Carla Moore was just sentenced to 20 years but will only serve 7. She must also pay just over $128,000 in restitution.
Judge Sarbanes was clearly upset that Ms. Moore violated the trust of not only the council and her family, but also the trust of the Pittsville tax payers. He went on to say that this isn't just a small theft of a few thousand dollars, this was major theft over a very short period of time. Hence his judgement to have her incarcerated for 7 years.
As restitution Attorney John Phoebus presented a small farm in Pittsville owned by her father, Town President Denver Moore, that allegedly appraised at $110,000. Salisbury News would like Pittsville residents to question, could this property be worth only $10,000?
Attorney John Phoebus stated clearly that the town council might actually might want the land and not the $110,000. This doesn't pass the smell test nor will it be questioned by the rest of the main stream media.
Finally, councilmen George Whited sent a letter to Judge Sarbanes asking for leniency.

DeleteRestitution needs to be the full $128,000 not the farm. If they want to sell the farm as a part then that's a start. It's not a trade. If they want the Town to sell it then it needs to be treated like a repossession of a vehicle. Sell the farm and go after her for the remainder of the balance.

ReplyDeleteIf there are liens and judgments, those will come right off the top of the proceeds of the sale. A lien of $15,000 for example, would mean the taxpayers would only receive $95,000 (minus fees, taxes etc) if it sold for $110,000.

Why doesn't he sell the house next door to him that she lives in to pay the debt. Carla didn't steal land from the tax payers she stole money. She should repay money. This is what happens when everyone turns there heads for King Denver.Maybe now the taxpayers can demand the money stolen be used for badly needed drainage and ditching services which were promised over 2 years ago.As far as Paul Wilbur there town attorney his competence should be noticed for not counseling the town council on proper audit procedures and following thru with checks and balances.

ReplyDeleteAs a Town of Pittsville resident I could not agree with 6:18 more. EVERYONE currently sitting on the town of Pittsville council MUST go & Paul Wilbur too. The taxpaying citizens of the town are paying the price for their dereliction of duty. Had they been doing their job and doing the necessary checks & balances the theft wouldn't have been possible. They cry about not having funds to improve our water quality, the ditches in the town are so overgrown they don't drain properly, pot holes all over the place. I think a policy needs to go in effect IMMEDIATELY about family members working together there as well.

She stole from tax payers, that changes the game a ton in the eyes of the court. Hence the time she received. Personally I think she should have gotten all 20 without a chance of parole.
ReplyDeleteIT is fine for everyone to comment on here but no one has bothered to show up to a town meeting or go to the last election to vote. The town is supposed to have a meeting the third Monday of each month but sometimes Denver changes it with little of no notice. They don't meet the laws for advertising the budget or the elections. We need to show up at these meetings. I am working to rearrange my schedule to show up after finally seeing what has happened with this mess. Like is mentioned we don't want any more land. Do the taxpayers realize Denver secretly has the town owning the Lions Club building and maintaining it with tax dollars? How many family parties has he had there? I know of several according to his daughter who works at the bank as I have heard her talking about birthday parties there. The town bought the white house next to Pittsville Market and owns the gray house next to the town hall that is vacant. PAY THE MONEY BACK!! so it can be used for our ditches and roads. Denver gets health insurance paid by the taxpayers too but I cant seem to get that confirmed as when inquired was told it was a personnel matter and cant be disclosed. He has sold vehicles to the town such as the green van he got from the Jackson florist man. I see an ad once in a while for a bookkeeper but if you stop in town hall they put the person in the large meeting room so Denver can hang out a town hall all day. No wonder no one will stay there--who wants to be in the meeting room--let them have the office and do the accounting where they can be near all the other office staff and machinery. We the taxpayers have some to blame ourselves but now is the time to take action. Denver admits to signing blank checks so why is he allowed to still be an officer much less on the town commission. Whited wrote a letter supporting Carla Moore--is he crazy too? They let Knapp stay in there and didn't live in town for over a year if not two. How are they filling his position? Another Denver friend or fire company member--how about asking the person who ran in the last election and did not win--give that person a chance. I hope the SA office digs deeper to see if any other laws were broken or if people lied to officers or the court. We need the money not the land to get our ditches, roads, and water better!! Please keep this post to the top so people see it all weekend. Denver was also involved in finances with the church, cemetery, and lions club...investigate those as well. Make him sell some of his properties and PAY the town not any backroom horse trading. Carla should have to do community service and make her work at the sewage plant shoveling crap when she gets out. The people of Pittsville know this has been common practice for a long, long time. I wouldn't doubt that the property the family is offering up for restitution wasn't first paid for by the towns taxpayers. Her father is a coward to let his daughter take the punishment for something she was taught was acceptable for the entitled, like their family.

DeleteJudge Sarbanes was never a career politician. He is the nephew of Sen. Paul Sarbanes. His dad is Tony Sarbanes, who was president of the Wicomico County Council. Political family, yes, but Judge Jimmy was "just a lawyer" before his appointment and later election.
ReplyDeleteAs for the penalty, it was grand theft and leniency was shown (7 instead of 20 years). This was defrauding the taxpayers, violation of the public trust. That probably upped the stakes.
Rapists get less, sometimes that is true. Doesn't mean they should. Or that other wrong doers should get less because somebody else does.
The Town of Pittsville had an election last month for two seats on the Council. If everybody wanted a change they had there chance then. But the two seats that were open got reelected to stay on the Council. So where was everybody? I can tell you where they were- sitting home watching Jeapordy on TV. It's easy to complain about change but not worth them taking time to do it. So sit back on the couch eat your snacks and get fat.

When voters see and hear about things like this, others wonder why the vote count is so low too? The voter turnout is so low due to the corrupt actions of those who have no interest in taxpayer money except what's in it for them.

At least I can give my name. As far as my education I do have one. You can attack me it does not matter. But all you can do is make excuses of why you can not do something instead of just doing it. The council members take time out of there day to make it to the meeting. It's funny you can attack somebody online but can not take the initiative to do it in front of them. Take note that almost all of the people on the council have lived in Pittsville all there lives, and I'm sure that the very people who who are complaining have not lived in town longer than five years.
