Incident: Driving Under the Influence of Alcohol

Suspect: Jhontas B. Coutinho, 26, Salisbury, MD
Narrative: On 17 August 2012 at 3:18 AM, a deputy from the Wicomico County Sheriff’s Office stopped a vehicle operated by Jhontas Coutinho of Salisbury for operating a vehicle at night without headlights. The deputy detected an odor of alcohol coming from Coutinho and believed that he was under the influence of alcohol. The deputy administered sobriety testing which Coutinho performed poorly on which led to his arrest for DUI. The deputy discovered that Coutinho had just been arrested for DUI back on 3 August 2012. When confronted about the recent arrest, Coutinho became irate and attempted to assault law enforcement on the scene and resisted all attempts to willingly comply with the deputy.
Because of the behavior of Coutinho, a specially equipped cage car had to be utilized for transport. Coutinho resisted efforts to be placed in the vehicle requiring the deputy to physically assist Coutinho into the vehicle. Once inside the vehicle, Coutinho managed to get his handcuffed arms in front of his body in an apparent attempt to reach through the cage.
Coutinho refused to provide a breath sample when requested.
Coutinho was transported to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, the Commissioner released Coutinho on Personal Recognizance.

Incident: Driving Under the Influence of Drugs
Date of Incident: 20 August 2012
Location: Salisbury, MD
Suspect: Derek Allen Largent, 30, Salisbury, MD
Narrative: On 20 August 2012 at 4:05 PM, a deputy from the Wicomico County Sheriff’s Office observed a Chevrolet Truck travelling eastbound on Mt. Hermon Road that had been the subject of a broadcast for erratic driving. The deputy attempted to stop the vehicle for a seat belt violation when the vehicle attempted to turn northbound onto Tilghman Road. The operator could not negotiate the turn and collided with a utility pole. The operator of the truck turned to look at the deputy while backing away from the pole prior to continuing northbound on Tilghman Road towards Rt. 50. The truck continued eastbound on Rt. 50 before pulling into the Shopper’s World shopping center parking lot. The vehicle continued through the lot before pulling into a parking space and stopping at the Taco Bell.
The driver, identified as Derek Largent of Salisbury, was assisted from his vehicle and placed into restraints. The deputy observed that Largent appeared only slightly coherent. The deputy suspected that Largent was under the influence of something but when asked if he would submit to sobriety testing, Largent told the deputy that he had been recently arrested by another deputy for driving under the influence and wanted to “decline at this time.”
The deputy placed Largent under arrest and transported him for processing by a Drug Recognition Expert who concluded that Largent was under the influence of a controlled dangerous substance.
Largent was released upon the issuance of citations.

Incident: Possession of Heroin
Date of Incident: 17 August 2012
Location: West Harbor Road, Nanticoke, MD
Suspect: Adam R. Antes, 30, Salisbury, MD
Narrative: On 17 August 2012 at 10:26 PM, a deputy from the Wicomico County Sheriff’s Office approached a pick-up truck parked near a boat slip in Nanticoke Harbor. The deputy observed that the driver’s door was open and the driver appeared slumped over in the seat. The driver, Adam Antes, woke up as the deputy approached while a needle cap and papers simultaneously fell out onto the ground. Antes
appeared under the influence to the deputy who proceeded to search the vehicle. At the same time, Antes attempted to discard syringes and a spoon into the bed of his pickup truck in an apparent attempt to hide them. The deputy recognized these items had been used and still held the remnants of Heroin.
The deputy placed Antes under arrest and transported him to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, the Commissioner released Antes on Personal Recognizance.

ReplyDeleteUnless the deputy had a field test kit and used it to determine the remaining syringe contents, it cannot be reported to contain heroin, only a reasonable suspicion that it did.
