I would take it to the humane society and let them deal with the owner. They can determine the condition of the dog and make necessary remedies.Hair loss can be mange.
Is it a shock box that's taped on or a GPS device? Shock box will have 2 metal prongs protruding from it.
The dog need a certain shot to stop the mites or what ever there called from eating at her skin and hair and the dog scratches it...
Humane society is your best choice here to assure that when the owner arrives, the health issues will be addressed.Oh, wait, isn't it now being run by amateurs?
Probably just scratching FLEAS.
