MIKULSKI PRAISES PRESIDENT'S COST-OF-LIVING ADJUSTMENT FOR FEDERAL EMPLOYEES IN 2016
As Vice Chairwoman of the Senate Appropriations Committee, Senator fought to protect federal employee COLA in FY16 Financial Services Appropriations bill
WASHINGTON – U.S. Senator Barbara A. Mikulski (D-Md.), Vice Chairwoman of the Senate Appropriations Committee, today praised President Obama’s Alternative Pay Plan providing for a Cost-of-Living Adjustment (COLA) for federal employees in January 2016.
“I’m pleased that President Obama has issued an Alternative Pay Plan providing for a COLA for federal employees in January 2016. This modest COLA would go a long way in recognizing the value of federal employees and further bring to a close years of pay freezes,” Senator Mikulski said. “I’m proud to fight on the front lines on behalf of federal employee pay just as federal employees work on the front lines each and every day on behalf of the American people. Federal employees have been undervalued and underappreciated for too long. Each and every day, federal employees stand up for America. That’s why I will continue to stand up for federal employees.”
Based on the President’s action, members of the military will receive a 1.3 percent COLA. Federal civilian employees nationwide will receive a one-percent COLA. In addition, those federal civilian employees living in more costly economic regions also will receive a locality pay adjustment.
Locality pay was established to provide parity between Federal and non-Federal salaries in areas where non-Federal pay exceeds Federal pay by more than five percent. Nationwide, this pay is set among 32 locality-pay areas to take into account the regional differences in salaries and wages. Locality pay has been frozen since 2010.
As Vice Chairwoman of the Senate Appropriations Committee, Senator Mikulski successfully worked to ensure no provision would be included in the fiscal year (FY) 2016 Financial Services Appropriations bill to block the President’s proposed January 2016 cost of living increase. This builds on Senator Mikulski’s successful fight to include a one-percent COLA for both blue collar wage-grade and General Schedule (GS) scale federal employees in the Consolidated and Further Continuing Appropriations Act of 2015.
Maryland is home to the headquarters of 20 major federal agencies, from the Social Security Administration to the Food and Drug Administration. More than 300,000 federal employees and retirees live and work in Maryland, serving the nation and serving the world.

Comedian George Carlin is known as one of the most controversial and outspoken entertainers of his time, and as far as the government is concerned, he could have possibly been a terrorist.
Carlin was not a violent or criminal person in any way, but he said things during his routines that struck at the root of the problems in our society. He went into great detail about corruption in government and business.
During the 1978 Supreme Court case, FCC v Pacifica Foundation, the government cited Carlin’s work as an example of profanity. They used his “Seven Dirty Words” segment to show the type of language that was being used in records and broadcasts. However, the government’s interest in his work did not stop there.
Just after his 1969 appearance on the Jackie Gleason show, Carlin caught the attention of the FBI because he made jokes about then-FBI chief J. Edgar Hoover. According to the government, Carlin had “referred to the Bureau and the Director in a satirical vein.”
They added that his act was “considered to be in very poor taste” and “it was obvious that he was using the prestige of the Bureau and Mr. Hoover to enhance his performance.”

Gun control groups accused of ‘swatting’ open-carry permit holders, putting lives at risk
Second Amendment groups are accusing the gun control lobby of putting law-abiding owners of firearms in danger by urging people to call the police on anyone carrying a gun in public.
As more states relax rules about open-carrying of guns, the Coalition to Stop Gun Violence has taken to social media to urge the public to assume gun-toters are trouble, and to call the cops on anyone they feel may be a threat.
“If you see someone carrying a firearm in public—openly or concealed—and have ANY doubts about their intent, call 911 immediately and ask police to come to the scene,” the group wrote on its widely followed Facebook page. “Never put your safety, or the safety of your loved ones, at the mercy of weak gun laws that arm individuals in public with little or no criminal and/or mental health screening.”

REPORT: LGBT RAINBOW HATE-FLAG FOUND IN WDBJ KILLER’S VIRGINIA APARTMENT
The Daily Telegraph has learned that “police reportedly confiscated a gay pride flag” from the apartment of Vester Lee Flanagan Wednesday. In an apparent hate crime, Flanagan is the 41 year-old black journalist who murdered two white Virginia reporters on live television Wednesday morning before turning his gun on himself.
In a manifesto faxed to ABC News, Flanagan, an Obama-supporter, claimed that his motive involved a “race war.” Flanagan was black and gay and apparently angered by the fact that he had been a victim of racism and homophobia at the hands of “black men and white women.”
Both of Flanagan’s intended victims were straight.

Mandel lies in repose at Maryland State House
ANNAPOLIS, Md. — Gov. Larry Hogan and other Maryland officials received family members of former Gov. Marvin Mandel at the Maryland State House.
Mandel, who died Sunday, will lie in repose at the capitol for a public viewing from 10 a.m. to 8 p.m. on Wednesday in Annapolis.
The viewing is open to the public.
Mandel was 95.

Rand Paul Promises To Shut Down NSA Data Center If He Becomes President
Republican Senator Rand Paul has been one of the few vocal critics of the U.S. government’s spying programs. He’s the only presidential candidate that has made NSA spying a central topic of their campaign.
NSA spying is so important to Rand that he’s promised to shut down the NSA data center if he becomes president. After he stops the indiscriminate collection of Americans’ data, he’ll convert the data center into a “Constitutional Center” where the Fourth Amendment will be studied.

Front-yard sex between 2 older Michigan men leads to child porn bust
COLDWATER, Mich. (WWMT) — Outdoor sex between two older men lead to a child porn bust in Michigan.
One of those men is behind bars facing felony charges for allegedly having dozens of pictures of child pornography.
While one suspect was just arraigned on the child pornography charges Wednesday morning, this all started months earlier when someone in Coldwater spotted their neighbors having sex in their front yard, pulled out their phone and got it all on camera.

Police Cruiser Hit by Gunfire, Crashes, Catches on Fire; Search for Suspect Underway
A Massachusetts police cruiser crashed and caught fire after it was struck by gunfire Wednesday afternoon, and now police are looking for the gunman.
The incident occurred at approximately 3:00 p.m. in the town of Millis, about 20 miles southwest of Boston, according to Massachusetts State Police.
Shepard Smith reported that police have confirmed that an officer was in the vehicle when it was struck by at least one bullet. The officer then ran his car off the road and crashed it, causing the vehicle to catch fire.
Police have said they are not aware of any injuries at this time.

More than half of the nation's immigrants receive some kind of government welfare, a figure that's far higher than the native-born population, according to a report to be released Wednesday.
About 51% of immigrant-led households receive at least one kind of welfare benefit, including Medicaid, food stamps, school lunches and housing assistance, compared to 30% for native-led households, according to the report from the Center for Immigration Studies, a group that advocates for lower levels of immigration.
Those numbers increase for households with children, with 76% of immigrant-led households receiving welfare, compared to 52% for the native-born.
The findings are sure to fuel debate on the presidential campaign trail as Republican candidates focus on changing the nation's immigration laws, from calls for mass deportations to ending birthright citizenship.

Daily Marijuana Use Amongst College Students On The Rise
BALTIMORE (WJZ) — A new study on college marijuana use is cause for concern. Researchers found daily marijuana use among college students is on the rise, even surpassing cigarette use.

According to that study out of University of Michigan, 1 in every 17 college students admits to using marijuana almost every day.

IRS: New York Lost Most Tax Paying Residents In 2013
More taxpaying residents left New York than any other state in the nation, IRS migration data from 2013 shows. During that year, around 115,000 New Yorkers left the state and packed up $5.65 billion in adjusted gross income (AGI) as well.
Americans for Tax Reform (ATR) notes, “This new data shows that New York will remain America’s ‘Biggest Loser,’ having lost nearly 1.6 million taxpayers between 1985 and 2013. Those residents took with them more than $80.8 billion in annual AGI.”
“The phenomenal failure of New York to retain taxpayers and businesses is directly related to its uncompetitive tax and business climates. By some measures, New Yorkers face the greatest tax burden of any state in the nation.”

March For Life Beats Obama Admin In Birth Control Challenge
A federal court prohibited the Obama administration from forcing a pro-life nonprofit to insure “abortion-inducing” contraceptives Monday, in what is the first exemption from the mandate granted to a secular organization.
March for Life, which holds a pro-life rally every March in Washington, D.C., filed suit against three federal agencies last year, demanding an exemption from the mandate. It requires employers to provide insurance coverage for 20 FDA-approved contraceptives at no extra cost to the employee — including birth control pills March for Life and other pro-lifers believe are a form of abortion.
A D.C. District Court sided with March for Life Monday, signaling organizations that are not overtly religious can be exempted from the mandate, in addition to those which fall under a religious exemption put in place.

BALTIMORE —Baltimore police said two men and a woman assaulted a contractor unloading his work van Tuesday morning.
According to police, the assault occurred in the 5300 block of St. Albans Way in the Northern District at about 10:30 a.m.
The victim said he noticed three people, one of whom was inside his van. When he confronted them, one of the suspects assaulted him and stole items from the vehicle. The victim observed the suspects getting into a white minivan, followed them and grabbed one of the window frames as they fled.
The victim was dragged about 40 feet, police said.
Both male suspects are described as African American, about 6 feet to 6 feet 2 inches, believed to be between late 20s and 40s. Both had short hair, and one had short twists in his hair.

A soldier pins a boy down and is assaulted by his family: The scene might have gone unnoticed if not for footage that has turned it into another weapon in the Israel-Palestinian war of perception.
Palestinians see it as proof of Israel's abuses in the occupied West Bank, while many Israelis say the soldier fell into a media trap laid by activists.
The incident played out on Friday in the Palestinian village of Nabi Saleh and footage of it has since gone viral, generating a bitter debate both online and off.
As is often the case when it comes to the conflict between Israelis and Palestinians, there has been little room for middle ground.

Federal funds to allow 28 Maryland law enforcement jurisdictions to purchase 368 bulletproof vests
WASHINGTON – U.S. Senator Barbara A. Mikulski (D-Md.), Vice Chairwoman of the Senate Appropriations Committee and the Commerce, Justice, Science, and Related Agencies (CJS) Subcommittee, which funds the Department of Justice (DOJ), today announced that law enforcement agencies in Maryland will receive $142,594 for the purchase of bulletproof vests.“Police protect our homes and communities, and the federal government has a responsibility to protect them by providing them with the tools they need to do their jobs safer and smarter,” Senator Mikulski said. “Every day when our first responders report for duty, they don't know what they will face. These funds in the federal checkbook will help protect our protectors when they put their lives on the line to keep us safe. I will continue to fight for the equipment, training and staffing our protectors and communities deserve.”
The grants are awarded through the DOJ’s Bulletproof Vest Partnership (BVP) program within the Bureau of Justice Assistance (BJA). In Maryland, 28 different jurisdictions are receiving these funds to support the purchase of 368 new bulletproof vests. Nationally, BJA is awarding $18.2 million to nearly 4,000 jurisdictions to help purchase 49,000 vests.
The BVP is a critical resource for state and local jurisdictions that saves lives. Since 1999 it has awarded a total of $393 million in federal funds to more than 13,000 jurisdictions for the purchase of over one million vests (1,197,348 as of December 2014). Based on data collected and recorded by BJA staff, in fiscal year (FY) 2012, protective vests were directly attributable to saving the lives of at least 33 law enforcement and corrections officers in 20 different states – an increase of 13.7 percent over FY 2011.

Former Maryland Gov. Martin O'Malley used the "junk" furniture he purchased from the governor's mansion to furnish his new house in Baltimore's Homeland neighborhood — a move criticized Tuesday by the head of the Maryland Republican Party.
O'Malley, a Democratic candidate for president, and his wife, Baltimore District Judge Catherine Curran O'Malley, furnished their new $549,000, four-bedroom house with the mansion furniture as well as with items they kept in storage from their previous house, in Northeast Baltimore, according to an aide.
The O'Malleys purchased 54 items from the Annapolis mansion at a steep discount in January because his administration had declared all of the furnishings to be junk. A Baltimore Sun investigation revealed last week that the O'Malleys paid $9,638 for armoires, desks, mirrors, tables and other items that originally cost taxpayers $62,000.
"It's obviously not junk if they're putting it in their house," said Joe Cluster, executive director of the Maryland Republican Party. "Either they got a great deal from the state or they used their position to get it discounted way below what it should have been."

Police officer shot after responding to wrong home
ATLANTA (AP) — A police officer was shot and critically wounded Monday when he responded to a call of a suspicious person and showed up at the wrong house, authorities said.
The homeowner was also shot in the leg and his dog was killed in what DeKalb County police Chief Cedric Alexander is calling a complicated shooting. Officers fired their weapons, the chief said, but it's not clear if the homeowner had a gun.
Alexander said his department would typically handle the investigation since it did not involve a fatality, but because of the unusual situation, he asked the Georgia Bureau of Investigation to look into it.
"We did respond to the wrong residence tonight and then these other circumstances unfolded," he said.

And in St. Louis, 136 people had been killed this year, a 60 percent rise from the 85 murders the city had by the same time last year.

SALISBURY, Md. – The Maryland State Police and Department of Transportation have once again teamed up with the Maryland Food Bank to host the third annual statewide Hunger Action Month food drive beginning today,Tuesday, September 1.
Throughout September, which is nationally known as Hunger Action Month, Marylanders will have the opportunity to donate nonperishable items at state police barracks and select Department of Transportation offices listed on www.mdfoodbank.org/hunger-action-food-drive. ANNAPOLIS, MD - Governor Larry Hogan today issued a statewide proclamation announcing September as National Blood Cancer Awareness Month in Maryland. In addition, the governor announced that on Tuesday, September 15, the administration will host an American Red Cross blood drive at the State House, where a Bloodmobile will be set up to take donations.
“Going through my own treatments, I have witnessed the incredible strength and resolve in people who are fighting battles much more difficult than my own and their courage has been an inspiration to me,” said Governor Hogan. “This experience has shown me firsthand that cancer has no boundaries and affects nearly everyone in some way. Raising awareness is a critical factor in the fight against cancer and I encourage all Marylanders to join with me in supporting those battling this disease.”
The American Red Cross Bloodmobile will be set up on School Street, in front of Government House, from 10:00 AM to 3:30 PM on Tuesday, September 15.
“The American Red Cross currently has an urgent need for blood and platelet donors to prevent an emergency shortage and there isn’t a better time to donate than during National Blood Cancer Awareness Month,” said Governor Hogan.
According to the Leukemia & Lymphoma Society (LLS), in the United States, an estimated 1,185,053 people are living with, or are in remission from, leukemia, lymphoma, myeloma, or another form of blood cancer, with an estimated 156,420 new cases expected to be diagnosed in 2015. Leukemia, lymphoma, myeloma, and other blood cancers will kill an estimated 55,350 people in the United States this year alone.

Hero Saves Toddler Dangling From 4th-Floor Window Using Only A Mop
"His brave and courageous actions are worthy of praise."
A quick-thinking man is being hailed as a hero in China for climbing outside a fourth-floor window to save a toddler who was dangling off the side of the building. And he did it using only a mop.
Wang Baocheng, of Weifang, a city in Shandong province, heard the girl's cries while walking through the neighborhood.
"I heard her calling for help and quickly ran over," he told CCTV. "I saw that the girl's head was stuck and it was holding her up."
The child had been left home alone and somehow managed to crawl out the window. Her head got stuck in the bars, which stopped her from falling.

Sumatran Rhino Goes Extinct in the Wild in Malaysia
The Sumatran rhino is now considered extinct in the wild in the Southeast Asian country of Malaysia, according to a new study.
No wild Sumatran rhinos (Dicerorhinus sumatrensis) have been found on the Malaysian peninsula since 2007, and what are thought to be the last two female rhinos in Malaysian Borneo were caught and placed in captive breeding programs in 2011 and 2014.
Now, fewer than 100 of the species remain in the wild, researchers estimate, distributed among three wild populations on the Indonesian island of Sumatra. [See Photos of All 5 Rhino Species]

National Preparedness Month Launches September 1, 2015
SALISBURY, MD –September is National Preparedness Month (NPM), and the Wicomico County Health Department and the Department of Emergency Services encourages everyone to make disaster preparedness a priority.
The Federal Emergency Management Agency’s (FEMA) 2015 NPM theme is “Don’t Wait. Communicate. Make Your Emergency Plan Today.” Each week will focus on a different type of emergency and how you and your family can prepare. Information on local emergency planning efforts and resources will also be made available to the community.
“Wicomico County is excited to participate once again in this national initiative. Our goal is to encourage everyone in Wicomico County to take part, make a plan and know what to do during an emergency. This means having an up-to-date contact list for those you may need to reach during a disaster and establishing alternate methods of communication in case traditional means are not available,” said Lori Brewster, Health Officer for Wicomico County.
Throughout the month, Wicomico County Health Department will offer tips from FEMA to help you be disaster ready, including ways you can stay safe during a disaster and steps you can take to protect yourself and your family.

The law firm has been asked to pursue all appropriate avenues to assure that there is full compliance with the rule of law and all applicable regulations.
To that end, Mr. Hoon commented that "the key consideration here is whether the proposed use - the homeless shelter - is to be located in a legal and appropriate location - not whether the idea for such a facility elsewhere in Queen Anne's County is a good one."
