    Is it legal to pass a moving School Bus if it does not have its lights flashing and the lanes allow for a legal pass ?

    Can the Salisbury Police strictly enforce jaywalking around the schools? "The safety of our children are always a priority", yet the students cause dangerous situations when they don't follow basic pedestrian safety rules. Salisbury Police should not just charge drivers with violations but walkers, too.
