Carolina Panthers owner Jerry Richardson donated $100,000 to the families of the nine victims killed in Wednesday night’s Charleston shooting, and to the church where the shootings occurred.
In a letter dated Friday, Richardson sent $10,000 to each family of the victims for funeral costs and another $10,000 to Emanuel African Methodist Episcopal Church as a memorial honoring the victims.
“We don’t want to comment on the specifics of the donation, but know our hearts are one with those who grieve the loss of these individuals,” Panthers spokesman Steven Drummond said in a text to the Observer.

City of Spokane Fires Race Faker Rachel Dolezal from Police Watchdog Board
If you were following the case of race faker Rachel Dolezal, the white woman who for years has lied and said she is a black woman, had also become a member of the city’s citizen watchdog group that oversees the police department. Well, now the city has unanimously booted her off the board since she lied about her race on her application to be appointed to the board.
The city was looking into whether or not Dolezal actually broke the law by lying on her application and did note that it was at least an ethics violation.
But now, they’ve taken the first step by firing her from the board.

Hillary Clinton Says Charleston Church Shooting Was… Donald Trump’s Fault?
Here’s some campaign trail stupidity that will make your head spin… Hillary is now saying that the shooter at the Charleston church was driven to his crime by, uh, Donald Trump, or something.
Clinton made her idiotic comment on the Jon Ralston show on Thursday. She didn’t say Trump’s name specifically, but she went on to directly re-state some of the points he made in his announcement of his run for president.
Hillary Clinton didn’t call The Donald out by name, but she suggested in an interview Thursday that comments like ones the real estate tycoon-turned-Republican presidential candidate made during his recent announcement speech could “trigger” events like this week’s church shooting in Charleston, South Carolina.
“We have to have a candid national conversation about race, and about discrimination, hatred, prejudice,” Clinton said of the Charleston shooting in an interview with Jon Ralston on his show “Ralston Live.”
“Public discourse is sometimes hotter and more negative than it should be, which can, in my opinion, trigger someone who is less than stable.”

Former candidate for Md. House of Delegates charged in theft from school boosters
A Former candidate for delegate has been charged with stealing $17,000 from the North County High School booster club he headed to pay for his campaign and at least one trip to the casino.
Steven Wyatt, 43, of Shipley Road in Linthicum, was charged with 34 counts of theft of less than $1,000, as well as one count each of participating in a theft scheme, embezzlement and making prohibited campaign expenditures, according to online court records.
A summons was filed in District Court against Wyatt on Thursday.
James Keatts, an attorney for Wyatt, said he has not yet reviewed all the evidence in the case. He said the charges have been very difficult for Wyatt and his family.

Hillary Clinton claims to be a warrior against inequality. But her adopted hometown of Chappaqua, an upscale Westchester village that one resident describes as “a little piece of heaven,” is battling HUD’s demands.
The legal war in Hillary’s backyard is a preview. The Obama administration is pulling out all the stops to launch a legal and regulatory assault on suburbs nationwide. DEA Using Billboards To Help Identify Pharmacy Looting Suspects
BALTIMORE (WJZ) — The Drug Enforcement Administration is hoping a billboard campaign will help them identify looting suspects during April’s riots.
The week-long campaign will begin Monday, when the DEA is expected to display photographs discovered during investigations into the looting of a number of city pharmacies on electronic billboards around the city.
The billboard will be on I-83 South of Cold Spring Lane, Russell Street, Hanover Street, 1-95 (just South of Russell Street) and I-95 (North of Ft McHenry Tunnel).

Remember This? SC Concealed Carrier Stops Mass Shooting During Church Service. No Casualties.
Following the horrific events that took place in Charleston, SC earlier this week, there has been significant talk about how to prevent further mass shootings at churches. Some of the debate has been centered around increased gun control while some has focused on better security and concealed carry inside of churches.
Here is an interesting data point that we might want to consider as the debate continues. Back in March of 2012, a possible mass shooting during a church service was actually stopped by a concealed carrying member of the congregation.
Jesse Gates showed up acting erratically at Boiling Springs’ South Side Freewill Baptist Church. That church is also in South Carolina just over 200 miles northwest from the scene of Wednesday night’s heinous crimes.
Gates told the pastor to call the local news. That was a pretty big tip off for the pastor, who instead of the news, called 911. The sheriff’s office came out, checked Gates out, and told him to leave the premises, but could not arrest him for anything at that time.

Planner OKs Easton medical marijuana growing facility
EASTON, Md. - The town planner in Easton has approved a medical marijuana growing facility planned in the Eastern Shore town.
Town planner Lynn Thomas has determined that a growing facility is an acceptable use for the former Black & Decker building, where agriculture is allowed.
CBD Wellness Group made a presentation to the Easton town council during a special workshop session earlier this month. John Pica Jr., who represents CBD Wellness Group, said CBD plans to apply for one of the 15 medical marijuana growing licenses the state will grant.

Robert Wood Johnson report ranks Worcester 11th in Md.
Of the 23 counties and Baltimore City, Worcester ranks 11th in “health outcomes” according to a recently-released annual report compiled by the Robert Wood Johnson foundation and the University of Wisconsin Population Health Institute.
The full report, found at www.countyhealthrankings.org, breaks out six major areas and ranks counties versus their states and the top performers in the country. Worcester does well in certain areas, coming in first in the state in “physical environment,” but the county falls to 20th place in social and economic factors, and 15th in health behaviors.
“Premature death is the one most troubling to me,” Michael Franklin, CEO of Atlantic General Hospital said. “It’s the one we’re all worried about.”
Defined as “years of potential life lost before age 75 per 100,000 population,” Worcester ranks 20th in the state with almost 7,300 years of potential lost life, almost a millennium more than the state’s average of 6,439.

Law Enforcement Seizes $11,000 From 24-Year-Old Without Charging Him
It was Feb. 17, 2014, and Charles Clarke, 24, just wanted to get home.
After spending several weeks with family in Cincinnati, Ohio, Clarke arrived at the Cincinnati/Northern Kentucky International Airport in Hebron, Ky., for a flight back to Orlando, Fla., where his mother lived and where he would be taking classes at the University of Central Florida.
With $11,000 in his pocket—the culmination of five years worth of savings from various jobs, financial aid, gifts from family members and benefits from his mother, a disabled veteran—Clarke checked his bag and headed to the gate to await the departure of his flight.
He would eventually return home, but the cash Clarke had in his pocket didn’t make it.
Instead, the weight of the federal government came down on the 24-year-old, and his $11,000 was seized by federal and state law enforcement before he ever boarded the plane.

Ocean City, MD – With notable incidents involving balcony tragedies reaching from the Ocean City community to communities across the country, the town of Ocean City is urging all owners of residential and commercial structures to follow the safety inspection checklist. Taking time to inspect all balconies, decks, guardrails, and stairs for potential safety hazards can prevent a catastrophe before it occurs.
“Poor maintenance is the number one reason for structure failure,” commented Ocean City Chief Building Officer, Kevin Brown. “All visitors that come to Ocean City to enjoy our wonderful town should be aware of balcony overloading. Mom says third-grade daughter banned from school party for Common Core opt-out
A New Jersey mom says her third-grade daughter was “bullied” by school officials - left out of an end-of-year cupcake and juice box party - because she opted out of the state's version of Common Core testing.
Michele Thornton, of Oldmans Township, said school officials would not let 9-year-old Cassidy participate in Monday's party, telling her the bash was only for students who took the Partnership for Assessment of Readiness for College and Careers (PARCC) exams. Thornton feels especially bad because it was she who told the girl not to take the controversial test, which critics say is part of a plan by Washington to nationalize school curriculums.
“She shouldn’t be punished for something I did,” Thornton tells Foxnews.com. “She’s not a bad kid. It’s bullying. I’m not 9, they can’t bully me.”

Three recent items highlight the continuing collapse of interior immigration enforcement under Obama.
The first is information pried out of DHS by Senators Grassley and Sessions:
One hundred twenty-one convicted criminals who faced deportation orders between 2010 and 2014 were never removed from the country and now face murder charges, according to Immigration and Customs Enforcement (ICE).
Just to be clear, these were convicted criminals, in ICE custody, who had been ordered deported but were instead released back into U.S. communities, and then went on to murder Americans.
Most were released simply because the administration didn’t want to detain them. Only for two dozen does the administration have any excuse at all, saying that they had to be released because their home countries wouldn’t take them back. And even that’s no excuse, for two reasons: the Supreme Court decision Obama’s people point to (Zadvydas v. Davis) limiting open-ended detention beyond six months of any criminal aliens whose countries won’t take them back has significant wiggle room in it – wiggle room the administration refuses, in this one and only instance, to take advantage of. And second, the law requires the State Department to impose visa sanctions on countries that won’t take their own citizens back, a requirement Secretaries Clinton and Kerry have simply ignored.

BREAKING NEWS: NEW ORLEANS POLICE OFFICER FATALLY SHOT; MANHUNT ON FOR SUSPECT
DEVELOPING: Louisiana authorities are searching Wednesday for a suspect who allegedly grabbed the gun from a New Orleans police officer and fatally shot the 22-year veteran in the head.
Dozens of law enforcement officials have flooded the scene in New Orleans to gather evidence after the shooting. Fox8Live.com reported that authorities have identified the suspect as 33-year-old Travis Boys. The shooting reportedly occurred inside a police vehicle.
The vehicle crashed into a utility pole and Boys—who was arrested on an aggravated assault charge- fled the scene, police told The Times-Picayune.

PENTAGON BUILDING CRUISE MISSILE SHIELD TO DEFEND US CITIES FROM RUSSIA
The military moves to set up an expensive network to defend American cities, but is the threat real?
The Pentagon is quietly working to set up an elaborate network of defenses to protect American cities from a barrage of Russian cruise missiles.
The plan calls for buying radars that would enable National Guard F-16 fighter jets to spot and shoot down fast and low-flying missiles. Top generals want to network those radars with sensor-laden aerostat balloons hovering overU.S. cities and with coastal warships equipped with sensors and interceptor missiles of their own.
One of those generals is Adm. William Gortney, who leads U.S. Northern Command, or NORTHCOM, and North American Aerospace Defense Command, or NORAD. Earlier this year, Gortney submitted an “urgent need” request to put those new radars on the F-16s that patrol the airspace around Washington. Such a request allows a project to circumvent the normal procurement process.
While no one will talk openly about the Pentagon’s overall cruise missile defense plans, much of which remains classified, senior military officials have provided clues in speeches, congressional hearings and other public forums over the past year. Radioactive material was detected in a monitoring well in April at an Exelon-owned nuclear power plant in Pennsylvania about 40 miles from Baltimore, according to nuclear regulators.
Exelon, the parent company of Baltimore Gas and Electric Co. and the largest owner of nuclear power plants in the United States, notified the U.S. Nuclear Regulatory Commission that it found dangerous levels of tritium, a radioactive isotope of hydrogen, in a monitoring well at Peach Bottom Atomic Power Station on the Susquehanna River in Delta, Pa.
The agency said the contamination posed no danger.

Beyond Nuclear report reveals Peach Bottom leak is part of pattern
A groundwater monitoring well at the Peach Bottom nuclear power plant in Pennsylvania that tested positive in April 2015 for significant levels of tritium contamination is just the latest example of a decades-long pattern of leaking nuclear reactors and a weak regulatory system that fails to openly address and fix the problem as required in licensing agreements.
These were the conclusions of a Beyond Nuclear investigative report – Leak First, Fix Later: Uncontrolled and Unmonitored Radioactive Releases from Nuclear Power Plants – released today. The 2015 version of the report updates the findings of the first edition, published in 2010.
“Nuclear plant operators and their regulator consistently fail to address and enforce reactor performance requirements to protect the environment and public health,” said Paul Gunter, Director of Reactor Oversight at Beyond Nuclear and the author of the report. “Our research found that U.S. nuclear power plants continue to experience uncontrolled leaks and spills of radioactive water because the buried pipes and tanks that transport and store it remain inaccessible,” Gunter said.

FEMA Denies Disaster Aid to Cover Baltimore Riots
Federal officials have denied Maryland Gov. Larry Hogan's request for a disaster declaration to let the city of Baltimore and the state recover millions of dollars in costs stemming from rioting that followed the police-involved death of Freddie Gray, officials said Friday.
The state and city said they are reviewing their options, including a possible appeal, which must be filed within 30 days.
"We thought the request we put together was pretty comprehensive in relation to other requests I've seen," said Chas Eby, a spokesman for the Maryland Emergency Management Agency, which prepared the governor's request.
In a June 12 letter, Federal Emergency Management Agency Administrator W. Craig Fugate wrote that after reviewing all available information, the agency determined that federal aid "is not appropriate for this event."

State Officials Announce Joint Effort to Improve Public Safety and Control Costs Through Criminal Justice Reform
ANNAPOLIS, MD - Governor Larry Hogan, in conjunction with President Thomas V. Mike Miller, Jr., Speaker Michael E. Busch, Chief Judge Mary Ellen Barbera and Attorney General Brian E. Frosh announced today that Maryland has launched a collaborative reform-driven process to improve public safety and control corrections costs.
The Maryland Justice Reinvestment Coordinating Council (JRCC), established by the General Assembly and signed into law by Governor Hogan, will hold its first meeting June 22 in Annapolis. The JRCC will use a data-driven approach to develop a statewide framework of sentencing and corrections policies to safely reduce Maryland’s incarcerated population, control corrections spending and reinvest in more effective, less expensive strategies to increase public safety and reduce recidivism.
“We must ensure that every Maryland tax dollar spent on our criminal justice system delivers the highest public safety return on investment,” said Governor Hogan. “I look forward to working with the council members, members of the General Assembly and other criminal justice stakeholders to ensure Maryland is best positioned to hold offenders accountable, rein in corrections spending and protect our state’s hardworking taxpayers.”
“Our number one concern is to ensure the citizens of Maryland, our neighbors and families will never be at risk,” said Stephen T. Moyer, Secretary of the Department of Public Safety and Correctional Services. “While there has been programming in the past to better prepare inmates for release, we cannot continue to follow outdated processes, simply because ‘that is the way it’s always been.’ Nonviolent criminals should be supervised in the least restrictive environment which is community supervision under outstanding case management.”
Maryland will receive technical assistance from the Pew Charitable Trusts and its partner, the Crime and Justice Institute at Community Resources for Justice. This assistance is provided as part of the Justice Reinvestment Initiative, a public-private partnership between Pew and the U.S. Department of Justice’s Bureau of Justice Assistance. Over the past several years, more than half of the states in the country have deployed justice reinvestment strategies to reduce the prison population, control corrections spending and protect public safety through policies that focus prison space on serious, repeat and violent offenders while reinvesting savings from averted prison costs into evidence-based incarceration alternatives and community supervision practices proven to reduce an offender’s likelihood of reoffending.
The JRCC consists of representatives from the state executive, legislative and judicial branches, local government and a wide array of criminal justice stakeholders. The Council will spend the next five months analyzing the state’s prison, parole and probation populations, considering evidence-based community supervision strategies and developing recommendations. They will also convene an advisory stakeholder group and conduct roundtable forums for public input from every region in Maryland. A final report will be submitted to the Governor and General Assembly by December 31, 2015.
“For too many individuals, incarceration becomes a way of life, in which they flounder in a cycle of recidivism. It is clear we need a new direction in how we supervise offenders,” said Christopher Shank, Executive Director of the Governor’s Office of Crime Control & Prevention, and Chair of the JRCC. “The current revolving door of the criminal justice system is a drain on our economy. We need these individuals to be contributing members of their communities. The justice reinvestment process will ensure prison beds are reserved for the most serious criminals and low-level offenders are supervised through community-based programs that are proven to be effective. Everyone wins when that happens.”

More Costly Berlin-Snow Hill Excursion Train Route Favored
BERLIN – Track repairs and the construction of a depot in the north end of the county mean bringing the much discussed excursion railroad to Worcester County could cost a minimum of $1.5 million.
The consulting firm hired to investigate the possibility of an excursion railroad in Worcester County reported to the Worcester County Commissioners Tuesday the project would cost a minimum of $1.5 million. Though the consultant is still working on a complete financial analysis. Bill Badger, Worcester County’s director of economic development, says the numbers look good. He says a major rail events company has already expressed interest in the project.
“People are watching what we’re doing,” he said. “The ideal scenario is the railroad ownership and the owner of the special events company would see a compelling business opportunity and partner to invest.”

RELIANCE ON TRAFFIC TICKET REVENUE HAS LEFT NEVADA SUPREME COURT BROKE
Police departments being forced to become revenue-generators
Back in March, Nevada Supreme Court Justice James Hardesty warned state legislators that the NV Supreme Court coffers were bare, due to a drop in revenue from traffic tickets. A decrease in the amount of tickets being issued by law enforcement state-wide had left the courts $700k over budget this year and facing another $700k shortage next year, for a $1.4 million total shortfall. In Nevada and other states, the state supreme court is funded by assessment fees added onto the fines for traffic citations.
Hardesty made sure lawmakers knew he wasn’t fooling around with an ominous threat to take everyone’s ball and go home if they didn’t find some way for taxpayers to pay up:
“If this is not addressed by May 1, the court will not have sufficient cash to operate,” Hardesty said in his testimony to lawmakers, the Las Vegas Review-Journal reported. “I believe the legislature has a constitutional obligation to fund the judicial branch of government. Do you want me to close the judicial branch of government at the state level on May 1?”
As you’ve probably noticed, it’s past May 1st and Nevada still has a functioning Supreme Court. That’s because the state legislature passed NV SB469, which provided $600k in “emergency” funds to hold them over for a little while longer. There are, of course, larger issues beyond an unpredictable budget that are created by the propensity for government agencies and courts to use traffic and other citations as a revenue generation source.

Woman Sentenced To Seven Months For Jail Cell Arson
SNOW HILL — A Bishopville woman, charged with arson in November after setting a fire in her holding cell in Ocean City by concealing a lighter, pleaded guilty last week and was sentenced to seven months in jail.
Around 9 p.m. last Nov. 12, an Ocean City police officer on patrol was approached by a cab driver who informed the officer he just had a female passenger jump from his vehicle in the area of 64thStreet. The officer responded to the area and found the woman, later identified as Lisa Kerstetter, 53, of Bishopville, allegedly crawling in the parking lot of the 64th Street Village shopping center. The officer asked Kerstetter how he could help her and when asked if she wanted EMS to respond, she said no, according to police reports.
Kerstetter became agitated and called the OCPD officers expletives. She told one of the officers she was going to smack him and walked toward the officer, but lost her balance and then picked up a soft drink bottle and struck the front glass door of a nail salon. At that point, Kerstetter was taken to the Public Safety Building for processing and put in a holding cell.

Libertarianish Republican Sen. Rand Paul of Kentucky has announced the outlines of an income tax plan that will, in his words, "blow up the tax code and start over." In the Wall Street Journal, Paul writes:
I am announcing an over $2 trillion tax cut that would repeal the entire IRS tax code—more than 70,000 pages—and replace it with a low, broad-based tax of 14.5% on individuals and businesses. I would eliminate nearly every special-interest loophole. The plan also eliminates the payroll tax on workers and several federal taxes outright, including gift and estate taxes, telephone taxes, and all duties and tariffs. I call this “The Fair and Flat Tax.”
To paraphrase Matthew McConnaughey, all right, all right, all right. Then again, the details, which have not yet been released, really matter. Especially when, like all flat taxes, you start out immediately with exemptions, despite the whole idea of a flat tax being equally applied to all people and income, right?
All deductions except for a mortgage and charities would be eliminated. The first $50,000 of income for a family of four would not be taxed. For low-income working families, the plan would retain the earned-income tax credit.

Mayor Accused Of Prejudice Against Koreans In Liquor Store Fight
The head of a Korean business association has accused Baltimore Mayor Stephanie Rawlings-Blake of prejudice as she butts heads with Governor Larry Hogan over whether recovery loans should go to certain liquor stores damaged during riots after Freddie Gray’s death in April.
The mayor laid tough, new requirements for 23 non-conforming liquor stores Wednesday to receive interest-free loans through the Maryland Business Recovery Program.
The stores lost their zoning when the city overhauled the zoning code four decades ago, but were allowed to continue operating under the non-conforming status.
David Kim, chairman of the Korean-American Grocers & Licensed Beverage Association of Maryland, said the mayor is targeting “particularly” Koreans because she is “definitely prejudiced.”

Before the outbreak of the war, Hitler’s new Third Reich had created the largest German-speaking nation in European history.
Well before the attack on Pearl Harbor, the Imperial Japanese government had redrawn the map of Asia and the Pacific. Japan had occupied or annexed Indochina, Korea, Manchuria and Taiwan, in addition to swaths of coastal China. Attacking Hawaii, the Philippines, Hong Kong, Malaysia and Indonesia was merely the logical 1941 follow-up to more than a decade of Japanese aggression.

Ryan’s ‘Misperceptions’ on Trade Deal Unveiled, Reports Suggest
House Ways and Means Chairman Rep. Paul Ryan (R-WI) joined NPR Wednesday with Steve Inskeep to stress why he says it’s important for Congress to pass Trade Promotion Authority (TPA), which grants President Obama fast-track trade authority. With TPA, Congress cannot issue any amendments to trade agreements and merely gets an up or down vote on a final trade deal.
Ryan’s go to remark when first questioned about TPA or the Trans Pacific Partnership (TPP) – which is part of three trade deals currently being negotiated – is he needs to clarify “misperceptions.”
“We’re not considering the TPP, the Trans-Pacific Partnership. There isn’t a trade agreement yet to consider. It’s not a deal, it’s still being negotiated,” Ryan said.
However, as Breitbart News previously reported and numerous Congressmen have confirmed, several hundreds of pages of Trans Pacific Partnership are available for review in a secret room only for individuals with security clearance. Therefore, there is in fact a trade deal in existence, and Australian Financial Review reported it is near completion.

Nanticoke School
The Nanticoke School was opened in 1914 and covered every grade from first through eleventh, the highest grade possible until 1949 when grade twelve was added to all county high schools. The high school continued until the late 1930’s, at which time it was reduced to only a grade school.
Even though restoration efforts in the last thirty years have been attempted, the results do not look good for the old Nanticoke School. Throughout the 1950’s, and until it closed for good in 1967, the guiding force behind the school was a teacher by the name of Mildred Turner. She had two passions in life – theNanticoke School and the Baltimore Orioles. The story goes that she took most of the school on a class trip toWashington in 1960. She was so proud of the school that she had beanies made up and everyone that went had to wear a beanie. This included teachers, chaperones and all students. She picked the colors of black and orange, which just happened to be the colors of her beloved Baltimore Orioles. Well, during the trip, in Washington, a taxi cab hit their bus. Thinking that the driver of the cab had caused it, Ms. Turner jumped out of the bus and began giving the cab driver a severe tongue lashing. When he had heard enough, he told her to get herself and her stupid-looking hat back on the bus.
Nanticoke has always been a close-knit community, and the lunches were provided by many of the local ladies who wanted to make sure their “little darlings” had a suitablemidday meal.
I think the only sports team they ever had was a soccer team. They even won the county championship one year. There is a team picture taken around 1930 hanging on the wall of the Westside Mini-Market, and one of the players was none other than Harold Kennerly, Jr., who eventually took over his father’s oyster business and founded Nanticoke Seafood.
There are but two schools that I know of that were active in the 1960’s,Nanticoke being one and Pittsville being the other. Both have now gone by the wayside. Even Hebron once had a high school. The only one still active is in Mardela. Now most of the upper grades are bussed to Salisbury to attend Wicomico, Parkside or James M. Bennett schools.
We may have all the technology known to man in our modern schools, but we are still graduating students that cannot read nor do simple math. Sometimes, I think the three R’s that we learned way back when, were a better foundation than what they are teaching today.
Worcester Bus Contractor Makes Final Runs Of 42-Year Career
WEST OCEAN CITY — “Happy Trails” was the appropriate theme this afternoon for an emotional sendoff for a Worcester County Public Schools bus driver making his last run after 42 years.
Bill Shockley, who has driven generations of local kids, now many adults with children of their own, to and from school for last four decades-plus, made his final run from Ocean City Elementary on Thursday afternoon following an emotional sendoff from students, teachers, staff, fellow bus drivers and parents. Shockley completed runs from Stephen Decatur High School and Berlin Intermediate earlier in the day and his busload of rambunctious elementary school students on Thursday was his last after a career that lasted 42 years plus.
Teachers blew bubbles and snapped pictures as Shockley made some farewells and goodbyes with fellow drivers and staff members with whom he had established long-term relationships over the years. When it came for the students to be released for the last day of the school year, chaos ensued as his young charges boarded the bus for the last time this year and the last time with Shockley ever.

October 28, 2013 Minutes of the Hurlock Mayor & Council Meeting
As the former Clerk/Treasurer of the Town of Hurlock I, Kathleen Clough, would like to present information to the Council and Townspeople of Hurlock to bring clarity to allegations that have been made against Councilman Reverend Charles T. Cephas, Sr. over the course of many years by Mayor Joyce Spratt.
Prior to November 25, 2009 I had never met or even heard of a woman named Joyce Spratt. On the advice of the late former Councilman William Mills, Joyce Spratt contacted me and asked if I would consider helping her as a new Mayor, working with her as the Clerk/Treasurer for the Town of Hurlock. After meeting with her at my home, Mrs. Spratt went to the Council seeking their approval and vote to appoint me to the position and to approve a contract starting December 8, 2009.
Upon being hired and sorting out what needed to be done, Mayor Spratt made it very clear that her number one priority was to “get” former Mayor Don Bradley and Councilman Charles Cephas. Mayor Spratt wanted me to go through all of the files and records to find something that she could use against them and take to the State’s Attorney or State Prosecutor to have them investigated. It was her hope that they would be indicted. After a brief overview of records I informed Mayor Spratt that there had not been anything done that was illegal. I told her and her husband, Joseph Spratt, and Councilman Michael Nordstrom, who were also adamant that I focus on finding things for an indictment, that they may not like how Mayor Bradley administered town business, but he did nothing that was illegal or outside of his authority or out of line with other Municipalities throughout the Country, and neither had Councilman Charles Cephas or any other Council member.
Mayor Spratt insisted that a more thorough inspection of all of the files be undertaken. Mayor Spratt, Councilman Nordstrom, and Mr. Joseph Spratt were becoming angry that I was taking too long to send information to the Maryland Office of the State Prosecutor, to the extent that Mr. Spratt would yell and curse at me in the Mayor’s office, as well as rant to my husband in his place of business, because they feared they would miss the Statute of Limitations. During this time on at least two occasions I stated to Mr. John Avery, who is now the Clerk/Treasurer, that I did not take the job to hurt anyone; I took it to help the Town because of my regard for William Mills.
I compiled the information, developed a spreadsheet of all expenditures and wrote a narrative about former Mayor Don Bradley and Councilman Cephas outlining the activities that Mayor Spratt considered egregious and submitted them to the Office of the State Prosecutor. In response, after careful review, the State Prosecutor determined that there had been no wrongdoing by either party and therefore there was nothing to investigate.
Mayor Spratt informed me, and I have heard her tell others, that Councilman Cephas charged people $500 to join his Church; that people he counseled in his job with the Maryland Rural Development Council were asked to make a donation to his church prior to receiving his assistance, that he had done some things that were wrong at MRDC and that he cheated a couple out of their home in Woodsedge with his wrongdoing. Recently Mayor Spratt sent out a letter suggesting voters go to the Maryland Judiciary Case Search website to do a search for cases under his name. Ironically, there are also several entries for Mayor Spratt and another candidate that she supports. I read each case under Reverend Cephas’ name and there is not a single felony or criminal conviction, even though Mayor Spratt has told people he is a criminal and a felon. Those are serious lies to tell about another person, and can destroy another person’s life and reputation. I also spoke with the State Prosecutor myself just this morning. I shared with him how Police Chief Leslie Hutton stopped me after the last town meeting to tell me that there are “people” who are interested and asking about my license plates and that he wanted to give me a heads up that “People are interested” and that I am “being watched.” The State Prosecutor is very aware of what is going on in Hurlock, including the drug and gang activity that is being downplayed by Chief Hutton and mayor Spratt. After all of the allegations and lawsuits that Reverend Cephas has endured, the State Prosecutor is aware that all of Mayor Spratt’s allegations against him have been unfounded; just as all of the allegations against me have been unfounded. The State Prosecutor also shared that he knows that Reverend Cephas is a good man with a good heart who wants only to do good and help people, but he sometimes does not come across well.

WICOMICO PUBLIC LIBRARIES RECEIVES $4,500 GRANT FROM ARTHUR W. PERDUE FOUNDATION FOR SUMMER READING PROGRAM
Perdue Farms, through a $4,500 grant funded by the Arthur W. Perdue Foundation, is continuing its support for the Summer Reading Program at Wicomico Public Libraries.
Summer Reading programs beginning June 17 and officially ending August 12 and have two parts for families to enjoy. Part One invites kids from birth through 18 years of age to come to any of the Library’s branches and receive a Summer Reading game board. Each game board is specifically created for each age group: birth to 5 years old, 6 to 11 year olds and teens. The board provides an assortment of activities to do at home from talking and singing to your baby, reading with your child and attending teen programs.
In addition to reading during the summer, part two of the program allows kids and their families to come to an array of free events such as magic shows, Superhero Cinema, Make and Take a Craft, Music with Uncle Pete, story times and much more. Sign-ups for game boards are now available.
“Summer Reading is an important component in a child’s education,” said Library Executive Director Andrea Berstler. “Much more than just entertainment, summer reading programs address the ‘Summer Slide’. This loss of skills and knowledge causes children to lose ground in their educational progress. Studies show that by the fifth grade, children can lose two to three years of educational progress, due simply to a lack of exposure to reading and educational opportunities over the summer months.”
Wicomico Public Libraries is also offering a Summer Reading Program for adults. Adults are eligible to be entered into a drawing for monthly prizes by picking up a “Find the Book Thief” game board at any Library branch and completing three quizzes and/or reading a book and entering a slip.

Erik Rush: Dolezal Story Underscores Reality of 'Black Privilege'
I’ll preface with the obligatory qualifier that former Spokane NAACP President Rachel Dolezal’s action in representing herself as black in the capacity of an NAACP official when she is in fact white was profoundly unethical. Whether she truly perceives herself to be black, or sought some obscure advantage in publicly self-identifying as black, there is obviously some sort of psychopathology at work.
Rachel Dolezal would certainly not be the first, however, to impersonate a black person in order to exploit institutional advantages open to blacks in certain sectors. Writing for the New York Post in April, Vijay Chokal-Ingam (brother of “The Mindy Project” actress Mindy Kaling) chronicles how he pretended to be black to get into medical school over 15 years ago, when many schools’ admissions quotas favored blacks over Asians and whites.

In fact, many individuals have impersonated blacks over the last 35 years or so to exploit certain benefits. Some were exposed, and I’d wager the reason these did not make major headlines is because there are those who didn’t want the exclusive institutional benefits open to blacks to engender resentment among whites – or to appear quite so alluring to the unscrupulous.
When my book “Negrophilia: From Slave Block to Pedestal – America’s Racial Obsession” was published, there were some who didn’t quite get the subtitle. How did blacks occupy any sort of pedestal?
Others picked up on it right away. While there’s nothing enviable in being manipulated and exploited by the left, it is evident that culturally, black Americans have come to a place of inordinate esteem. The stereotype is a sword that cuts both ways, and in the case of blacks, it has helped to advance many positive perceptions around them.
Rachel Dolezal would certainly not be the first, however, to impersonate a black person in order to exploit institutional advantages open to blacks in certain sectors. Writing for the New York Post in April, Vijay Chokal-Ingam (brother of “The Mindy Project” actress Mindy Kaling) chronicles how he pretended to be black to get into medical school over 15 years ago, when many schools’ admissions quotas favored blacks over Asians and whites.

In fact, many individuals have impersonated blacks over the last 35 years or so to exploit certain benefits. Some were exposed, and I’d wager the reason these did not make major headlines is because there are those who didn’t want the exclusive institutional benefits open to blacks to engender resentment among whites – or to appear quite so alluring to the unscrupulous.
When my book “Negrophilia: From Slave Block to Pedestal – America’s Racial Obsession” was published, there were some who didn’t quite get the subtitle. How did blacks occupy any sort of pedestal?
Others picked up on it right away. While there’s nothing enviable in being manipulated and exploited by the left, it is evident that culturally, black Americans have come to a place of inordinate esteem. The stereotype is a sword that cuts both ways, and in the case of blacks, it has helped to advance many positive perceptions around them.
