Maryland's Board of Public Works has approved a $240,000 neighborhood revitalization loan for the Greene Turtle in Towson.
The money is to be used to add a rooftop dining room to the restaurant.
State Comptroller Peter Franchot questioned the loan, essentially saying the Greene Turtle is not a troubled "main street business," and should not be eligible for the loan administered by the Maryland Department of Housing and Community Development (DHCD).
DHCD Secretary Raymond Skinner notes that a number of the properties surrounding the restaurant in the 400-block of York Road are vacant, and that qualifies the project for the loan.
