Troopers Seize Heroin and Cash after Kent County Drug Investigation


Hartly-The Delaware State Police Kent County Drug Unit completed a 3 month drug investigation into a heroin distribution and sales operation in Kent County.

On Tuesday, August 19, 2014 the Delaware State Police Kent County Drug Unit, Delaware State Police Kent County Governor’s Task Force, and the Delaware State Police Special Operations Response Team (SORT), were assisted by Dover Police Department, Milford Police Department, and the DEA in culminating a 3 month long drug investigation by executing search warrants at 2 residences in Kent County located in the first block of Shovelhead Drive, Hartly, Delaware and the 100 block of Blackberry Circle, Marydel, Delaware. 

 
During the execution of the search warrants, the focus of the investigation identified as Timothy R. Lawlor-25 of Hartly, Delaware and Savanna Baynum-24 of Hartly, Delaware were taken into custody without incident at the Shovelhead Drive residence. There were 3 children also in the residence ranging from 3-7 years of age. They were turned over to family members and the Division of Family Services is conducting an investigation.

As a result of the search warrants of both residences, Troopers seized 582 bags of heroin and 1 gram of raw heroin totaling 9.73 grams (total street value $2000), 1 gram of marijuana, 12 gauge shotgun, digital scales utilized to weigh drugs, hypodermic needles, miscellaneous packaging items utilized to package and distribute drugs, and 4 Naloxone pills. In addition, Troopers located $40, 670 in cash proceeds indicative of being obtained through street level drug transactions and $650 in counterfeit money. The investigation also resulted in the seizure of 4 vehicles utilized for the transport and distribution of heroin during the 3 month investigation. (Evidence photo attached).

Timothy R. Lawlor was charged in connection to the search warrants with 14 crimes including Possession of Heroin in Tier 5 quantity, Possession of a Firearm during the Commission of a Felony, Possession with Intent to Deliver Heroin, Possession of a Firearm by a Person Prohibited, Forgery 1st, Conspiracy 2nd, Possession of Marijuana, Endangering the Welfare of a Child (3 counts), Possession of Naloxone without a Prescription, and Possession of Drug Paraphernalia. He was arraigned and committed to James T. Vaughn Correctional Center on $90,000 Cash Bond. (Booking photo attached)

Savanna Baynum was charged in connection to the search warrants with 10 crimes including Possession of Heroin in Tier 2 quantity, Possession with Intent to Deliver Heroin, Forgery 1st, Conspiracy 2nd, Possession of Marijuana, Endangering the Welfare of a Child (3 counts), Possession of Naloxone without a Prescription, and Possession of Drug Paraphernalia. She was arraigned and committed to Delores J. Baylor Women’s Correctional Institution on $20,500 Secured Bond. (Booking photo attached)

“Troopers will continue to combat the scourge of heroin in our state through continued active and aggressive investigations, including joint investigations and criminal intelligence sharing with our partners from all local, regional, and federal law enforcement agencies,” said Sgt. Paul G. Shavack, spokesman for the Delaware State Police.

Troopers continue to investigate this case.
