Should We Really Have Inexperienced Commissioners Determining Your Fate?

There's been a LOT of talk about the recent arrest of Carla Moore from Pittsville and the fact that she has been released on a $200,000.00 unsecured bond. 

Many have asked who is responsible for this action, so I called to find out. I had stated from the beginning that the decision is made by a Commissioner and this morning I confirmed just that. 

During my confirmation conversation I came to learn some things I'm confident even you didn't know. Did you know that the Commissioners in Wicomico County have absolutely NO legal background?

Here we have people making life changing decisions and the ONLY experience they have is a brief meeting in Annapolis. So a help wanted ad is run, (no qualifications) and someone answers the ad, (seriously) and they hire you. You go to Annapolis for a 15 minute meeting and you return as a Commissioner.

It's high time we remove these Commissioners and hire people who actually have a law degree as well as experience with the judicial system. 

In my own personal experience I had been arrested on BOGUS charges from the Director of the Salisbury Zoo. Fortunately, (for me) I had a video recording of the entire experience. I had been arrested, (turned myself in) I owned more than a dozen properties in Wicomico County, (no flight risk) and I sat in front of one of these Commissioners where she said, Mr. Albero, why would you use the F Word in front of children at the Zoo? I replied, what are you talking about. She said, the Director of the Zoo states that you used the F Word in front of children at the Zoo. I replied, that's absolutely not true. She aggressively said, ARE YOU CALLING THE DIRECTOR OF THE SALISBURY ZOO A LIAR? I replied, ABSOLUTELY, and I can prove it. She got extremely upset with me and said, THAT WILL BE A $50,000.00 BOND. I replied, I didn't kill anybody. The Commissioner, (knowing my residence was in Delmar, DE. also put in there that I could NOT leave the state of Maryland.

The next morning I went to the states attorneys office with the video and PROVED the Director was a bold face liar. It turned out this Commissioner was a FRIEND of the Zoo Director and almost got fired for what she had done. 

Now I could see IF I was a flight risk, had a long criminal history, a bond being set so high. In this case she was way out of line and it was more of a personal/political vendetta. In the case of Carla Moore, once again, show me all the properties she owns that absolutely tie her to not being a flight risk. Her Father is the president of the Town Commissioners, (Mayor) and that's enough for a free ride? NOTHING has been proven in this case, yet many are suggesting her Father may have somehow been involved. In time we'll see if that is the case but when a Grand Jury decides that there's a $170,000.00 theft, a bond is set at $200,000.00 and they are released on an unsecured bond, that is NOT protecting the interests of the very people who are victims of a theft. 

In fact, in my honest opinion, it's a SLAP IN THE FACE to all Pittsville taxpayers. There's been an ongoing investigation on this matter for more than a year. The state has done their due diligence and charges were filed. A Grand Jury has rendered their decision based on those facts. It's high time our delegates, senators, congressmen and Governor eliminate these inexperienced Commissioners and hire professionals instead.

  1. Agreed. Ken Luck was one of those commissioners. He plays favorites and coaches women on what to say while filing charges police say are bogus. Life of a rock star pimp.

    1. Kicked from court. Judge said it was obviously coached. No regular person w/o an education uses word like " to wit" and domicile in their statements. Judge was pissed.

  5. The commissioner's office has long been a liberal thinking drag on the criminal justice system. The previous supervisors were all ultra liberal and some used the position to advance to other offices within the district court.

    Most have never had any legal experience or law enforcement experience. PROBABLE CAUSE was just a box to check on a form.

    Some there now were never qualified for their positions and some there now should have been terminated years ago for malfeasance.

  8. While she is the only one charged (so far), there is nothing that the town council can say to deny that someone else had to realize this. Don't they attend meetings each month where finances are reported?
    If the records put in front of them were altered, I can see them missing something. I believe the President--Denver gets all the mail--doesn't he open it and look at the bank statements and credit card statements? Don't they require two signatures or more on the checks---are they not watching what they are signing?
    How did the town come to own the Lions Club and now pay for its maintenance so the Moore family can have their own birthday parties and baby showers etc, there on the towns dime. How much did the town pay for the trucks they have purchased from Denver. Why did the town not purchase from Mr. Bounds at the Ford place or from Mr Bromley the local used car shop. Why is the town providing Denver with health insurance---are all the Council people getting health insurance?
    How does Denver get to pay his water bills late and his taxes late and not get sent to tax sale? Lots of unanswered questions. I would think the next town meeting should be a packed house demanding answers!! I would hope the town had theft/fraud insurance in place--if not they should request Denver start selling some properties and vehicles to pay the town back.

  9. 11:13, Because you could have sent me an e-mail asking me what happened and you didn't, I'll assume you are from the Zoo and or related to the Zoo.

    Nevertheless, I'd be more than happy to share the outcome. The charges were dropped because I had video evidence the Director had lied.

    The states attorneys office could clearly see that employees at the Zoo tried to physically assault me, twice. They had also seen that the employees at the Zoo were trying to provoke an incident.

    That being said, they asked me if I wanted the Director arrested and I replied, no. I had a better idea in mind instead.

    I gave them SEVEN new rules the Zoo had to follow. Because the animals were so poorly being cared for by extremely inexperienced Zookeepers and because I had enough evidence to file charges against the City, the Mayor and Director agreed to these demands, monitored each week by the states attorney himself. One example was bleach foot baths outside every exhibit. Every time a Zookeeper went in and or out they had to use these foot baths to stop the spread of Avian Flu, which was killing off the majority of animals at the Zoo.

    Anyhow, I agreed to stay away from the Zoo for two years IF they followed these demands. It worked out for the best for the animals and that was my main concern.

    What happened with the Commissioner was a total load of crap. IF you are friends and or politically connected, (connect the dots in this article) these Commissioners can be swayed. ANYONE who has been arrested in the past and have had to face one of these Commissioners should be outraged at this decision. Better yet, if I was a states attorney going after such a criminal I'd be outraged as well.

    What would be the case if an unknown black female was charged with the same thing. She has NO political ties, no property, there's no doubt in my mind she'd be sitting in Jail until trial. The law needs to be fair for all and these Commissioners have no accountability.

    What home does Ms. Moore own? What business does she own? What's tying her to stay put? There's a question of $170,000.00+ allegedly missing, where is it? It simply makes me sick to my stomach.

    1. I don't work for the zoo but was just curious. I've only lived here for short period of time and don't know anything about past events. Was just curious. Thank you for that long explanation though now I know. I'm sure many people on here have no idea about things that happened a long time ago I didn't even knew Salisbury existed until a year ago.

  10. welcome to the eastern shore! These commisioners arent the only commisioners playing fast and loose with the rules. plenty of other people sitting on commisions in the county/town who get away with all kinds of BS. Maybe someone ought to take a look at them too!

  11. Just so everyone knows, unsecured bail bond means a bond that holds a defendant liable for a breach of the bond’s conditions. In an unsecured bail bond the defendant signs a contract and agrees to appear before the court. If s/he fails to do so, s/he promises to pay later the agreed bail bond amount before the court. An unsecured bail doesn't require that the money be offered up front. Further, an unsecured bail bond is not secured by a deposit of or lien on property. For instance, a bail bond executed before a court without deposit of or lien on property is an unsecured bail bond.

    Looks like the commissioner felt that she wasn't a flight risk or danger to others; that she'd be most likely to appear after signing the contract with the knowledge that if she didn't show for oourt, the payment clause would become active and she'd be required to pony up the full amount once she was compelled to appear after the fail to appear warrant was issued.

  13. I think they are supposed to be the third Monday of each month at 7 or 7:30. They change them to suit themselves and sometimes there is a note on the door and sometimes not. They very seldom properly advertise their public hearings as they should. Call 410-835-8872 or 410-835-2277 and verify.

  14. 12:28, and what is one to expect, they steal another $200,000.00 from some other victim should they not come to court? Pittsville is the victim here, or should I say, the taxpayers. I could see if, (in this case) Ms. Moore had a home free and clear over $200,000.00, there's something for the victims to possibly fall back on, security wise.

    If you are buying something as simple as a car, you need a decent credit background, something Ms. Moore does not have. You'd also have to show that you've been responsible like owning a home, to show you are staying put for a while.

    I'd like to know what the Commissioner was thinking in this case??? Am I missing something here? Did they do a credit check on this woman? Did they run a case search on her?

    I'm not at all suggesting she's a danger to society but that is NOT the only rule they go by.

  15. I am soooo glad you brought this up. When I was married, one night my husband assulted me after I confronted him with proof of him cheating and said i was leaving. I called the police. When they showed up, he acted like an ass and said I had assulted him. They made him leave the premises after so I could gather my personal belongings only to stay with a friend. No one was arrested. However while I was gathering my thing, he went to the commisioner and said I assulted him and would not let him leave the house. By the end of the night I got a call from the sherrif who responded earlier stating he had papers to deliver to me and needed to know where I was staying. I told him I would come and pick them up because I was still in Salisbury. I could not beleive my husband had the commisioner write up a temporary restrainging order based on assult and false imprisonment! Even the sheriff said he felt bad for me and that it was a joke because I had showed him the proof I had against him and he was very beligerant at the scene.

    1. Same had happened to me. If the cops show up and say nay then its nay! No more accusations ! Facts! I'm up for trumped up charges now because a cop said no way and gave the psycho me info. Idiot ran to the commissioner and bam.....25k bond! Wtf?

  16. I've also had to deal with a Commissioner at the Naylor Rd complex -- I went to pick up a friend who called me and stopped at the commissioners office to ask where this person was in the complex.
    He was a tall, skinny old man with gray wavy hair and when he came out, he started screaming at me (literally) and talked to me like he just bought me that morning. All I had done up to that point was (very politely) ask him ONE question.
    If we had not been in the middle of cop central, I would have beat that man into a wheelchair. If THAT is what we have dealing with innocent citizens, then by all means, hire QUALIFIED people, not some good old boy, retired from some cop job, or the son/father/brother of a cop, who thinks he can talk to people any way he likes.
    I STILL keep an eye out for that arrogant POS.

  18. Judiciary said she had a bond review hearing which would have been before a judge.
    Commissioners go by guidelines and when someone can't make the bond they can ask for a review hearing before a judge. The judge then has the option of lowering it and/or making less restrictive, doing nothing at all or even at times making it higher though this is rare.
    There is absolutely nothing wrong with this system.
    Following guidelines is certainly not a job where you need any kind of legal background.

  20. It's not just Wicomico County!Ever notice that most of the people arrested in Somerset County weekly ,are all charged with "failure to appear"?It's because the idiot Commissioners release them with no bond or surety that they WILL appear and out the door they walk

  22. Don, Thank You, I really appreciate that. Believe me, I had to weigh this decision today. I thought, man, if I just happen to get into any kind of trouble or even if it's fabricated, these Commissioners will be enjoying life coming after me.

    Then I quickly realized that the states attorneys office will have my back as well as the honorable Judges. It was an easy decision.

  25. i disagree. if you had more people participating in government (going to meetings, speaking up, etc...) there would be more accountability. as its stands now, the "regular joe" would do what was best for his town. unfortunately, where it starts getting muddy is when the lawyers preside over the meetings and the "big ol fancy" lawyer talk comes into play when making the laws.
