Okay, 4:24, the public helped the police here, not did its job. The public didn't get called by the victim, didn't arrive on the scene, didn't do the preliminary investigation, didn't do the report. The officer did. The SPD asked the public if they knew his face, which could have taken, instead, hours and hours of neighborhood interviews in a neighborhood that doesn't want to get involved.
