Seems that the homeowners' association is full of it. This is not advertising in any sense of the word, it is an expression of loyalty and pride in service. The college sticker on the other car (and there are probably others with them) could just as easily be seen as advertising for a certain college or university, but, too, is a badge of pride that either an alumnus or parent of a student displays.
