Fake for sure. While it is possible for a bear (esp one w/a hurt or missing a front paw) to master walking like this for a short distance there are several indicators that this is fake. First off the crotch area of a real bear is lower to the ground. Secondly, when a bear walks upright they do have to do it totally erect otherwise because gravity pulls them forward and back down. If they bend over like this "bear" is doing on several occasions they will fall forward back on all 4's.
It is not fake, if anyone watched the news this morning it showed that this is a young bear with an injured front paw, they said probably run over by a truck.
Too many folks have seen this bear walking on all 4's and then standing&walking upright to assume it's a hoax.
