AUTOPSY COMPLETED IN DEATH OF DELAWARE FUGITIVE

(SALISBURY, MD) – An autopsy of the armed fugitive fatally wounded as police attempted to arrest him in Salisbury two days ago has been completed.

The autopsy was conducted on the body of James L. Norris, 25, of Wilmington, Delaware, who was fatally wounded on the afternoon of February 4, 2014. The Office of the Chief Medical Examiner in Baltimore has concluded Norris died of a single gunshot wound to the head. He sustained no other injuries.

Examination of the wound, clothing, and other evidence by pathologists, crime scene technicians and investigators has led them to conclude Norris did fire the gun held in his right hand jacket pocket, but he was not struck by that round. Investigators believe the round that struck Norris was fired from the police officer’s gun.

Investigators believe one round was fired by Norris and one round was fired by the officer. One projectile was recovered from the car Norris was in. The other round has not yet been located. Ballistic examination of the recovered round will be conducted in an attempt to determine whose gun it was fired from.

The investigation is continuing.

  1. Its a shame anyone had to die...but when you're carrying two loaded handguns and holding cocaine...and state that "someone's gonna die"....the Officer had every right to protect himself. Thank goodness it was only one death.

  2. Why is it a shame? That dirt bag needed to die a long time ago.

  3. most likely two illegal firearms, not registered. removed two guns and one criminal from streets of salisbury in one day. keep that up and our town could be safe to live in once again. thanks for your service officer.

  4. I do not care what a dirt bag he was, I find the careless comments that he deserved to die offensive.

With the choices he made in life I am sure his destiny would have resulted in this type of death one way or another.

  5. For real 4:58. This is real effective gun control not denying law biding citizens the right to own firearms.

  6. Once again Joe, kudos on your professionalism, this time for not mentioning the officers name. The same can't be said for the so called "Delmarva News Leader" WBOC. I become more disgusted with their bs every day.

  7. No need for an investigation to see who shot who. He's dead and who really cares?

  8. Found this comment in the Wilmington paper by Kevin Quinn

"This thug Norris was already a convicted felon when he was convicted again of a firearm charge October 2007. I believe that's a minimum of 5 yrs. in prison, upon conviction. The he's arrested again in October 2011 for drug offenses! His next arrest is in October 2012 for another firearm possession by a convicted felon and then he's released on $48,000 secured bail. (Should have been a minimum of $248,000 bail) The real kicker is that this thug was arrested again in January 2013 for yet another firearm possession. No mention on the cost of the bail in that incident either. However, any logical person would believe that his bail per his last arrest should have been a minimum $2,480,000.00. Now someone please tell me that our Criminal Justice System is working just swell in our State of Delaware.
There's a story here TNJ (The News Journal), yesterday's conclusion of his gangster style life was bound to happen. It just needed a location - Lived by the Gun & he died by the Gun. Glad that no police officers were injured in this shooting."

  9. Congratulations Officer I am sure this is a very difficult time for you but know you were doing your job and doing it well, that of protecting the citizens of the city county and state. Who knows how many other lives you saved by stopping this criminal. God Bless

  10. 5:00-You really find it offensive that some think he deserved to die? What is careless is someone thinking this young already career criminal with nothing to lose and 2 revolvers in his pocket and an attitude didn't deserve to be killed before he killed someone. He not only deserved it he is totally and completely responsible for his own death. No one made him become a fugitive except himself. When you make poor choices you deserve the consequences. It's called personal responsibility.

  12. This officer deserves a medal! He not only protected all of us from this slug, of a man, but he did it without endangering innocent lives, he fired one shot right into this scumbags brain and ended it. No shootout with bullets flying all around to hurt bystanders, just one well placed shot! Wow! What a marksman! He should be getting an award for killing this piece of garbage!

  13. Delaware seems to have a worse multiple DUI offender problem than Maryland has,not that it has anything to do with this issue. It is odd that he was even out of jail.
