yantis and both deputies all fired their weapons.

Court documents in the killing of a missing Baltimore man whose body was found on the Eastern Shore last week show he was fatally stabbed in Baltimore County while with friends, who later moved his body.
Damon Jennings, 22, a stylist, was reported to have been last seen Oct. 15 with friends leaving a restaurant in Baltimore County, and was missing for two weeks until his body was found Friday on a rural roadside in Eden, Md.
Those friends have now been charged in his killing. Elijah Carroll, 22, and Jazzmine Morton, 21, are charged with first-degree murder and they are being held without bond in Baltimore County. State police said a third person, Kevin Nixon, 22, was charged with accessory after the fact to second-degree murder and is being held in Somerset County on $100,000 bond.

Religious Accommodation, or Political Favoritism?
For the Obama administration, some religious accommodations are, to borrow a phrase, “more equal than others.”
In Illinois, a jury awarded two Muslim truck drivers $240,000 in damages and back pay after their claims that being forced to transport alcohol constituted religious discrimination were upheld by U.S. District Court Judge James E. Shadid, a Barack Obama appointee. The Somalian Muslims, Mahad Abass Mohamed and Abdkiarim Hassan Bulshale, worked for the Star Transport trucking company based in Morton, Illinois, and were fired in 2009.
Shadid made his ruling in March, when Star Transport admitted liability. Yet the most telling element of the case was that both men were represented by the U.S. Equal Employment Opportunity Commission (EEOC), which took up the case in 2013.
The EEOC asserted Star Transport had violated Title VII of the Civil Rights Act of 1964, which requires accommodations for employees' religious convictions provided those accommodations do not present an “undue hardship.” The EEOC insisted its investigation revealed the trucking company “could have readily avoided assigning these employees to alcohol delivery without any undue hardship, but chose to force the issue despite the employees' Islamic religion.”
A jarring note of boasting was added by EEOC General Counsel David Lopez following the decision:
“EEOC is proud to support the rights of workers to equal treatment in the workplace without having to sacrifice their religious beliefs or practices,” he said. “This is fundamental to the American principles of religious freedom and tolerance.”

Kirsten Powers, a Democratic pundit, recent convert to Catholicism and author of the book “How the Left Is Killing Free Speech,” said at the event that she does not understand why Muslims can oppose same-sex marriage and not be targeted by the Left for it, but calling out Christians for their beliefs is acceptable.

The large piece of land known as the Davis-Taylor farm and the adjacent Beach Club Golf Course were both featured in a trustees’ sale hosted by Atlantic Auctions at the Atlantic Hotel Oct. 30. The farmland brought $1.25 million while the golf course brought $1.3 million. Both properties were purchased by investors from across the Bay Bridge.
“I have no plans yet,” said Adham Abouassali, the Frederick resident who purchased the farmland. “I was interested in it because it’s incorporated with the town.”
Abouassali was the winning bidder on the 245-acre piece of farmland, which is made up of four smaller parcels north of Route 50. In all, the land was advertised to contain 191 tillable acres, 160 acres zoned industrial and a remaining 85 acres zoned residential.

In a pitch for criminal justice reform, Sally Quillian Yates said it's "part of our social responsibility as citizens" to ease convicted criminals' transition from prison to a productive life -- and that includes a willingness to hire them.
"While some companies have demonstrated a willingness to look past an applicant’s criminal history, there are more employers who won’t even give an ex-offender a chance to compete. Beyond job opportunities, we need more businesses to take an active role in the re-entry process. We need companies to partner with prisons and re-entry programs, to help ex-offenders move seamlessly from prison life to a productive life.
"Building safe communities is not solely the responsibility of law enforcement. We all have an obligation, as citizens, to give those returning to society an opportunity, just a fighting chance, to live the lives we have.
"So I challenge – and you should challenge – businesses and individuals to see this as part of our social responsibility as citizens – as a necessary step to create a safer and more stable society. It is possible, but only if we convince them to think differently."

CNBC’s debate moderators have famously come under fire for questions, statements and a tone that were obnoxious. They were. The moderators seemed intent on trivializing the field. When you say, “Candidate A, you have criticized Candidates B and C, turn to them now and tell them why they’re dopes,” you are presenting yourself as the puppet master and them as puppets. They must either attack their colleagues as instructed and look weak, or push back against the moderator in a way open to charges of defensiveness and cynicism. They can’t win. (Though later one did.)
There’s nothing wrong with mischief from debate moderators, but this was dumb mischief, plonkingly obvious in its ideological hostility. What’s your greatest weakness? Should fantasy football be regulated? These questions were merely shallow.

Montgomery County park slaying prompts review of suspect’s parole
The two young men arrested in connection with an Oct. 8 slaying in a Montgomery County park have lengthy arrest records.
One of the men was on parole at the time of the killing. The other received what a Montgomery judge called “an extremely light” sentence in 2011 after being accused of choking a man, robbing him and trying to toss him off a second-floor balcony.
It is impossible to say whether the suspects, Earl Bennette, 24, and Shante Gladden, 22, should both have been behind bars on Oct. 8. Cases against them included an important witness backing out and challenges in knowing exactly what happened when crimes occurred. But in Bennette’s past, key moments when he could have been sent back to state prison came and went.

It’s an issue that’s close to her heart, but the argument she uses is not new. It’s the same line that is touted by the mayors of other cities, mostly in the Rust Belt, like Baltimore, Minneapolis, Detroit and Pittsburgh.
They crave a steady flow of new immigrants and refugees, they say, because their economies depend on it. Too many of the native-born middle class whites have long since departed for the suburbs.
Baltimore, for instance, has lost a third of its population since 1950. Detroit has lost almost half of its population, and Pittsburgh has also struggled.

The Justice Department and U.S. Department of Housing and Urban Development Announce New Juvenile Re-Entry Assistance Program
New Re-Entry Program Aims to Reduce Barriers to Public Housing, Employment and Educational Opportunities
In an effort to reduce barriers for justice-involved youth, the U.S. Department of Justice and the U.S. Department of Housing and Urban Development (HUD) today announced a new Juvenile Re-Entry Assistance Program: a $1.7 million initiative to help Public Housing Authorities (PHAs) and legal assistance organizations address challenges to housing and employment among justice-involved individuals.
Through the Juvenile Re-entry Assistance Program (JRAP), DOJ and HUD are working collaboratively to help individuals that have paid their debt to society rehabilitate and reintegrate back into their communities. This program specifically excludes those who are convicted of making methamphetamine drugs, sex offenses or domestic violence.
"The Department of Justice is committed to giving justice-involved youth the tools they need to become productive members of society," said Attorney General Loretta Lynch. "Providing meaningful support through housing opportunities, prevention programs and other critical services is vital to our ongoing efforts to reduce recidivism, promote public safety and foster positive results in communities across the country."
As Benghazi inquiry fades, Clinton still faces legal questions about emails
WASHINGTON Hillary Clinton appears to have overcome an investigation of her role in the 2012 deadly attacks in Benghazi, Libya, but she still faces a months-long FBI inquiryinto the handling of sensitive information while she was secretary of state.
The FBI’s Counterintelligence Division, which opened its review this summer afterclassified information was found in emails transmitted over Clinton’s private email server,is under pressure to act quickly, as Clinton is in the midst of running for the Democratic nomination for president in 2016.
Attorneys who have handled classified information cases say the bureau, initially asked to examine whether Clinton’s arrangement compromised national security secrets, ultimately will have to consider whether she and her aides failed to sufficiently safeguard sensitive information.
They disagree about whether there’s enough evidence to prosecute her or her aides for sending and receiving government messages over the personal email system. routed through a private computer server in the basement of her New York home.
But most who spoke to McClatchy say it’s unlikely the former first lady, senator and Cabinet secretary will face charges because of her high profile and the hurdle to prove she knew the emails contained classified information when she sent them to others.
“She’s too big to jail,” said national security attorney Edward MacMahon Jr., who represented former CIA employee Jeffrey Sterling in 2011 in a leak case that led to an espionage prosecution and 3½-year prison term. He cited a pattern of light punishments for top government officials who have mishandled classified information while lower level whistleblowers such as Sterling have faced harsh prosecutions for revealing sensitive information to expose waste, fraud or abuse in government.

Judicial Watch has released new State Department documents that raise more questions about the September 11, 2012, terrorist attack on the U.S. Special Mission at Benghazi, Libya. The documents show the White House contacted YouTube over an Internet video as one of its first moves after the initial attack.
The documents, from the agency’s Bureau of Diplomatic Security, were provided to Judicial Watch in response to a court order in a Freedom of Information Act (FOIA) lawsuit filed in the U.S. District Court for the District of Columbia on October 16, 2014, (Judicial Watch v. U.S. Department of State (No. 1:14-cv-01733)). The lawsuit seeks “any and all logs, reports, or other records” the Washington-based Diplomatic Security Command Center produced between September 10, 2012, and September 13, 2012, relating to the terrorist attack on the U.S. compound in Benghazi, Libya.”

Democrats Call For Restoring $68M In Education Funding
ANNAPOLIS, Md. (AP) — Maryland Democratic leaders on Monday called on Republican Gov. Larry Hogan to restore about $68 million in education funding, saying the state’s revenues have turned out better than expected with a $320 million surplus this fiscal year.
House Speaker Michael Busch and Senate President Thomas V. Mike Miller said the surplus means it’s wrong for the governor to refuse to spend $68 million that lawmakers set aside in the last legislative session to fully fund an education funding formula that steers more money to parts of the state where education costs more.
“We’re asking the governor to take the money that’s already been appropriated by the Maryland General Assembly, release it to the school systems, let them use it in the classroom, make sure the resources are there for every child in the state of Maryland,” Busch, D-Anne Arundel, said.
Miller said while he considers the governor a friend, he was standing against Hogan’s position not to spend the money.

Voter ID laws have been challenged because liberal Democrats deem them racist. I guess that’s because they see blacks as being incapable of acquiring some kind of government-issued identification. Interesting enough is the fact that I’ve never heard of a challenge to other ID requirements as racist, such as those: to board a plane, open a charge account, have lab work done or cash a welfare check. Since liberal Democrats only challenge legal procedures to promote ballot-box integrity, the conclusion one reaches is that they are for vote fraud prevalent in many Democrat-controlled cities.
There is another area where the attack on ballot-box integrity goes completely unappreciated. We can examine this attack by looking at the laws governing census taking. As required by law, the U.S. Census Bureau is supposed to count all persons in the U.S. Those to be countedinclude citizens, legal immigrants and non-citizen long-term visitors. The law also requires that illegal immigrants be a part of the decennial census. The estimated number of illegal immigrants ranges widely from 12 million to 30 million. Official estimates put the actual number closer to 12 million.
Both citizens and non-citizens are included in the census and thus affect apportionment counts. Counting illegals in the census undermines one of the fundamental principles of representative democracy — namely, that every citizen-voter has an equal voice. Through the decennial census-based process of apportionment, states with large numbers of illegal immigrants, such as California and Texas, unconstitutionally gain additional members in the U.S. House of Representatives thereby robbing the citizen-voters in other states of their rightful representation.

UPPER MARLBORO, Md. (WUSA9) -- Prince George's County's top prosecutor has sparked controversy by blaming a spike in murders on Maryland's 2014 decriminalization of possession of small amounts of marijuana.
Now, Maryland State's Attorney Angela Alsobrooks is refusing to be interviewed to explain her comments. A spokesman said her ideas on decriminalization and violence are only theories that have not yet been proven by crime statistics.
Alsobrooks' comments fly against popular opinion. Decriminalization, which reduces possession of small amounts of marijuana to the level of a traffic ticket, is supported by a majority of Marylanders. The measure is particularly popular in Prince George's, where there is concern that the lives of too many African-American young men have been derailed by low-level, non-violent drug convictions.

Troopers Investigate Vehicle Crash Involving a School Bus
Milford, DE – Troopers are investigating a vehicle crash that occurred south of Milford early this morning involving a Milford School Bus.
The incident occurred around 6:45 a.m. today, Tuesday November 3, 2015, as Wendy Lewis, 47 of Milford, was operating a 2005 Chevy Tahoe southbound on Old Shawnee Road in the area of Brook Lane directly behind a school bus. Chelsea Carr, 27 of Milford, was operating 2008 IC Corp School Bus and was stopping to pick up students at the next bus stop. As the bus lights were transitioning from yellow to red, the Tahoe failed to stop and struck the rear of the bus with the front bumper.
Wendy Lewis was transported to Milford Memorial Hospital by EMS where she was treated for non-life-threatening injuries. She was cited for Inattentive Driving and no seatbelt.
Chelsea Carr and one student,16 of Milford, on board the bus were uninjured in the collision.
