Incident: Attempt to Flee and Elude

Date of Incident: 17 May 2015

Location: North Salisbury Blvd., Salisbury, MD

Suspect: Kecio Nunes DeMelo, 27, Salisbury, MD

Narrative: On 17 May 2015 at 9:33 PM, a deputy attempted to stop a motorcyclist, later identified as Kecio DeMelo, for a traffic violation. The deputy observed that DeMelo looked back at him, and accelerated northbound on North Salisbury Boulevard. The deputy pursued DeMelo who was speeding away in excess of 100 mph. The deputy observed that DeMelo was passing other vehicles on the shoulder and ran a red light on U.S. 13 at the state line. Shortly after crossing the state line, DeMelo stopped at which point he was taken into custody.

The deputy discovered that not only did DeMelo not have a motorcycle license, but that his driver’s license was suspended.

DeMelo was transported to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, the Commissioner detained DeMelo in the Detention Center in lieu of $10,000.00 bond.

Seltzer, Kirk

Incident: Possession of Heroin

Date of Incident: 17 May 2015

Location: 600 block of South Salisbury Blvd., Salisbury, MD

Suspect: Kirk Michael Seltzer, 36, Salisbury, MD

Narrative: On 17 May 2015 at 5:15 PM a deputy approached an individual who had been in the parking lot of a convenience store for an unusual length of time. During a conversation with this individual identified as Kirk Seltzer, the deputy learned that Seltzer had recently injected himself with heroin and had a syringe in his possession. Upon a search of Seltzer, the deputy located what was identified as heroin along with a syringe.

The deputy placed Seltzer under arrest and transported
him to the Central Booking Unit where he was processed and taken in front of the district Court Commissioner. After an initial appearance, the Commissioner released Seltzer on $10,000.00 unsecured bond.

Charges: Possession of CDS and Possession of Drug Paraphernalia

  1. Geez, Seltzer, could you be any more dumb than hitting in a public parking lot? And then there's the "I am known to do drugs and listen to white supremist head banger music" look. Some basic behavior and appearance changes are in order, Sport. If you don't get to it, the rest of the world will try to make you do it until you either do, die or drop out and join the permanent underworld.

  2. Glad this scum got caught. Not happy about how. Police engaged him for sitting in a public place to long. Could he have been waiting to meet somebody? Waiting for a phone call? On the phone? He was shooting up. If that cop didn't mess with him for no reason , maybe he'd overdose and one less doper on the streets. Or maybe drove off and killed some one. Who knows? Nobody does. That's part of life. I just think its bull for cops to engage people like this. Dope found after he was engaged. Smdh.

  3. Exactly why Police should engage people just hanging out in parking lots!! If just hanging out you know they ain't up to any thing good!!! Its called loitering and most businesses have signs posted NO LOITERING!

    1. OK. Car breaks down. I'm waiting for my buddy to show up to help me work on it. So its OK for a cop to mess with me and go fishing for a reason to either fine me or arrest me? After he insists on running my identification.

  4. Notice his charges ?

    Not one charge of DUI. If he had to of been drunk sitting in that parking lot he would of been given a DUI.

    I mention this because so many news stories talk about how smoking pot and driving has been on the rise.

    In reality people have been driving stoned for years weather its prescription or illegal drugs. Cops have just never charged people for it up until recently.

    Its no doubt he would have been a danger on the road after just shooting up and he should of had a DUI charge on top of the other charges.

  5. @ 1:18. If he wasn't carrying ILLEGAL drugs, then there wouldn't have been a problem. He deserved to get arrested. Cops have every right to question who they want. If you have nothing to hide then you are fine.
