Wicomico County Executive Culver Pulls ALL Non Law Enforcement Take Home Vehicles
County Executive Bob Culver has directed us to undertake a review of the entire county vehicle fleet. Included therein is justification by department of the necessity for every take home car. Justification must originate and be confirmed by signature of the department head, to include specific travel requirements of the position held by the employee to whom a vehicle is currently assigned. This information is to be returned to the Executive’s Office not later than Monday, December 22nd for all non-law enforcement personnel. All county vehicles, with the exception of law enforcement, are subject to remain parked effective December 31st. No county vehicle will be used for business or personal travel beginning January 1st without the expressed permission of the County Executive. A process of signing out vehicles will be forthcoming prior to January 1st.
awesome!!!
ReplyDeleteI'm liking this guy more each day.Another successful businessman who cares about the average people.
ReplyDeleteWish the board of ed would follow suit.
ReplyDeleteAWESOME. AWESOME AWESOME.
ReplyDeleteGood job Bob. Keep it up. This county has allowed these kinds of things too long and they need to be reeled in.
ReplyDeleteWell now, that didn't take long!
ReplyDeleteHow much money is this going to save us?
ReplyDeleteWay to go! Finally someone who cares about taxpayer money.
ReplyDeleteGreat job! It's about time someone held some people accountable in this county!
ReplyDeletenow were talking....
ReplyDeleteIf we can do this to the cops and fire fighters we will be set...
at this rate it looks like all tax payers are getting a break. Thank You.
ReplyDeleteThis is a Win for the taxpayers of Wicomico county.
ReplyDeleteKeep up the good work! So glad I voted for you!!!
ReplyDeleteThis will significantly reduce the added fuel consumption and related costs!
ReplyDeleteThis is an example of why he won!
Are you watching and listening Ireton - why don't you try doing the same???? Woo Hoo Bob, keep up the good work, this action was long overdue.
ReplyDeleteIt's about time government workers feel the pain like the rest of us.
ReplyDeleteYou are an idiot. County employees hsve felt the pain. We have been furloughed and have not had a raise in a long time. Plus, we read comments from people like you who view us as the enemy who have the slightest clue if what they are talking about. Just because you may not have liked the previous administration does not make the rest of the employees in the same group. What do you do for a living? I am sure I could think of some things to come up with some bs about you.
DeleteGreat move on Bob's part. So much waste in government these days.
ReplyDeleteThis means I can't take clients out to lunch for business or after hours for dinner. Now I will have to use my personal car, I don't think so. It was convenient to use the county car to drive home in after hours and then return it in the morning.
ReplyDeleteWay to go Bob!!! this is going to save a ton of money for us taxpayers...
ReplyDeleteOh please 9:03. Exactly what "clients" are you referring to? What "clients" is a county employee taking out to lunch and/or dinner? Elaborate.
ReplyDeleteNot sure that is part of your job description anyway and if it is and you find yourself a wee bit inconvenienced then you need to find another job ASAP. Don't you ever forget the old saying "there's an a$$ for every seat".
9:03 TUFFFFF
ReplyDeleteThank you Bob Culver for being a politician that does what he says he is going to do. So glad I voted for you!!
ReplyDeleteOh BS 9:03. As a county employee you have no "clients." Clients are customers. If in fact you are taking someone out to lunch or dinner on tax payers dimes, you are nothing but a common thief.
ReplyDeleteKeep cutting the Fat... Keep at it.. and show the taxpayer that there is plenty of money!!!
ReplyDeleteFinally someone who is showing what real leadership is all about. When you work for a government you work for the citizens and it's them who pays you. This requires that you go above and beyond to make sure you are good stewards of their money.

Clients? They are way down on the list of who YOU answer to.
You answer to the tax payers and don't you dare ever forget it.
Next:
ReplyDeleteAUDIT the County Exec expense accounts from the past 4 years or so.
I'm sure there will be some treasures there..
I put in forty years with the state and county governments and I feel I could offer a lot of good suggestions to stop the waste and do it PRO BONO.
ReplyDeleteYou were part of the problem, re milking the system.
DeleteWayne Strausburg car i hope is pulled too.
ReplyDeleteWAYNE is a backstabber and him and his car needs to Go.
DeleteThank you, Mr. Culver! Keep up the good work!
ReplyDeleteWe are so pleased Bob we could just hug you. Thank you!!!!!
ReplyDeleteThis is wonderful. I use my personal vehicle to get to and from work, and to take customers to lunch/dinner, etc... So what makes county employees so special that they think they deserve to spend our money on their socializing? Glad someone is finally looking out for our tax dollars to ensure they're spent more appropriately!
ReplyDeleteSounds good. Will find when justifications come forward, not very much will change. Sounds good, but little or no change will occur.
ReplyDeleteCounty personal cars are a lawsuit liability, Re county employees drinking and driving.
ReplyDeleteWS.
I AGREE.
DeleteGreat news!!!
ReplyDelete9:38 am
ReplyDeleteHow will Wayne get back and forth to Backstreet Grill then? Big dilemma
Accountability. Thanks Bob!
ReplyDeleteTruth of the matter is that the "lunches" that are business related.....it's businesses looking to do business with the county....not the other way around. These encounters are on them not the county?
ReplyDeleteBS the board of ed is out of control they need to answer to tbe tax payers also,i want fredricksons head .
DeleteHow about non essential personel ? On tired of seeing children riding around with their off duty parents. They can't be able to respond with their children in the car so why have them in it. Deputies drive these vehicles while off duty as a show of force. If they are off duty they are expected to act in the capicty of the law while in their vehicles. Wanna drive your kids around deputies? Do it in your own car on your own dime!
ReplyDeleteculver needs to do same with his car .no better than the employees that work for him.it all starts with the top.
ReplyDelete10:51, Are you just plain stupid, or what?
ReplyDeleteCulver drives his OWN personal vehicle every single day.
Before you open your big mouth, get your facts straight first.
Worcester County...paying attention anyone? I see county cars converging on Snow Hill every day from all the counties surrounding Snow Hill every day. There is quite a fleet of Worcester county cars issued as personal transportation perks. In addition to their pensions, cars, health care, and above standard wages, it makes Worcester county employees some of the the highest paid people in the county. And the nepotism is just unbelievable, if you look into it.....
ReplyDeleteAfter the audit of the vehicle fleet, maybe the surplus can be sold for additional revenue for the fiscal year
ReplyDeleteThank you Bob!! I may not agree with everything you do but if you make 50k+ a year you can afford your own damn car!! I realize there are certain people who need take home cars due to on call etc...but only when they are on-call, this should save us a bunch of money in the county.
ReplyDeleteExactly Gary, and that shouldn't be allowed either. It's a form of lobbying and too much of a chance that a vendor is becoming too friendly with a county employee who may tell them confidential info such as what others are bidding.
ReplyDeleteGreat job Bob. Got a new one for you to check out city trash truck just hit a vehicle at corner of Madison & Washington, spun it around into a parked vehicle which was thrown up on sidewalk bad damage to 2nd vehicle which had been parked in front of their residence. Needs to be investigated police there now.
ReplyDelete11:51, Why would Bob have to check into a "CITY" vehicle? He is your COUNTY Executive, not your City Mayor.
ReplyDeleteDon't stop here go to the next level of goverment, State and Federal! Politicians get half a year off...
ReplyDeleteBoot Wayne's car and get a pic lol.
ReplyDeleteI was going to post something but its pretty much all been said. Thanks Bob!
ReplyDeleteAbout the city vehicle does not the trash collected go to the county landfill. Does everything have to pertain to one department only, Rick Pollitt had his mouth in everything.
ReplyDeleteIt didn't take Perdue long to figure it out - as they require all company vehicles to be parked in their central station. They realized long ago the savings advantages - not to mention the positive environmental impact (less carbon emissions).
ReplyDeleteI am very glad the County Executive made the move. It should save Wicomico taxpayers thousands of dollars.
Mayor Ireton, Time to do the same in the city. I see no reason for some employee to drive a city owned pickup truck all the way home to Snow Hill. (Just one example.) If it isn't a police car (NO MRAP's), a fire department vehicle (NO BOATS), a dump truck, a garbage truck (or other specially purposed equipment), SELL IT and put the money back in the taxpayers pocket.
ReplyDeleteGood luck with that liarton is a welfare socialist and spends OTHER people money.
DeleteI heard iteton was badmouthing jake day last weekend in a bar .?
ReplyDeleteThere is a country dump truck that rides around with 3 employees on the bench seat just sight seeing in our neighborhood on a regular basis. I often think it looks really silly seeing 3 grown men stuffed on one bench seat out for a ride. I'm sure if Bob is smart enough to keep an eye on this blog he will learn a lot of info to help turn things around. Good Work Bob!!!!
ReplyDeleteGet the veh # and call it into there dept, they are goofing off on ur tax paying $$$
DeleteYou don't know what they are doing. Generally when there are 3 people in a dump truck they are either patching or cleaning inlets. Don't assume they are goofing off. It would be very easy to call and find out and who knows, you may be surprised.
DeleteI don't think some of you understand most county employees don't have a county vehicle. I am a county employee and I want waste to be cut, but most of the waste is from the upper management or select employees from the good ole boy network. Also keep in mind most of the cost for fuel, accidents and replacement occurs with the sheriff office.
ReplyDeleteWell the good ole boys have been kicked out on there heals and will be slimming down without the county credit card...)
DeleteMost count employees I am aware of, except directors , have take home vehicles because they are on call 24/7. As far as the purchase cards , they have been told to use them whenever they can instead of a formal purchase order that generates much more paperwork and man hours. Purchase card purchased are still approved prior to their use and allow the county more flexibility to obtain better pricing from companies that will not allow for the purchase order process. Bottom line, they don't cause for more money to be spent and they actually save money. Their is nothing purchased that wouldn't be anyway.
DeleteWell get use to doing paper requests so their is a paper trail there should only be one cc per head ,and he has to get audited every 3 months,
DeleteWhat makes you the expert in this? There is a paper trail with a purchase card transaction. The purchase is first approved by a supervisor and the receipt signed off on. It is then reviewed by a proxy reconciler and is then audited by an outside agency during audit review. You should learn some facts before you believe everything you read on this blog. If you would like to spend more money, then going back to the old way will do. There is no higher level of accountability.
DeleteThanks Bob...been waiting a long time for someone with some common sense to take control. Now get the Sheriff Department as well. They can use their own cars to tote their bundles of joy just like we do. It's a shame you can't take over the city and do the same for the Salibury Fire Department vehicles.
ReplyDeleteMore entitlements ! With free gas at that on personal use! I love my job!
DeleteThe journey of a million miles begins with only a single step. There is a lot to do, thank you Bob for coming out of the gate at full speed!!!!!
ReplyDeleteAlmost 1/2 of the full time county employees have purchase cards. That is insane! There should be a control point in each office that makes all the purchases so funds are not wasted on duplicate purchases, etc. It also seems to me that departments should be buying bulk for better rates/discounts. The sloppiness of the way the county has conducted business is appalling.
ReplyDeleteAs far as the good ole boys. There are still a few who are trying to undermine Bob. The county employees who care about this county need to expose them and force them out.
Wayne S ,is one please name more..,..
DeleteThere are plenty of control points. I don't believe half of the employees have purchase cards. If there was any issue, why would the audits performed every year not pick up on it or the internal auditor that works for the council? You all are on a witch hunt for something that doesn't exist.
DeleteHow about Andy Wisk at the Civic Center??
ReplyDeleteWho about getting rid of those stupid high fees at the crappy civic center.
ReplyDeleteNice to know that so far Bobs only initiatives have been to beat down the employees. The ones who all of you are saying need to support him. How about a raise bob? 7 years is a long time.
ReplyDeleteif you think you can do a better job, then do it. All these people saying cut this cut that, trim this trim that, yous all gots knows ideas how things are done around here. you can get over yorselfs thinking you knows hows things re runing heres.shuttie
ReplyDeleteGreat job! Do the same with police vehicles. I'm tired of seeing daughters, sons, and spouses riding around in the police work vehicles. I even saw one give his wife a kiss at a red light a few weeks ago. Ridiculous! It's a work vehicle..not a pleasure and errand vehicle.
ReplyDelete11:33 and other like minded, really? $6 at Starbucks and $23 at Back Street Grill is passing through all these "plenty of control points"? Maybe Mr Culver will be the next "Control Point".
ReplyDeleteJoe has been posting these ridiculous expenditures for over a year for this purpose.
Thank Bob Culver for watching out for your money here!
I lived across the street in Salisbury from a person who worked in Ocean City and drove a company car home every day. So wasteful!!
ReplyDeleteThe cops should Not have police cars to take home all they do is drive around with there kids in the car,What happens if they role up on a shooting and get involved and the kids see it?, they need to take there own cars to work like the Rest of us.
ReplyDelete7:15 I agree they should not allow children and spouses to ride in police vehicles. I do think they should keep the cars close by in today's environment. I like the cop car next door to me. Hell they can park one in my driveway. It really does disturb me to see kids in the car.
ReplyDeleteCulver won't touch the sheriff's office, one Lewis supported him, second they have a union and he wouldn't get anywhere. So just screw everybody else. You don't need your roads fixed, parks maintained, trash deposited and criminals locked up.
ReplyDeleteanonymous 9:53, Culver doesn't need to touch Lewis. Lewis supported Bob because he knew Pollitt was doing absolutely NOTHING. Yes, I said NOTHING! I personaly have held meetings with Pollitt and his entire Staff and NONE of them knew what the County was spending on certain departments. Rick would get angry with me in these meetings because I STOOD MY GROUND, confident I knew what I was talking about. When Rick would finally ask one of his people to go look it up, they came back saying Joe is absolutely correct. He had NO CLUE what was going on. He rarely participated in meetings, that's a fat. Rick was very bad for Wicomico County. Yes, many liked Rick Pollitt but only for his Santa charm.
ReplyDeleteCulver is a businessman and has already started cutting the fat. Culver has created an incredible partnership with our new Governor and together you will see incredible and positive changed for Wicomico County and the entire Eastern Shore.
So you go and bash Culver all you want, anonymously. Real Men will use their names and come up with concrete FACTS, of which you have none.
Hopefully culver will look at the number of deputy director position and what little they really do. Good place to save the county a lot of money. They have two deputy directors making over $75,000 each and some days neither are there along with the director and a major is running the place. Look who runs the detention center on weekends. Both roads and solid waste have superintendents, and a deputy director and Lee Beauchamp as director of both, seems like some waste here. Look at HR 7 employees yet they used to operate with 5 and everything is going online with direct deposit. Just look how many employees are outside smoking at GOB are they really needed if they can take that much time smoking. You see emergency services driving that big bus all over the place, when was the county ever really use that thing. Purchasing has an extra employee when they only had two. So much waste, yet I agree most employees make less than those in other county's on eastern shore and those at top make more than they should in comparison. Good luck culver you have a lot of pollit waste to deal with.
ReplyDelete
ReplyDeleteHey, Mr. Culver...
Go to Fruitland Falcon's Field or Crown Sports Center during field hockey, lacrosse, indoor soccer, football season and see how many county cars are in the parking lot! Many-Many-Many and Waste-Waste-Waste... are they really going to respond to County business when they are off duty and their kid is playing sports? I don't think so!
Check it out.
This policy should be in effect for all county employees. WCBOE is another abuser.
ReplyDeleteStill sheriff office has waste, notice most of there calls posted on site are traffic stops or patrol checks.
ReplyDeleteOutside of the police department, I don't see any reason for any city, or county employees to have take home vehicles. The rest of us have to use our cars to go to work. As for police, I see police cars from all over eastern shore parked in Salisbury. I hope the police employee pays to put gas in a police car from department 30-50 miles away.
ReplyDeleteAll police agencies on the ES use the ESCA for training in Salisbury.

Based on reading this sounds like you are a county employee with too much time on your hands. I suggest you stay in your lane and get yourself back to work! Mind your own business.
4:15 nope I'm not a county employee but I read enough of sbynews to pick up on county waste and even if I were a county employee it's a weekend and it's my time. Mind my own business, tax money is my business since I live in Wicomico County. To bad county employees won't come forward and tell culver themselves. You must be one of the waste that is in this post. You fear the post because it could be you next on the chopping block.
ReplyDeleteI would like to see the real dollar figure that this is supposed to save. If you are talking a thousand or two, I say let them take home the car if they have to respond to things from their house. You know they don't get paid a lot working for Wicomico, so why not the added bonus. Of course it depends on the true dollar amount. I hope Culver puts that out.
ReplyDelete1 or 2 thousand at a hundred employees?
DeleteWill there be an auctidon?
ReplyDelete602, we all know he won't.
ReplyDeleteI'm happy I work in the GOB so I can sabotage Culver. He doesn't care about anyone but himself, not the employees and certainly not the taxpayers.
The board of education wrote the book on having lots of coordinators, supervisors, directors and managers. A few work very hard, and the others let them.

You are on to something, but can you tell me why the fire chief(BTW Rick Hoppes is not a real fire chief) needs a take home car. This fat slob lives in Parsonsburg's fire district, not Salisbury. There are alread 5 other take home cars and SUV's that will be responding to a rare fire anyway.
Yes this does pertain to Bob. The Fire Department and Jim Ireton are demanding that the County pays the city more money for the fire service. Bob needs to stand up and tell Jim Ireton to reel in the 7 to 8 chief's cars that are not needed. There is not need for these cars to be going home to Powellville, Parsonsburg, Fruitland(in the County) and Delmare, Delaware. This is absolutely insane. Tell Jim Ireton to learn how to spend the County Funds in a better manner before demanding more money. In other word Ireton needs to clean up his own house.

The Sheriff's vehicles will be in accidents because they are on the road often and they respond to thousands of calls.
I agree Bob needs to cut his upper management and bring in or promote at a lower salary. Much lower. There needs to be cuts in Bob's office, the number of secretaries sitting in there doing nothing most of the time is absurd. There doesn't need to be a County Executive, a County Administrator and a Deputy County Administrator. After Bob learns the job he needs to boot WS and the Dep. Admin and then hire an assistant for $50K. The charter may call for those positions, but they can be left open. Same goes for all the departments. Stop replacing someone when they quit or retire.
Another thing Bob needs to do is eliminate the enterprise funds that are in Parks and Recs and the Civic Center and allow the CE or CC control that budget. Check with Roads and do the same with their enterprise funds. If the Sheriff's Office has their own it guy as I have been told then do away with that person. If that can't be done by Bob then cut that total salary out of the next budget for the SO.
Ray Michicci, get rid of that Douche Bag and John Molnar from the IT department as well. It is well known that those two are doing side hussles on the County dime.
Bob are you paying attention?
anonymous 8:25, Thanks for the chuckle this morning. It always cracks me up how ANONYMOUS people come on here trying to demand the person they elected do things their way. Perhaps you are one of the people trying to get one of those positions, who knows. All I do know is that Bob is his own man and will make his own decisions as he sees fit. How about you critics just sit back and give Bob some time before you come out and criticize things.

The grammar is horrible, but I understand what this county employee is trying to say. It's obvious this is someone trying to justify their take home car and P-Card.
Who cares if they are on call 24/7 that doesn't justify them having a take home car.
P-Card purchases are approved in advance? Oh so some Bozo has called back to the office to get permission to use the P-Card at Wawa? BullSh!t!!. Better pricing? BS!! Less paperwork? BS. It doesn't take that much paperwork or man hours to get something approved through the the Purchase Order system. It's just filling out a name, date a brief purpose. If a credit card is needed then take it from the office before you leave. Simple as that. Bob you need to reel in all of those P-Cards as fast as possible.

Maybe if you whiners would quit whining and tell the county council members where your department is wasting money then we would be able to cut spending, pay bills and give the good employees a decent pay raise. If you wouldn't have voted for Obama, O'Malley, O'Pollitt and O'Liarton then this country wouldn't have been in the shape that it is in.
Just remember that every single Democrat that you voted for took money out of your pocket in some shape or form. Just think every Democrat you voted for took your pay raise from you. Don't whine to Bob that you need a pay raise especially when you voted for Rick Pollitt. You people are to stupid to realize that every time you vote for a Democrat you are voting for disaster. Guess what moron even you voting for Jim Mathias and Norm Conway because they were nice guys has hurt us and the fact that you helped put Jim Mathias back in office is another 4 years more before even think about getting pay raises. Quit being stupid and stop voting for any Democrats.

Yep and if they didnt want that low paying job they should noT apply for it?
DeleteOn call 24-7?! OH NO!!!
ReplyDeleteWhine about that to private business owners who are "on call" 24-7 and use their personal cars all the time.
Ever have to get up at 2:30 on a snowy night to go answer the police call at your business in Fruitland (you live in Laurel....)?
County employees, use your own car.
And Joe......way to smack the ignorant aces here. I can't believe some of them can function on their own.....
8:52 they gave out raises to select people, sherriff, Wendy @ courthouse (right after her DWI) Council, HR Director and PIO. Few more but couldn't find the article.
ReplyDeleteTaxpayers need to look at what each department spends on their budget. Paid lunches WITH ALCOHOL, coffee, candy, and many "hidden extra's" that are NOT needed. Let's not forget about those people in charge of keeping track of their own time. What a joke!
