4:05 Chill. You don't know the circumstances. The dog may have run away weeks ago and is lucky to be alive at all. It does looked malnourished and timid so maybe you're right but confirm it before you point fingers.

4:05 - You are absolutely correct - This poor dog is starving and suffering and should be taken to the Humane Society where it can be fed, treated and made healthy again. "If" the owner is innocent of neglect, he/she can explain that to the Humane Society who can check it out and decide if the dog should be returned or adopted to a responsible owner.
Dogs and cats cannot speak for themselves; they need caring responsible humans to speak for them. (4:44 - You're not one of them!).
Looks like an older dog. If so the Humane Society may not be a good idea. A lot of older pets taken there get put down to make room for the younger, cuter ones.
