The expansion was all about 'economic recovery.' Next time someone tells you about kids starving just laugh in their low information faces. They aren't deserving of anything more and too stupid to know any better. Expansion was part of a plan to concocted by the dems and big corps (who profited dearly.) Idea was if they had to spend less on food they would make other purchases with the saved money thus stimulating the economy. Of course it failed miserably.
