Only the "we need a woman President" (forget integrity, honesty, transparency, and criminal activities) cheerleaders think it WASN'T a payoff.
But this is how brazen she is....any and every prosecutor would look at that and IMPRISON "we, the people".
She refuses to answer questions and openly ignores Congressional subpoena's (we also get jailed for THAT, too).
