STATE POLICE ARREST SUSPECT IN MURDER OF TEN YEAR OLD CECIL COUNTY GIRL

(Port Deposit, MD) Investigators from the Maryland State Police Homicide Unit arrested the suspect today, responsible for the murder of a ten year old Cecil County girl. 

The accused is identified as Richard Madden, 29, of the 100 block of Waibel Road in Port Deposit. Madden was arrested for the murder of Kami Ring in Cecil County. 

Madden is charged with first and second degree murder, first degree assault and first degree rape. He is currently being processed at the North East Barrack. He will be transported to the District Court Commissioner for an initial appearance.

After consultation with the Cecil County State’s Attorney, Madden was arrested today at 5:30 p.m. without incident. He was being held at the Cecil County Detention Center for violating his probation stemming from drug charges. 

The body of Kami Ring, 10, of Charlestown, Maryland was found in a field across the street from the home she was visiting on Waibel Road. Madden was one of three residents living at the home.
Crime scene analysts, working closely with homicide investigators, gathered evidence from the field, in which Kami was found, and from the Waibel Road residence, where she was believed to be staying. 

Biological evidence linked Madden to the murder of Kami. Autopsy results reveal the cause of death as blunt force trauma and asphyxia.
Investigators have determined there is no biological connection between Madden and Ring. The grandparents, who also reside at the Waibel Road residence and are not biologically related to Ring, and are the parents of Madden.

A motive for the murder remains unclear at this time. The investigation continues…

  1. And a patty cake on the killers hand will serve as the final punishment for raping and killing an innocent child, right after the state of Maryland finds him guilty. The same as his like minded associate Thomas Leggs got as punishment. Expect no justice in Delaware or in Maryland just limp wristed prosecutorial ass kissers doing what they do best.

  2. the reason for killing her is that after a certain age, the child can identify him. this age is different in every child. but it's the reason they get killed.

  3. Unfortunately our idiot governor has done away with the death penalty. So us taxpayers will have to house, provide medical care, and feed this piece of garbage until he dies in jail from natural causes. Hey good work gov!

  4. The worse part of this is , have you seen this s.o.b.'s rap sheet. He should have been locked away years ago and the keys thrown out. This s.o.b. is what makes it hard on others who come out of the system trying to get back on track and do the right thing and this p.o.s. has been given so many chances by our broken system that now it has cost a little girl's life. Families of people who are harmed by P.O.S. like this that has been through the system time after time and never locked away should be allowed to sue the state for this crap. And they talk about other type of criminals and putting them away forever. How about these types who commit crime after crime and let go time after time. WAKE UP people and get tough on ALL types of crimes before it is too late.

  7. When this story of the missing girl broke I did some googling and saw Madden was all over Facebook boo hooing about the child being missing. I believe he is the son of the 'grandmother' who's not really the child's relative. He's obviously a drug addict and why the 'grandmother' would ever have allowed this dreg into her life much less around a child is beyond comprehension.
    The question also becomes why the child's mother allowed the child to be in the presence of these people including the 'grandmother' enabler to her drug addict son?

  8. As in Foxwell/Leggs another senseless very avoidable murder of an innocent child.
    Somewhere along the line we were told to not judge and to pity the family of these child murder victims. That's got to stop. They don't deserve pity and must be judged on their reckless irresponsible behavior that is the direct cause of children being murdered. They are the ones who put the children in harms way around criminals and drug addicts and sexual offenders. They are no better than the murderers themselves.
