OK, Contributor, I went back and read as you suggested and found no theft charge mentioned. What was mentioned is that he got arrested for violating a City law against soliciting and for walking out in the roadway to do it after having been warned not to the day before. Is that considered a theft charge? Never mind, I'll go to the Judiciary case search myself and look.
IMHO, if they want to put this guy in jail all the contacting officers have to do is "smell marijuana" and get a warrant for his physical address listed on Bi-State Blvd., but it's my guess they don't want to.

At some point it isn't just about begging. It's about refusing to follow a legal directive from a law enforcement officer or two or five.
