That's actually a picture of Injun Joe. After he appeared in Tom Sawyer, work was hard to find, so he became a male model. That Wicomico County thing was one of his first gigs.
Plain and simple, it equates to handouts and poverty. Wicomico's main industry is panhandling. The areas homeless are living in modern day tents - whereas in the 1860's they were called Wigwams. Somethings just never change.

Did he get the authority from the County Council on this logo change? This requires an act from the legislative body, not the County Executive. This is something that the County Council even forgets. Did it cost extra money to change all the new stickers?
This is something Joe Holloway needs to investigate.

Why don't you give us a clue? How about giving Joe the info so that we can make our legislatures investigate. I don't pay taxes for wasteful spending.
