Hartly - The Delaware State Police have charged Kevin E. Marrs, 33 of Hartly, in connection with multiple counts of sexual offenses that occurred in 2012 and 2013 involving two juveniles.
The investigation recently came to light at the beginning of December 2014 when an 11 year old female reported to her parents that she had been sexually assaulted by Kevin Marrs after he babysat her when she was, at that time, 9 years old. This incident occurred at her residence in Hartly sometime between September and November of 2012. An interview was also conducted with the victim’s younger sister who informed investigators that Marrs had sexually assaulted her while he was watching her at the same home sometime between March and May of 2013. At the time of the second incident, the victim was 7 years old.
On Friday December 19, 2014, Kevin Marrs was taken into custody by members of the Delaware State Police Sex Offender Apprehension and Registration Unit (S.O.A.R) and transported back to Troop 3 where he was charged with five counts of Unlawful Sexual Contact, two counts of Endangering the Welfare of a Child, and Indecent Exposure 1st. He was committed to James T. Vaughn Correctional Center in lieu of $134,000.00 secured bond.
Because of the sensitivity of this case, and in consideration of the victim, only limited information will be released. Kevin Marrs, who is a medium risk Tier 2 sex offender from a 2001 Rape 4th conviction, has no familial relationship to the family.

There is a special place in HELL for sex offenders...especially sex offenders that pick on children. I pray that (if he did these things) he ends up in that special place.
