I say get rid of the IT Staff and start over. Ray Miccichi (sp) and John Molnar have been stiffing people for years. They have also been working on others computers while they are on duty and getting paid to double dip. That is the true meaning of double dipping.
An audit of the IT facilities will show how effective their security program is, whether or not these guys know what they're doing, or even care!
Considering there are no IT security firms on the Eastern Shore, I'll guess nobody there has had a IT Security Assessment - meaning you're all probably very vulnerable to attack.....
The Human Resources Manager and her underhanded double standards need to go! She talks one way and goes the other way. She has mastered the arts of the double talk and being able to talk out of both sides of her mouth. She is, and will always be, a serious liability for the County. Mr. Culver should be very cautious with this individual as her authority needs to be reigned in.
This mentality of "getting a job done" will never change in politics. County, city, state, federal... this is what you will always get, even if they clean it up a little.
