Why? ACLU got its district, Fill in the white spots and there'd be more white voters. Can't have that. Some neighborhoods refuse to be annexed into towns. Many towns have areas refusing annexation so are full of ink blotches too. Check it out.
Can someone say gerrymandering? I can only imagine what selection criteria the GIS model was given to produce such an design. Roughly five counties are all partially represented by one person including Montgomery, Howard, Anne Arundel, Baltimore city and Baltimore County. Just absurd.
And the ACLU didn't complain about this? Just on the surface at 30 miles up it violates a half dozen districting guidelines!
