    So...how were these departments chosen to be a part of the sample? Is it because they all charge more for the big stuff? Is this even a statistically valid sample size? And why are there no samples from anywhere close to Salisbury?

    Wonder why city does merge into county, law enforcement, human resources, public works, fire ext. Save money in long run? Just wondering.
