Send them an invoice which states that the newspaper has been properly disposed, the banner of the front page (which they use to credit stores for unsold papers), the picture of where you found their newspaper, and a copy of your original letter and delivery confirmation.
Take them to small claims court when the payment due is worth your while. Lawyers are not able to represent them, and if they don't show up it's a default judgment.
